RULES: Civil monetary penalties; inflation adjustment,

The Coast Guard is adjusting fines and other civil monetary
penalties to reflect the impact of inflation. These adjustments are
made in accordance with the Federal Civil Penalties Inflation
Adjustment Act of 1990, as amended by the Debt Collection Improvement
Act of 1996.

The Coast Guard is conducting a Port Access Route Study (PARS)
to evaluate the continued applicability of, and the need for
modifications to, current vessel routing measures in the approaches to
Narragansett Bay and Buzzards Bay, Cleveland Ledge to the Race,
Narragansett Bay East Passage, and the areas offshore of Connecticut,
Rhode Island, and
