  <description><![CDATA[ The U.S. Coast Guard is establishing a temporary security zone 
in the Thea Foss Waterway, Tacoma, Washington during a reception at the 
Museum of Glass. This security zone is necessary to ensure the safety 
of dignitaries while attending the reception. Entry into, transit 
through, mooring, or anchoring within this zone is prohibited unless 
authorized by the Captain of the Port, Puget Sound or his designated 
representatives.

  <title><![CDATA[  Drawbridge Operation Regulations; Thames River, New London, CT]]></title>

  <description><![CDATA[ The Commander, First Coast Guard District, has issued a 
temporary deviation from the regulations governing the operation of the 
Amtrak Bridge, mile 3.0, across the Thames River at New London, 
Connecticut. While this temporary deviation is in effect, the bridge 
may remain in the closed position for three days and operate on a 
temporary operating schedule for nine days.

Zone in Lake Union from 9:30 p.m. to 11 p.m. on July 4th, 2008. This 
action is necessary to ensure the safety of participants and spectators 
during the Lake Union, Seattle, WA (Ivar's Fireworks Show). During the 
enforcement period, entry into the Safety Zone is prohibited unless 
authorized by the Captain of the Port, Puget Sound, Seattle, WA. The 
Captain of the Port may establish transit lanes along the east and west 
shorelines of Lake Union and may allow boaters to transit north and 
south through the safety zone in these lanes. If established, these 
transit lanes will remain open until 10 p.m. and then be closed until 
the end of the fireworks display.

  <title><![CDATA[  Tank Level or Pressure Monitoring Devices on Single-Hull Tank  Ships and Single-Hull Tank Barges Carrying Oil or Oil]]></title>

  <description><![CDATA[ The Coast Guard proposes to remove its regulations for tank 
level or pressure monitoring (TLPM) devices because compliant devices 
remain unavailable. In July 2005, we published a final rule suspending 
Coast Guard regulations for TLPM devices with a request for public 
comments on the status of TLPM technology development and other means 
of detecting leaks from oil cargo tanks into the water. We received two 
comments supporting our suspension of the regulations for TLPM devices. 
We received no new information on TLPM devices or alternatives for 
detecting leaks into the water from singlehull tank vessels carrying 
oil or oil residue as cargo. Based on the public response to the 
suspension, the absence of new information regarding TLPM devices or 
alternatives, and the results of a Congressionallymandated study, the 
Coast Guard revisited the feasibility and practicality of retaining 
regulations for TLPM devices on singlehull tank vessels and concluded

the operation of the State Route 46 (LA 46) Bridge across LaLoutre 
Bayou, mile 22.9, at Yscloskey, St. Bernard Parish, Louisiana. Due to 
Hurricane Katrina, the Louisiana Department of Transportation and 
Development (LDOTD) has experienced a shortage of bridge tender 
personnel in the area where the bridge is located. This proposed rule 
change allows for more efficient use of personnel by requiring a two 
hour notice for night time openings.

deviation provides for the bridge to remain closed to navigation for 19 
consecutive days to reverse the direction of the swing span to 
facilitate construction of a new replacement bridge adjacent to the

Lower Hack Bridge may remain in the closed position for ten hours on 
two weekend days to facilitate scheduled bridge maintenance. Vessels 
that can pass under the draw without a bridge opening may do so at all 
times and vessels that need a bridge opening can do so by providing a 
twohour advance notice. This deviation is necessary to facilitate 
upgrades to the control system at the bridge.

