  <description><![CDATA[ Under the provisions of the Paperwork Reduction Act of 1995 
(44 U.S.C. Chapter 35), the GSA will be submitting to the Office of 
Management and Budget (OMB) a request to review and approve a new 
information collection requirement regarding reporting personal 
tangible property. A request for public comments was published at 72 FR  64648, November 16, 2007. Comments were received.</p><p>    GSA, on behalf of the Grants Policy Committee proposes to issue a 
new standard form, the Tangible Personal Property Report (SFXXXX). We 
anticipate this being the final notice before the form and instructions 
are finalized. The general public and Federal agencies are invited to

Federal Acquisition Institute Vendor meeting ]]></title>

  <description><![CDATA[ The Federal Acquisition Institute (FAI) will hold a vendor 
meeting to provide new information on the Federal Acquisition 
Certification for Program and Project Managers. This meeting will cover 
two main objectives to include details on the ``Vendor Consortium: 
Available FACP/PM Training from Vendors'' and the revised Vendor  Submission Process.</p><p>    First, the FAI Certification Team will address the ``Vendor 
Consortium: Available FACP/PM Training from Vendors'' website. There 
will be a demonstration on how to use the site, along with a chance for  everyone to provide their comments and feedback.</p><p>    The final topic to discuss is the revised Vendor Submission 
Process. FAI will walk through the revisions and improvements that have 
been made to the submission process and explain in detail how to go  about submitting courses.<br/>

  <description><![CDATA[ The U.S. General Services Administration (GSA) Multiple Award 
Schedule Advisory Panel (MAS Panel), a Federal Advisory Committee, will 
hold public meetings on the following dates: Monday, November 10, 2008 
and Wednesday, November 12, 2008. GSA utilizes the MAS program to 
establish longterm Governmentwide contracts with responsible firms to 
provide Federal, State, and local government customers with access to a 
wide variety of commercial supplies (products) and services.
</p><p>    The MAS Panel was established to develop advice and recommendations 
on MAS program pricing policies, provisions, and procedures in the 
context of current commercial pricing practices. The Panel will be 
developing recommendations for MAS program pricing provisions for the 
acquisition of (1) professional services; (2) products; (3) total 
solutions which consist of professional services and products; and (4) 
non professional services. In developing the recommendations, the Panel

Schedule Advisory Panel (MAS Panel), a Federal Advisory Committee, will

October 27, 2008. GSA utilizes the MAS program to establish longterm 
Governmentwide contracts with responsible firms to provide Federal, 
State, and local government customers with access to a wide variety of  commercial supplies (products) and services.</p><p>    The MAS Panel was established to develop advice and recommendations 
on MAS program pricing policies, provisions, and procedures in the 
context of current commercial pricing practices. For the next 3 to 4

services; (2) products; (3) total solutions which consist of

Maximum Per Diem Rates for the Continental United States (CONUS)]]></title>

review has resulted in lodging and meal allowance changes for locations 
within the continental United States (CONUS) to provide for the 
reimbursement of Federal employees' expenses covered by per diem. Per 
Diem Bulletin 0901 updates the maximum per diem amounts in existing 
per diem localities. The CONUS per diem rates prescribed in Bulletin

per diem rates on the average daily rate that the lodging industry 
reports. The use of such data in the per diem rate setting process

amend the General Services Acquisition Regulation (GSAR) to update the 
text addressing foreign acquisition. This rule is a result of the 
General Services Administration Acquisition Manual (GSAM) Rewrite 
initiative undertaken by GSA to revise the GSAM to maintain consistency 
with the FAR, and to implement streamlined and innovative acquisition 
procedures that contractors, offerors and GSA contracting personnel can 
utilize when entering into and administering contractual relationships. 
The GSAM incorporates the General Services Administration Acquisition 
Regulation (GSAR) as well as internal agency acquisition policy. GSA  will<br/> [[Page 44209]]<br/>
rewrite each part of the GSAR and GSAM, and as each part is rewritten,  will publish it in the Federal Register.</p><p>    This part is a continuance in a series of revisions. It covers the

Federal Travel Regulation; Privately Owned Vehicle Mileage  Reimbursement]]></title>

  <description><![CDATA[ This final rule amends the mileage reimbursement rate for use 
of a privately owned vehicle (POV) when that mode of transportation is 
authorized or approved as more advantageous to the Government. The 
governing regulation is revised to increase the cost of operating a 
privately owned airplane from $1.07 to $1.26 per mile, a privately 
owned automobile (POA) from $0.505 to $0.585 cents per mile, and a 
privately owned motorcycle from $0.305 to $0.585 cents per mile.

Federal Travel Regulation (FTR); Relocation Allowances--Standard  Mileage Rate for Moving Purposes]]></title>

  <description><![CDATA[ On December 11, 2007, the General Services Administration 
(GSA) published FTR Amendment 200706 in the Federal Register (72 FR 
70234) specifying that the Internal Revenue Service (IRS) Standard 
Mileage Rate for moving purposes would be the rate at which agencies 
will reimburse an employee for using a privatelyowned vehicle for 
relocation on a worldwide basis. The amendment indicated that the 
change to the IRS Standard Mileage Rate for moving purposes applied to 
relocations on and after September 25, 2007, and that GSA would publish 
a bulletin announcing any changes to that rate made by the IRS 
thereafter. On June 23, 2008, the IRS announced that as of July 1, 
2008, the relocation mileage rate would increase to $0.27 per mile for 
the 6 month period ending on December 31, 2008. FTR Bulletin 0806, is

Federal Travel Regulation; Relocation Allowances; Relocation  Income Tax (RIT) Allowance Tax Tables]]></title>

  <description><![CDATA[ The General Services Administration (GSA) has determined that 
it will no longer publish the Federal, State, and Puerto Rico tax 
tables needed for calculating the relocation income tax (RIT) allowance 
in the Federal Register. These tax tables, for use in calculating the 
annual RIT allowance to be paid to relocating Federal employees, will 
be treated like changes to other tables of rates that implement long
standing policies, such as the domestic per diems, relocation mileage, 
and travel mileage rates, and be posted in a Federal Travel Regulation 
(FTR) bulletin. GSA will continue to publish policy changes in the 
Federal Register as amendments to the Federal Travel Regulation.

amend the General Services Acquisition Regulation (GSAR) to update the 
text addressing the General Services Administration Acquisition 
Regulation System. This rule is a result of the General Services 
Administration Acquisition Manual (GSAM) Rewrite Initiative undertaken 
by GSA to revise the GSAM to maintain consistency with the Federal 
Acquisition Regulation (FAR), and to implement streamlined and 
innovative acquisition procedures that contractors, offerors and GSA 
contracting personnel can utilize when entering into and administering 
contractual relationships. The GSAM incorporates the GSAR as well as  internal agency acquisition policy.</p><p>    GSA will rewrite each part of the GSAR and GSAM, and as each GSAR 
part is rewritten, will publish it in the Federal Register.
</p><p>    This rule covers the rewrite of GSAR Part 501, General Services 
Administration Acquisition Regulation System.

Display of POW/MIA Flag, of the National Defense Authorization Act for 
Fiscal Year 1998 (Pub. L. 10585, Nov. 18, 1997), now codified at 36 
U.S.C. Sec.  902. This bulletin clarifies that National POW/MIA 
Recognition Day is designated annually by Presidential Proclamation and 
provides guidance on the protocol for flying the POW/MIA flag and 
information on how to obtain POW/MIA flags.
