  <title><![CDATA[  Preparation of an Environmental Impact Statement (EIS) for  Development and Implementation of Range-Wide Mission and]]></title>

  <description><![CDATA[ The Department of the Army announces its intent to prepare an 
EIS for expanded activities on WSMR. This EIS will analyze the impacts 
of new mission requirements and development of new test and training 
capabilities and associated land use changes to support Army 
Transformation, the Army Campaign Plan, Future Combat Systems, Grow the 
Army, and other Army initiatives. This includes the stationing of a 
Heavy Brigade Combat Team (HBCT) of approximately 3,800 Soldiers at 
WSMR. This action also supports WSMR as a test bed for rapid 
development and deployment of new systems in response to rapidly 
changing world conditions and longterm Department of Defense, U.S. 
Army Developmental Test Command, and Army planning. Specifically, this 
EIS will assess environmental impacts associated with changing land 
uses to allow for expanded offroad maneuver in some areas, to support 
new testing capabilities and requirements, and continuing offpost to 
onpost tests. It will also address new weapons firing ranges and

Aid of Civil Authorities. The regulations are being removed because 
they are obsolete and no longer govern policies for the Department of

in the control of actual or anticipated civil disturbances. The program 
responsibility has been transferred to the Office of the Assistant 
Secretary of Defense for Homeland Defense.

the Final Environmental Impact Statement (FEIS) for the Permanent 
Stationing of the 2/25th SBCT and has made the decision to proceed with 
all facets of Alternative A. Alternative A permanently stations the 2/
25th SBCT at Schofield Barracks Military Reservation (SBMR) while 
conducting the required training at military training sites in Hawaii. 
This alternative is summarized in the Army's ROD and described fully in 
Chapter 2 of the FEIS.

while continuing to restructure its forces in accordance with modular 
Transformation decisions. On December 19, 2007, the Army signed a 
Record of Decision (ROD) documenting its decision to proceed with 
growth of the Active and Reserve components of the Army by 74,200 
Soldiers through establishment of several new Brigade Combat Teams 
(BCTs) and Combat Support and Combat Support Service units (CS/CSS). 
The growth of the Army would allow for the adjustment of the 
composition of its forces to continue to accommodate Transformation 
objectives and create additional unit capabilities in high demand areas 
where mission requirements exceed current manning authorizations. The

  <title><![CDATA[  Preparation of the Supplemental Programmatic Environmental Impact  Statement (SPEIS) for Army Growth and Force]]></title>

  <description><![CDATA[ The Army intends to prepare an SPEIS in order to evaluate the 
relative environmental and socioeconomic impacts of support operations 
growth in the Pacific Theater as it transforms and aligns its forces to 
address existing capabilities shortfalls. As part of Army growth, this 
evaluation will be conducted to supplement the analysis and decisions 
that were included in the PEIS for Grow the Army (for continental U.S.  (CONUS) locations), which was completed in January 2008.</p><p>    The Army will use the SPEIS analysis to evaluate and compare the 
environmental and socioeconomic impacts of alternatives for 
implementing its Proposed Action. The Army's Proposed Action is to 
grow, realign, and transform its forces to support operations in the 
Pacific Theater and to ensure the proper capabilities exist to sustain

2006. Foreign rights are also available (PCT/US2007/022473). The United

  <title><![CDATA[  Notice of availability of the Final Environmental Impact  Statement (FEIS) for the Permanent Stationing of the 2nd]]></title>

  <description><![CDATA[ The Department of the Army announces the availability of a 
FEIS for the permanent stationing of the 2nd Brigade, 25th Infantry 
Division (2/25th) SBCT. Pursuant to the National Environmental Policy 
Act (NEPA), the Department of the Army has prepared an Environmental 
Impact Statement (EIS) to disclose potential impacts to the natural, 
physical, and human environment resulting from the permanent stationing 
of the 2/25th SBCT. Potential impacts have been analyzed at 
installations that are capable of meeting the SBCTs training, 
operational, Soldier and Family quality of life, and strategic 
deployment requirements. This FEIS identifies Schofield Barracks 
Military Reservation in Hawaii as the Army's preferred alternative for 
the stationing location of the 2/25th SBCT. A Record of Decision (ROD) 
will announce the final location decision after the 30day waiting 
period for the FEIS has been completed.

Department of Defense announces that the following Federal advisory  committee meeting will take place:</p><p>    1.   <title><![CDATA[  Notice of Availability of the Record of Decision for Army Growth  and Force Structure Realignment]]></title>

  <description><![CDATA[ The Department of the Army announces the availability of the 
Record of Decision (ROD) for Army Growth and Force Structure 
Realignment. This ROD announces the Army's decisions for growing and 
realigning U.S. Army forces within the Continental United States 
(CONUS). Pursuant to the National Environmental Policy Act (NEPA), the 
Department of the Army prepared a Programmatic Environmental Impact 
Statement (PEIS) that evaluated the potential environmental and socio
economic effects associated with alternatives for Army growth and 
realignment. In the Final PEIS, which was published on 26 OCT, 2007, 
the Army identified Alternative Three as the preferred alternative. The 
Record of Decision explains that the Army will proceed with its 
preferred alternative, Alternative Three. This alternative best 
supports Army Modular Transformation; implements Global Defense Posture 
Realignment (GDPR) decisions; adds the necessary Combat Support and
