  <title><![CDATA[  Foreign-Trade Zone 20--Suffolk, VA Correction to Application for  Subzone Status STIHL Incorporated (Outdoor Power]]></title>

</p><p>    A technical correction has been submitted to the ForeignTrade 
Zones Board (the Board) by STIHL Incorporated (STIHL) regarding the 
company's application requesting specialpurpose subzone status for the 
company's outdoor power products manufacturing facilities located in  Virginia Beach, Virginia (73 FR 6067760678, 10/14/2008).</p><p>    Several manufacturing inputs listed in the application for which 
the company is requesting manufacturing authority were incorrectly 
identified as being duty free. These inputs with the correct duty rates 
are as follows: Ethylene polymers (6.5 percent); articles of natural 
cork (14 percent); miscellaneous copper articles (3 percent); filtering 
or purifying machinery (2.5 percent); spray guns (2.9 percent); and, 
hand tools with selfcontained electric motors (1.7 percent). 
Additionally, a dutyfree input (vulcanized cellular rubber articles) 
was inadvertently omitted from the application. The application  otherwise remains unchanged.<br/> </p><p>    Dated: November 14, 2008.<br/>

  <title><![CDATA[  Foreign-Trade Zone 267--Fargo, ND Request for Manufacturing  Authority CNH America, LLC (Construction and Agricultural]]></title>

</p><p>    An application has been submitted to the ForeignTrade Zones Board 
(the Board) by the Fargo Municipal Airport Authority, grantee of FTZ 
267, requesting authority on behalf of CNH America, LLC (CNH) to 
perform construction and agricultural equipment manufacturing under FTZ 
procedures within FTZ 267. The application was filed on October 23,  2008.</p><p>    The CNH facilities (about 800 employees) consist of a manufacturing 
plant located at 3401 1st Avenue N. and a warehouse located at 3000 7th 
Avenue N., within the Midtown Industrial Complex (FTZ 267Site 2). CNH 
could produce up to 4,000 construction wheel loaders (HTSUS 8429.51) 
and 7,200 agricultural tractors (8701.90) annually. Foreignsourced 
components (representing about 30% of material value) that would be 
used in production include: Vehicle glass (HTSUS 7007.11), motor 
controls (8537.10), switches (8536.50), and transmissions (8483.40).

ingots and wafers. Components and materials sourced from abroad 
(representing 515% of the value of the finished product) include:

product as described in the original Federal Register notice (Docket

of aircraft that are produced at the company's facilities. The correct 
HTSUS number should be 8802.30 (airplanes and other aircraft of an

  <title><![CDATA[  Revised Proposal for Available Alternative Site-Designation and - Management Framework]]></title>

  <description><![CDATA[ Based on comments received in response to the May 8, 2008, 
notice (73 FR 2607726078), the ForeignTrade Zones (FTZ) Board staff 
is making a number of revisions to its proposal to make available an 
alternative framework (for grantees that choose to participate) to 
designate and manage their generalpurpose FTZ sites. Comments on the 
May proposal were overwhelmingly supportive overall with regard to 
making such a framework available to grantees on an optional basis. 
However, comments also raised a number of important questions and  concerns.</p><p>    In response, we have made some significant revisions to the 
proposal. Key revisions are allowance for a special transitional phase 
for each grantee applying to transfer to the alternative framework, 
elimination of a general initial limit on the number of ``usage
driven'' (formerly ``userdriven'') sites, elimination of the concept 
of an ``anchor'' site, and flexibility on the duration of the sunset

9/18/2007) from the North Carolina Department of Commerce, grantee of 
FTZ 66, for the reissuance of the subzone grant of authority for the 
Unifi, Inc. facility in Yadkinville, North Carolina to the Piedmont 
Triad Partnership, Greensboro, North Carolina, grantee of ForeignTrade 
Zone 230, which has joined in the request, the Board, finding that the 
requirements of the ForeignTrade Zones Act, as amended, and the 
Board's regulations are satisfied, and that the proposal is in the

(the Board) by the St. Louis County Port Authority, grantee of FTZ 102,
