The Nuclear Regulatory Commission is amending its ``General Statement of Policy and Procedure for NRC Enforcement Actions,'' (NUREG1600) (Enforcement Policy or Policy) to establish separate base civil penalty amounts for loss, abandonment, or improper transfer or disposal of sealed sources and devices containing NRClicensed material.
