DOCUMENT SUMMARY: The Federal Communications Commission, as part of its continuing effort to reduce paperwork burdens, invites the general public and other Federal agencies to take this opportunity to (PRA) of 1995 (PRA), Public Law 10413. An agency may not conduct or sponsor a collection of information unless it displays a currently valid control number. Subject to the PRA, no person shall be subject to any penalty for failing to comply with a collection of information that does not display a valid control number. Comments are requested concerning (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology.

Nature and Extent of Confidentiality: Confidentiality is an issue to the extent that individuals and households provide personally identifiable information, which is covered under the FCC's system of records notice (SORN), FCC/CGB1, ``Informal Complaints and Inquiries.''

Needs and Uses: The information collection requirements included
under this OMB Control Number 30600833, enables the Commission to
govern the filing of complaints as part of the implementation of
Section 255 of the Telecommunications Act of 1996, which seeks to
ensure that telecommunications equipment and services are available to
all Americans, including those individuals with disabilities. In
particular, Telecommunications service providers and equipment
manufacturers are asked for a onetime designation of an agent who will
receive and promptly handle voluntary consumer complaints of
accessibility concerns. As with any complaint procedure, a certain
number of regulatory and information burdens are necessary to ensure compliance with FCC rules.
