  <description><![CDATA[ Pursuant to the Privacy Act of 1974, the Department of 
Homeland Security (DHS), U.S. Customs and Border Protection (CBP) gives 
notice that it is expanding its system of records for collecting 
certain biographical information on all passengers and crew members who 
arrive in or depart from, or transit through (and crew that over fly) 
the United States on a covered air or vessel carrier, and, in the case 
of crew members, those who continue domestically on a foreign air or 
vessel carrier, to additionally encompass private aircraft, rail, and 
bus travel. The system of records is the Advance Passenger Information 
System.

Additional Countries Designated for the Visa Waiver Program]]></title>

  <description><![CDATA[ Citizens and eligible nationals of participating Visa Waiver 
Program countries may apply for admission to the United States at a 
U.S. port of entry as nonimmigrant aliens for a period of ninety days 
or less for business or pleasure without first obtaining a nonimmigrant 
visa, provided that they are otherwise eligible for admission under 
applicable statutory and regulatory requirements. This rule adds the 
Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Republic of 
Korea, and the Slovak Republic to the list of countries authorized to 
participate in the Visa Waiver Program.

Homeland Security proposes to establish a new system of records titled 
U.S. Immigration and Customs Enforcement (ICE) Trade Transparency 
Analysis and Research (TTAR). TTAR contains trade and financial data 
that is analyzed to generate leads for and otherwise support ICE 
investigations of tradebased money laundering, contraband smuggling, 
trade fraud and other financial crimes. The data in TTAR is generally 
maintained in the ICE Data Analysis and Research Trade Transparency 
System (DARTTS), a software application and data repository that 
conducts analysis of trade and financial data to identify statistically 
anomalous transactions that may warrant investigation for money 
laundering or other importexport crimes. Additionally, a Privacy

public to comment on a new data collection form for the DHS Science and 
Technology Directorate's Project 25 (P25) Compliance Assessment Program 
(CAP): Supplier's Declaration of Compliance (SDoC) (DHS Form 10044) and 
Summary Test Report. The attacks of September 11, 2001, and the 
destruction of Hurricane Katrina made apparent the need for emergency 
response radio systems that can interoperate, regardless of which 
organization manufactured the equipment. In response, and per 
congressional direction, DHS and the National Institute of Standards 
and Technology (NIST) developed the P25 CAP to improve the emergency 
response community's confidence in purchasing land mobile radio (LMR) 
equipment built to P25 LMR standards. The P25 CAP establishes a process 
for ensuring that equipment complies with P25 standards and is capable  of interoperating across manufacturers.</p><p>    The Department of Homeland Security needs to be able to collect

  <description><![CDATA[ In accordance with the Privacy Act of 1974, the Department of 
Homeland Security is giving notice that it proposes to reclassify one 
legacy record system titled, DOT/CG 634 Childcare Program Record System 
(65 FR 19475 April 11, 2000), as a new Department of Homeland Security
wide records system, titled Childcare. This system will allow the 
Department of Homeland Security to collect and maintain Department
sponsored childcare program records. Categories of individuals, 
categories of records, and the routine uses of this legacy system of 
records notice have been reviewed and updated to better reflect the 
Department's childcare record system. This updated system will be 
included in the Department of Homeland Security's inventory of record 
systems.

National Protection and Programs Directorate; Designation of the  Sector-Specific Agency for the Critical Manufacturing]]></title>

of Homeland Security (DHS), has designated the DHS Office of 
Infrastructure Protection (IP) as the SectorSpecific Agency (SSA) for 
the Critical Manufacturing Sector under the National Infrastructure 
Protection Plan (NIPP). IP will now move forward with the organization 
and coordination processes identified in the NIPP for establishing a 
new critical infrastructure and key resources (CIKR) sector. These 
initial steps will include establishing Government and Sector 
Coordinating Councils, which will begin the process of full integration 
into the CIKR Sector Partnership, implementation of the NIPP Risk 
Management Framework and development of the Critical Manufacturing  Sector Specific Plan.</p><p>    This designation also includes language changes to the NIPP 
identifying the new sector, which will take affect immediately and 
remain in effect until the NIPP is rewritten and published in 2009.

