By paper and telephone vote on December 1113, 2001 the Board of
Governors of the United States Postal Service voted unanimously to
close to public observation its meeting held in Washington, DC via
teleconference. The Board determined that prior public notice was not

This final rule provides a new preparation option that allows
mailers to place flatsize automation rate mailpieces together in
packages with flatsize Presorted rate mailpieces of the same mail
class. This new option is called ``copackaging'' and will be available
beginning March 31, 2002 for use with FirstClass Mail, Periodicals, or
Standard Mail.
