  <description><![CDATA[ </p><p>    Proposed Projects:</p><p>    Title: Head Start Family and Child Experiences Survey (FACES) </p><p>    OMB No.: 09700151.</p><p>    Description: The Administration for Children and Families (ACF) of 
the Department of Health and Human Services (HHS) is requesting 
comments on plans to collect data on a new cohort for the Head Start 
Family and Child Experiences Survey (FACES). This study is being 
conducted to collect information on Head Start performance measures 
under contract with Mathematica Policy Research, Inc. (with Juarez and 
Associates and Educational Testing Service as their subcontractors)  (contract <greeki>HHSP23320052905YC).</p><p>    FACES will involve four waves of data collection. The first wave 
will occur in fall 2006. Data will be collected on a sample of 
approximately 2,800 children and families from about 350 classrooms 
across 60 Head Start programs. Data collection will include assessments 
of Head Start children, interviews with their parents, and ratings by

</p><p>    Title: Field Test of SocialEmotional Measures and Modified 
Assessment Measures for the Head Start National Reporting System. </p><p>    OMB No.: New Collection.</p><p>    Description: The Administration for Children and Families (ACF) of 
the Department of Health and Human Services (HHS) is requesting 
comments on plans to conduct the Field Test of SocialEmotional 
Measures and Modified Assessment Measures for the Head Start National 
Reporting System (HSNRS). This field test is being conducted under 
contract with Westat (with subcontractors Xtria and Pearson Educational 
Measurement) (HHS23320052902YC) to examine new and modified measures  for HSNRS.</p>
<h3>Purposes</h3>
<p>    The purposes of the field test are to expand NSNRS's coverage of 
the domain elements of the Head Start Outcomes Framework and to improve 
the performance of the current HSNRS assessment battery. ACF has been 
urged to expand the coverage of NSNRS to include noncognitive domains, 
in recognition of the ``whole child'' orientation of Head Start, in
