  <title><![CDATA[  Information Collection; Disaster Assistance (General) ]]></title>

  <description><![CDATA[ In accordance with the Paperwork Reduction Act of 1995, the 
Farm Service Agency (FSA) is seeking comments from all interested 
individuals and organizations on an extension and revision of a 
currently approved information collection associated with Disaster 
Assistance programs. The information collection is needed to identify 
disaster areas and establish eligibility for both primary and 
contiguous counties for assistance from FSA. This assistance includes 
FSA emergency loans and the Supplemental Revenue Assistance Payments 
(SURE) program (required by the 2008 Farm Bill) that are available to 
eligible and qualified farmers and ranchers. SURE provides assistance 
to eligible producers who suffered crop production or crop quality 
losses, or both due to natural disaster. The total burden hours have 
been revised to reflect the number of Secretarial requests for natural 
disaster assistance during the 2008 crop year.

  <description><![CDATA[ We are making a correction to the notice that requested a 
revision of a currently approved information collection associated with 
Request for Aerial Photography. The notice was published in the Federal 
Register on April 1, 2009 (74 FR 1476914770). The original notice 
inadvertently only included the burden for one of the two forms in the 
information collection request. This corrects that oversight.

  <title><![CDATA[  Information Collection; Certified State Mediation Program ]]></title>

  <description><![CDATA[ In accordance with the Paperwork Reduction Act of 1995, the 
Farm Service Agency (FSA) is seeking comments from all interested 
individuals and organizations on an extension and revision of a 
currently approved information collection that supports the Certified 
State Mediation Program. The information collection is necessary to 
ensure the grant program is being administered properly. The collection 
of information by mail, phone, fax, in person, and by the Internet is 
utilized by FSA to initially determine whether the State meets the 
eligibility criteria to be a recipient of grant funds. Lack of adequate 
information to make these determinations could result in the improper 
administration and appropriation of Federal grant funds.

  <title><![CDATA[  Loan Servicing; Farm Loan Programs ]]></title>

  <description><![CDATA[ The Farm Service Agency (FSA) is proposing to amend the Farm 
Loan Programs (FLP) direct loan servicing regulations primarily to 
implement provisions of the Food, Conservation, and Energy Act of 2008 
(the 2008 Farm Bill). FSA proposes four amendments to the rules. The 
first amendment would further emphasize transitioning borrowers to 
private sources of credit in the shortest timeframe practicable. The 
second amendment would amend the Homestead Protection lease regulations 
by extending the right to purchase the leased property to the lessee's 
immediate family when the lessee is a member of a socially 
disadvantaged group. The third amendment would amend the account 
liquidation regulations to suspend certain loan acceleration and 
foreclosure actions, including suspending interest accrual and offsets, 
if a borrower has filed a claim of program discrimination that has been 
accepted as valid by USDA and is at the point of acceleration or

  <title><![CDATA[Commodity Credit Corporation ]]></title>

  <description><![CDATA[ This rule implements the general eligibility provisions for 
all the supplemental agricultural disaster assistance programs 
authorized by the Food, Conservation, and Energy Act of 2008 (2008 Farm 
Bill) and the specific requirements for the Livestock Indemnity Program 
(LIP). LIP provides disaster assistance for livestock losses. LIP 
applies only to livestock owners and contract growers that had losses 
due to livestock deaths in excess of normal mortality due to adverse 
weather during the calendar year, including losses due to hurricanes, 
floods, blizzards, disease, wildfires, extreme heat, and extreme cold. 
Eligible LIP losses must have occurred on or after January 1, 2008, and 
before October 1, 2011. This rule specifies how the LIP payments are 
calculated and when producers may apply for benefits. This rule also 
removes some outdated rules from the Code of Federal Regulations (CFR).

  <title><![CDATA[  Notice of Funds Availability (NOFA) To Announce Funding for the  2008 Aquaculture Grant Program, Recovery Act]]></title>

  <description><![CDATA[ The American Recovery and Reinvestment Act of 2009 (the 
Recovery Act) authorizes up to $50 million to carry out a 2008 
Aquaculture Grant Program (the 2008 AGP). The 2008 AGP is a Commodity 
Credit Corporation (CCC) funded program administered by the Farm 
Service Agency (FSA). Through the 2008 AGP, FSA will provide grants to 
State governments to assist eligible aquaculture producers that 
suffered losses associated with high feed input costs during the 2008 
calendar year. State grant amounts will be based on the amount of 
aquaculture feed used in each State during the 2007 calendar year. 
Also, for the information to be collected for the 2008 AGP, FSA is 
requesting comments from all interested individuals and organizations 
as required by the Paperwork Reduction Act of 1995.

information collection, Request for Aerial Photography. The revision 
adds two new collections to the existing information collection. The 
new Aerial Photography Field Office (APFO) Service Quality Survey will 
be provided to the customers who purchased the aerial photography and 
the collected information will be used to improve the products and 
services. The new APFO Custom Digital Print Request will be available 
to the producers, ranchers and other customers to place a special order 
for aerial custom digital print.
