regulations related to the temporary employment of foreign
professionals to implement procedural requirements applicable to a new

This proposed rule establishes the requirement for applicants
for HUD grants or certain other financial assistance to submit their
applications to HUD electronically through the federal government grant
portal, Grants.gov, in response to a HUD announcement of funding
availability that is placed on Grants.gov/Apply or its successor Web
site.

We are adopting amendments to postpone for one year the final
phasein period for acceleration of the due dates of quarterly and
annual reports required to be filed under the Securities Exchange Act
of 1934 by certain reporting companies known as ``accelerated filers,''
which are issuers that have a public float of at least $75 million,
that have
