DOCUMENT SUMMARY: This document requests comments on a petition for rule making filed by Moy Communications, Inc. (``Petitioner'') proposing the allotment of Channel 243C1 at Dededo, Guam, as the second local aural transmission service at Dededo. The proposed coordinates are 132917 NL and 1444935 WL, with a site restriction of 3.2 kilometers (2 miles) south of Dededo, Guam.