Security of Aircraft and Safety of Passengers Departing From  Airports From Venezuela to the United States]]></title>

  <description><![CDATA[ This document informs the public that the Department of 
Homeland Security (DHS) is unable to determine whether international 
airports in Venezuela that serve as the last point of departure for 
nonstop flights to the United States maintain and carry out effective 
aviation security measures. Since the Government of Venezuela has 
refused multiple requests to allow assessments of its airports by the 
Transportation Security Administration (TSA), DHS can no longer verify 
the security of its airports. As authorized by statute, DHS is 
directing all U.S. and foreign air carriers (and their agents) 
providing service between the United States and Venezuelan airports, to 
provide notice to any passenger purchasing a ticket for transportation 
between the United States and these airports that DHS is unable to 
determine whether such airports maintain and carry out effective 
security measures. DHS is also requiring that similar notices be posted

Justice/INS.008, Bond Management Information System (63 FR 70159, Dec. 
18, 1998) as an ICE system of records titled Bond Management 
Information System. Categories of individuals, categories of records, 
and the routine uses of this legacy system of records notice has been 
consolidated and updated to better reflect the agency's immigration 
bond administration and financial management records. This system will 
be included in the Department of Homeland Security's inventory of 
record systems. ICE is not claiming any Privacy Act exemptions for this

Changes to Requirements Affecting H-2B Nonimmigrants and Their  Employers]]></title>

regulations affecting temporary nonagricultural workers within the H
2B nonimmigrant classification and their U.S. employers. This proposed 
rule would modify current limitations with respect to petitions for 
unnamed H2B workers and the period of time that an H2B worker must 
remain outside the United States before he or she would be eligible to 
seek certain nonimmigrant status again. In addition, to better ensure 
the integrity of the H2B program, this rule proposes to: Require 
employer attestations; preclude the imposition of fees by employers on 
prospective H2B workers; require reimbursement of fees paid by H2B 
workers to recruiters; preclude the change of the employment start date 
after the grant of the temporary labor certification; eliminate the 
process whereby H2B petitions may be approved notwithstanding the 
absence of a valid temporary labor certification; require employer

proposed significant changes to USCIS' regulations that were designed 
to increase the effectiveness of the H2B nonimmigrant visa 
classification while providing protections for U.S. workers. The H2B 
nonimmigrant visa classification applies to foreign workers to perform 
nonagricultural temporary labor or services. The proposed rule would 
have established a onestep petition process for U.S. employers seeking 
H2B temporary workers eliminating the need for U.S. employers to apply 
for a labor certification from the Department of Labor (DOL); required 
electronic filing of the Petition for a Nonimmigrant Worker, Form I
129, within 60 days in advance of the requested employment start date;

publishing the system of records notice (SORN) for the ICE Pattern 
Analysis and Information Collection (ICEPIC) system to address comments 
received through the Federal Register comment procedure. A minor change 
has been made to the SORN to update the contact point for individual 
requests for access to and amendment of records in the system and to 
propose a new routine use for investigation and remediation of any loss 
or compromise of personal data from the system, should such a loss or  compromise occur.</p><p>    On January 30, 2008, ICE originally established this system of 
records and published the SORN and associated proposed rulemaking in 
the Federal Register, 73 FR 5577 and 73 FR 5460 (Jan. 30, 2008). ICE 
received and considered the public comments, all of which were 
generally in favor of the system and the proposed rule. In light of the

  <description><![CDATA[ The Department of Homeland Security, Office of Health Affairs, 
WMD and Biodefense, has submitted the following information collection 
request (ICR) to the Office of Management and Budget (OMB) for review 
and clearance in accordance with the Paperwork Reduction Act of 1995 
(Pub. L. 10413, 44 U.S.C. Chapter 35). The Office of Health Affairs, 
WMD and Biodefense are soliciting comments concerning a new information 
collection request, Bio Watch Filter Holder Log Form 9500. DHS 
previously published this information collection request (ICR) in the 
Federal Register on April 4, 2008 at 73 FR 18542, for a 60day public 
comment period. No comments were received by DHS. The purpose of this 
notice is to allow additional 30days for public comments.

