  <title><![CDATA[  Allowing Alternatives to Incandescent Lights, and Establishing  Standards for New Lights, in Private Aids to]]></title>

  <description><![CDATA[ The Coast Guard removes the requirement to use only tungsten-
incandescentlight sources for private aids to navigation (PATONs) and 
establishes morespecific performance standards for all lights in 
PATONs. These measures enable private industry and owners of PATONs to 
take advantage of recent changes in lighting technologyspecifically 
allow owners of PATONs to use lanterns based on the technology of 
lightemitting diodes (LEDs), which may reduce the consumption of power 
and simplify the maintenance of PATONs. The morespecific performance 
standards will make the rules for PATONs equivalent to those for 
Federal aids to navigation.

  <title><![CDATA[  Special Local Regulations; 2003 Boca Raton Holiday Boat Parade,  Riviera Beach, FL]]></title>

  <description><![CDATA[ Temporary special local regulations are being established for 
the 2003 Boca Raton Holiday Boat Parade, Riviera Beach, Florida. The 
event will be held on December 20, 2003, on the waters of the 
Intracoastal Waterway between the C15 canal, just North of Bella 
Marra, and the Hillsboro Boulevard bridge spanning the Intracoastal 
Waterway. These regulations exclude nonparticipant vessels from the 
regulated area, which includes the parade route, staging area, and 
viewing area. These regulations are needed to provide for the safety of 
life on navigable waters during the event.
