Approval and Promulgation of Air Quality Implementation Plans;  Nebraska Update to Materials Incorporated by Reference]]></title>

  <description><![CDATA[ EPA is updating the materials submitted by Nebraska that are 
incorporated by reference (IBR) into the state implementation plan 
(SIP). The regulations affected by this update have been previously 
submitted by the state agency and approved by EPA. This update affects 
the SIP materials that are available for public inspection at the 
Office of the Federal Register (OFR), Office of Air and Radiation 
Docket and Information Center, and the Regional Office.

  <title><![CDATA[
Availability of FY 02 Section 105 Grant Performance Reports for  the Air Pollution Control Agencies of the States of]]></title>

  <description><![CDATA[ EPA's grant regulations (40 CFR 35.150) require the Agency to 
evaluate the performance of agencies which receive grants. EPA's 
regulations for regional consistency (40 CFR 56.7) require that the 
Agency notify the public of the availability of the reports of such 
evaluations. EPA performed FY 02 endofyear evaluations of four state 
air pollution control programs (Georgia Department of Natural 
Resources; North Carolina Department of Environment and Natural 
Resources; Tennessee Department of Environment and Conservation; and 
Kentucky Department of Environmental Protection); and two local air 
pollution control programs (Louisville Metro Air Pollution Control 
District, KY; and Forsyth County Environmental Affairs Department, NC). 
The six evaluations were conducted to assess the agencies' performance 
under the grants awarded by EPA under authority of section 105 of the 
Clean Air Act. EPA Region 4 has prepared reports for each agency 
identified above and these reports are now available for public
