DATES: Comments must be filed on or before September 30, 2002, and reply comments on or before October 15, 2002.

DOCUMENT SUMMARY: The Commission requests comments on a petition filed by Virgin Blue, Inc., licensee of station WCVITV, Christiansted, Virgin Islands, requesting the substitution of DTV channel 23 for DTV channel 5. DTV Channel 23 can be allotted to at reference coordinates 174440 N. and 644340 W. with a power of 0.85, a height above average terrain (HAAT) of 130 meters.

2. Section 73.622(b), the Table of Digital Television Allotments under Virgin Islands is amended by removing DTV channel 5 and adding DTV channel 23 at Christiansted.
