The Coast Guard is changing the regulation governing the
Clinton Railroad Drawbridge, across the Upper Mississippi River at Mile
518.0, at Clinton, Iowa. The drawbridge would open on signal if at
least 24 hours advance notice is given from 7:30 a.m., on December 17,
2004, until 7:30 a.m. on March 1, 2005. This rule allows time for
making upgrades