Register an interim rule with request for comments to amend its 
regulations to implement the vessel security officer training and 
certification amendments to the International Convention on Standards 
of Training, Certification and Watchkeeping for Seafarers, 1978, as 
amended, and the Seafarers' Training, Certification and Watchkeeping 
Code. In the interim rule a clerical error was made stating as an 
option that to qualify for a VSO endorsement, a person must ``have 
approved sea service of not less than 90 days on any vessel subject to 
section 104.215 of this part * * *.'' Instead, the option should have 
stated that a person must have not less than six months to qualify for 
a VSO endorsement, not 90 days. This document corrects that error.

around a recently constructed deepwater port facility in the waters of 
the Atlantic Ocean near the entrance to Boston Harbor as well as safety 
and security zones around liquefied natural gas carriers (LNGCs) 
calling on these deepwater port facilities. The purpose of these 
regulated navigation areas, as well as safety and security zones, is to 
protect vessels and mariners from the potential safety hazards 
associated with deepwater port operations and to protect the LNGCs and 
deepwater port infrastructure from security threats or other subversive 
acts. All vessels, with the exception of LNGCs and deepwater port 
support vessels, are prohibited from anchoring or otherwise deploying 
equipment which could become entangled in submerged infrastructure 
within 1000 meters of the submerged turret loading (STL) buoys 
associated with the deepwater port, and are prohibited from entering

Patchogue Grand Prix, a power boat race on Patchogue Bay off of

The safety zone would provide for safety of navigation of the maritime 
public viewing and transiting near the power boat race in order to 
protect the maritime community from the hazards inherent with a power 
boat race, namely, a collision and loss of control of the vessels 
participating in this event. Entry into this zone would be prohibited 
unless authorized by the Captain of the Port Long Island Sound.

2008 notice of proposed rulemaking (NPRM) on dry cargo residue 
discharges in the Great Lakes and its supporting Draft Environmental 
Impact Statement (DEIS) will be held in Duluth, Minnesota, and 
Cleveland, Ohio, in July 2008. The proposed rule would allow the 
continued discharge of certain nontoxic and nonhazardous bulk dry 
cargo residues in the Great Lakes. Existing prohibitions on discharges 
in certain areas would be continued, and additional sensitive and 
protected areas would be defined as nodischarge zones. Recordkeeping 
and reporting requirements would be imposed, and the voluntary use of 
measures to control residues would be encouraged.

  <title><![CDATA[  ``Gasco'' Regulated Navigation Area, Willamette River, Portland,  OR]]></title>

  <description><![CDATA[ The Coast Guard is establishing a Regulated Navigation Area on 
the Willamette River Portland Oregon Captain of the Port Zone. This 
action is necessary to preserve the integrity of the clean engineered 
pilot cap placed over a portion of the NW Natural ``Gasco'' site (Site) 
remediation area as part of the Environmental Protection Agency (EPA) 
Superfund clean up action. This proposed rule is needed to prohibit 
activities that would cause disturbance of pilot cap material which was 
placed to isolate and contain underlying contaminated sediment.

  <title><![CDATA[  Safety Zone; Piscataqua River, Portsmouth, NH, and Kittery, ME;  Frontier Sentinel 2008]]></title>

  <description><![CDATA[ The Coast Guard is establishing temporary moving safety zones 
around Coast Guard and Navy vessels as well as five fixed safety zones 
off to the west and south of Gerrish Island, south of Kittery Point, 
east of Jaffrey Point, and east of Odiornes Point during the Frontier 
Sentinel Exercise on the Piscataqua River, a homeland security exercise 
that will involve underwater equipment and operations. This rule will 
establish multiple fixed and moving safety zones that will be enforced 
from 8 a.m. to 5 p.m. daily on June 9, 2008 through June 12, 2008 from 
the General Sullivan Bridge, U.S. Route 16 to one mile seaward of the 
Red ``2KR'' buoy at the mouth of the river. This action is necessary to 
protect federal, state, and local assets (including unmanned underwater 
vehicles (UUV)) and others in the maritime community from the safety 
hazards that may arise from this large scale exercise.

  <title><![CDATA[  Drawbridge Operation Regulations; Sacramento River, Rio Vista,  CA, Drawbridge Maintenance]]></title>

  <description><![CDATA[ The Commander, Eleventh Coast Guard District, has issued a 
temporary deviation from the regulation governing the operation of the 
Rio Vista Drawbridge across the Sacramento River, mile 12.8, at Rio 
Vista, CA. The deviation is necessary to allow the bridge owner, the 
California Department of Transportation (Caltrans), to conduct required 
maintenance of the drawspan. This deviation allows for a 4hour notice 
for openings during nighttime.
