This is a final rule to amend PBGC's regulations on Premium
Rates and Payment of Premiums to implement certain provisions of the
Deficit Reduction Act of 2005 (Pub. L. 109171) and the Pension
Protection Act of 2006 (Pub. L. 109280) that are effective beginning in 2006 or 2007. The
