Enforcement Program under title IVD of the Social Security Act are 
required to provide information each fiscal quarter to the Office of 
Child Support Enforcement (OCSE) concerning administrative expenditures 
and the receipt and disposition of child support payments from non
custodial parents. Together with a third quarterly report, ``Itemized 
Undistributed Collections'' (Schedule UDCOMB No. 09700268), these 
forms provide information from each State that is used to compute the 
quarterly grant awards, the annual incentive payments and provide  valuable information on program<br/> [[Page 70408]]<br/>
finances. This information is also included in a published annual 
statistical and financial report, available to the general public.

  <title><![CDATA[  Submission for OMB Review; Comment Request ]]></title>

</p><p>    Title: Third Grade Followup to the Heat Start Impact Study. </p><p>    OMB No.: 09700229.</p><p>    Description: The Administration for Children and Families (ACF) 
within the Department of Health and Human Services (HHS) is requesting 
comments on plans to implement a third grade followup to the Head 
Start Impact Study. This study will collect information for 
determining, on a national basis, how Head Start affects outcomes in 
the third grade for children who participated in the program as 
compared to children not enrolled in Head Start and to determine under 
which conditions Head Start Works best and for which children.
</p><p>    The Head Start Impact Study was longitudinal study that involved 
approximately 5,000 firsttimeenrolled, three and fouryearold 
preschool children across 84 nationally representative grantee/delegate 
agencies (in communities where there were more eligible children and 
families than can be served by the program). The participating children
