On March 5, 2004, in the U.S. District Court in the Eastern District of Virginia, Zhan Gao (``Gao'') was convicted of two felonies, including one violation of the International Emergency Economic Powers Act (50 U.S.C. 17011706 (2000)) (``IEEPA'') and one violation of the Internal Revenue Code (26 U.S.C. 7206 (2000)).
