DOCUMENT SUMMARY: EPA is proposing to approve the maintenance plan for the San
Manuel Area in Pinal and Pima Counties, Arizona, as a revision to the
Arizona state implementation plan, and to grant the request submitted
by the State to redesignate this area from nonattainment to attainment
of the national ambient air quality standards for sulfur dioxide
(SO
