  <title><![CDATA[  2008 Direct and Counter-Cyclical Program ]]></title>

  <description><![CDATA[ As announced by this notice, the Commodity Credit Corporation 
(CCC) is implementing the provisions of the Food, Conservation, and 
Energy Act of 2008 (the 2008 Farm Bill) regarding direct and counter
cyclical payments for the 2008 crop year. The 2008 Farm Bill authorizes 
direct and countercyclical payments, with some changes, that were 
previously authorized for preceding crops under the Farm Security and 
Rural Investment Act of 2002 (the 2002 Farm Bill). As a result of this 
notice, CCC will be able to commence administration of the Direct and 
Countercyclical Program (DCP) for the 2008 crop. Through a subsequent 
rule, CCC will implement DCP for the 2009 through 2012 crops.

  <title><![CDATA[  2008-Crop Marketing Assistance Loans and Loan Deficiency Payments  for Loan Commodities Except Cotton and Peanuts]]></title>

  <description><![CDATA[ The Commodity Credit Corporation (CCC) will extend Marketing 
Assistance Loans (MAL) and Loan Deficiency Payments (LDP) for the 2008 
crop. The loan commodities covered by this Federal Register Notice 
include: wheat, corn, grain sorghum, barley, oats, soybeans, rice, 
sunflower seed, rapeseed, canola, safflower, flaxseed, mustard seed, 
crambe, sesame seed, graded and nongraded wool, mohair, honey, dry 
peas, lentils, and small chickpeas. As a result of this notice, CCC 
will be able to commence administration of 2008crop MAL and LDP 
provisions and announce applicable 2008crop loan rates, schedules of 
premiums and discounts, and other related rates.

hearing to receive comments on providing an allocation to a new entrant 
sugarcane processor in Louisiana and possible impacts on existing cane 
processors and producers. CCC also requests comments on the evidence 
CCC should require from a new entrant to demonstrate eligibility for a 
marketing allocation.

  <title><![CDATA[  Conservation Reserve Program; Critical Feed Use ]]></title>

  <description><![CDATA[ The Commodity Credit Corporation (CCC) announces the 
opportunity to allow Conservation Reserve Program (CRP) participants 
with certain established vegetative cover to voluntarily modify the CRP 
contract to utilize certain CRP land enrolled for a critical feed use 
this year without a rental reduction. Producers will be required to 
obtain a modified conservation plan to include, among other things, 
haying or grazing of the established cover.

  <title><![CDATA[  Cotton World Price Determination ]]></title>

  <description><![CDATA[ The Commodity Credit Corporation (CCC) is revising the Upland 
Cotton regulations to use Far East prices instead of Northern Europe 
prices in determining the upland cotton adjusted world price (AWP). The 
change is being made because of changes in the market and in the 
available price data. The AWP is used to determine repayment rates for 
marketing assistance loans (MAL) and to establish loan deficiency 
payments (LDP).

  <title><![CDATA[  Public Hearing on New Entrant's 2008--Crop Cane Sugar Marketing  Allocation]]></title>

  <description><![CDATA[ The Commodity Credit Corporation (CCC) issues this notice to 
advise sugarcane processors and growers that they may request a public 
hearing as a result of an application made by a new sugarcane 
processor, Andino Energy Enterprises, L.L.C., for a cane sugar 
allocation starting with the 2008 crop year. Andino Energy Enterprises, 
L.L.C., is requesting a 2008crop year allocation of 50,000 short tons, 
raw value (STRV), with annual increases in its allocation to 60,000, 
80,000, 100,000 and 120,000 STRV, for crop years 2009, 2010, 2011 and 
2012, respectively. The new processor will be located in Louisiana, an 
existing mainland State in the CCC sugar marketing allotment program. 
If CCC receives a request for a hearing, CCC will conduct a hearing.

  <title><![CDATA[  In-Handling Charges for Commodities Pledged as Collateral for  Marketing Assistance Loan]]></title>

  <description><![CDATA[ The Commodity Credit Corporation (CCC) will discontinue 
reimbursing producers or warehouse operators for inhandling charges. 
This begins with the 2008crop for all commodities except cotton. 
Producers must pay or provide for all inhandling charges on warehouse
stored commodities before CCC will accept commodities as collateral for 
a warehousestored marketing assistance loan. Also, producers must pay 
or provide for the payment of inhandling charges for farmstored 
commodities that are delivered to a warehouse in settlement of a farm
stored marketing assistance loan.

  <title><![CDATA[  Tobacco Transition Payment Program; Release of Records ]]></title>

  <description><![CDATA[ The Commodity Credit Corporation (CCC) is revising the Tobacco 
Transition Payment Program (TTPP) regulations to expand the information 
provided in quarterly notices to tobacco manufacturers and importers 
about the assessments due to CCC. Assessments are based on market 
shares, CCC has concluded that certain information formerly not 
included may be included in future assessment notices and released. 
Specifically, CCC will release to reporting manufacturers and importers 
the qualifying market share of other manufacturers and importers, for 
the relevant class of tobacco product, based solely on information 
supplied by the reporting manufacturer or importer to CCC.

  <description><![CDATA[ In accordance with the Paperwork Reduction Act of 1995, the 
Commodity Credit Corporation (CCC) is seeking comments from all 
interested individuals and organizations on an extension with revision 
of a currently approved information collection. This information 
collection is necessary to support the procurement of agricultural 
commodities for domestic and export food donation programs. CCC issues 
invitations to purchase or process commodities for food donation 
programs on a monthly, multimonth, quarterly, and yearly basis. 
Special invitations, however, are issued throughout the month.

  <description><![CDATA[ The Commodity Credit Corporation (CCC) is issuing this notice 
to publish the final 2006crop cane state allotments and company 
allocations to sugarcane and sugar beet processors for the period from 
October 1, 2006 through September 30, 2007 (fiscal year (FY) 2007). 
This notice also publishes the 2007crop (FY 2008) cane state 
allotments and company allocations based on an 8.450 million short 
tons, raw value (STRV) overall allotment quantity (OAQ) of domestic 
sugar. This applies to all domestic sugar marketed for human 
consumption in the United States from October 1, 2007, through 
September 30, 2008.