  <title><![CDATA[  Notice of Public Meeting of the Project 25 Compliance Assessment  Program Governing Board]]></title>

  <description><![CDATA[ The Department of Homeland Security's (DHS) Office for 
Interoperability and Compatibility (OIC) will hold a public meeting of 
its Project 25 (P25) Compliance Assessment Program (CAP) Governing 
Board (GB). The P25 CAP GB is composed of public sector officials who 
represent the collective interest of organizations that procure P25 
equipment. The purpose of the meeting is to review and approve the  proposed Compliance Assessment Bulletin(s).</p><p>    If time permits, the P25 CAP GB will take oral public comments 
during the last ten minutes of the call. If you would like to provide 
oral comments (two minutes maximum), please indicate so when 
registering for the conference call. The P25 CAP GB also welcomes

  <title><![CDATA[  Privacy Act of 1974: Implementation of Exemptions; Border  Crossing Information]]></title>

  <description><![CDATA[ The Department of Homeland Security is proposing to amend its 
regulations to exempt portions of a system of records from certain 
provisions of the Privacy Act. Specifically, the Department proposes to 
exempt portions of the Border Crossing Information from one or more 
provisions of the Privacy Act because of criminal, civil, and 
administrative enforcement requirements. This document is a 
republication of the Treasury Department exemption regulation (title 
31, Code of Federal Regulations, part 1) which previously covered the 
Border Crossing Information as part of the Treasury Enforcement 
Communications System (TECS) System of Records Notice.

  <title><![CDATA[  Privacy Act of 1974; U.S. Customs and Border Protection--Border  Crossing Information, Systems of Records]]></title>

  <description><![CDATA[ Pursuant to the Privacy Act of 1974, the Department of 
Homeland Security (DHS), U.S. Customs and Border Protection (CBP) gives 
notice that it is establishing a distinct System of Records, Border 
Crossing Information (BCI). BCI will receive and maintain border 
crossing information on travelers who are admitted or paroled into the 
United States, this information includes: Certain biographical 
information; a photograph; certain itinerary information provided by 
air and sea carriers and any other forms of passenger transportation, 
including rail, which is or may subsequently be mandated, or is or may 
be provided on a voluntary basis; and the time and location of the 
border crossing. Previously, maintenance of this border crossing 
information was covered by the Treasury Enforcement Communications 
System (TECS) ``system of records notice.'' See 66 FR 52984, dated

  <title><![CDATA[  Privacy Act of 1974; U.S. Customs and Border Protection--Non- Federal Entity Data System, Systems of Records]]></title>

  <description><![CDATA[ In accordance with the Privacy Act of 1974, U.S. Customs and 
Border Protection, Department of Homeland Security proposes to add the 
following system of records to its inventory of records systems, the 
NonFederal Entity Data System. Certain States, Native American Tribes, 
Canadian Provinces and Territories, and other nonFederal Governmental 
Authorities may make available travel documents, such as Enhanced 
Driver's Licenses (EDLs), that may be deemed by the Secretary of DHS as 
denoting identity and citizenship for purposes of the Western 
Hemisphere Travel Initiative (WHTI), upon implementation, as mandated 
by the Intelligence Reform and Terrorism Prevention Act of 2004, Pub. 
L. 108458, 118 Stat. 3638 (2004). It is anticipated that all such 
documents will utilize facilitative technology such as Radio Frequency 
Identification (RFID), and contain a Machine Readable Zone (MRZ) using
