Formal Recognition of High-Performance Green Building Partnership  Consortia]]></title>

  <description><![CDATA[ The Building Technologies Program (BTP), within DOE's Office 
of Energy Efficiency and Renewable Energy, is seeking submissions from 
qualified groups for formal recognition as HighPerformance Green 
Building Partnership Consortia under section 421 of the Energy 
Independence and Security Act of 2007 (EISA), Public Law No. 110140. 
Groups seeking recognition will need to satisfy the representation 
qualifications as stated in paragraph (f) of that section. DOE's 
recognition of a group as a consortium will not guarantee any Federal 
funding. Further, DOE is requesting comment on possible factors for 
consideration in future competitive selection of an entity as a 
supporting consortia and potential research, development, and 
deployment partnerships.

proper performance of the functions of the agency, including whether

agency's estimate of the burden of the proposed collection of 
information, including the validity of the methodology and assumptions 
used; (c) ways to enhance the quality, utility, and clarity of the 
information to be collected; and (d) ways to minimize the burden of the

technology.

  <title><![CDATA[  National Priority Project Designation ]]></title>

  <description><![CDATA[ The Department of Energy (DOE) is publishing guidelines for 
persons and organizations interested in requesting National Priority 
Project Designation as established in the Energy Policy Act of 2005 
(EPAct 2005). The President, upon recommendation of the Secretary of 
Energy, is authorized by EPAct 2005 annually to recognize projects that 
are making the greatest strides in helping the United States reduce its 
dependence on fossil fuels and promote domestic energy security. 
Following approval of an information collection request, DOE will 
publish an invitation to apply under the guidelines published today.

and data collection process to consider establishing amended energy 
conservation standards for certain fluorescent lamp ballasts and to 
consider whether energy conservation standards should apply to 
additional fluorescent lamp ballasts. Accordingly, DOE will hold an 
informal public meeting to discuss and receive comments on its planned 
analytical approach and issues it will address in this rulemaking 
proceeding. DOE welcomes written comments from the public on this 
rulemaking. To inform stakeholders and to facilitate this process, DOE 
has prepared a Framework Document which details the analytical approach 
and identifies several issues on which DOE is particularly interested

6831, et seq. requires the Department of Energy (DOE) to establish by 
rule building energy efficiency standards for all new Federal 
buildings. (42 U.S.C. 6834(a)(1)) Section 305 of ECPA, as amended by 
section 109 of the Energy Policy Act of 2005 (Pub. L. No. 10958), 
mandates the development of new Federal building energy efficiency 
standards based on the American National Standards Institute (ANSI)/
American Society of Heating, Refrigerating and AirConditioning 
Engineers, Inc. (ASHRAE)/Illuminating Engineering Society of North 
America (IESNA) ASHRAE/IESNA Standard 90.12004 (ASHRAE 2004) (for 
commercial and highrise multifamily residential buildings) and the 
International Code Council (ICC) International Energy Conservation Code 
2004 Supplement (2004 IECC) (for lowrise residential buildings). (42 
U.S.C. 6834(a)(2)) Federal buildings are required to reduce energy
