  <title><![CDATA[  Invasive Species Advisory Committee ]]></title>

  <description><![CDATA[ Pursuant to the provisions of the Federal Advisory Committee 
Act, notice is hereby given of meetings of the Invasive Species 
Advisory Committee. The purpose of the Advisory Committee is to provide 
advice to the National Invasive Species Council, as authorized by 
Executive Order 13112, on a broad array of issues related to preventing 
the introduction of invasive species and providing for their control 
and minimizing the economic, ecological, and human health impacts that 
invasive species cause. The Council is cochaired by the Secretary of 
the Interior, the Secretary of Agriculture, and the Secretary of 
Commerce. The duty of the Council is to provide national leadership 
regarding invasive species issues. The purpose of a meeting on November 
1819, 2008 is to convene the full Advisory Committee and to discuss 
implementation of action items outlined in the 20082012 National 
Invasive Species Management Plan, which was finalized on August 1, 
2008.

Central Utah Project Completion Act ]]></title>

  <description><![CDATA[ The Office of the Assistant Secretary of the Interior for 
Water and Science has signed the Record of Decision which documents the 
selection of the Proposed Action as presented in the Final 
Environmental Impact Statement (FEIS) for the Lower Duchesne River 
Wetlands Mitigation Project (LDWP), Duchesne and Uintah Counties, Utah, 
a mitigation component of the Central Utah Project (CUP). The FEIS was 
prepared in accordance with the National Environmental Policy Act of 
1969 (NEPA) and was filed with the Environmental Protection Agency on 
April 11, 2008. The ROD approves implementation of the project in  accordance with statutory and contractual obligations.</p><p>    The Proposed Action fulfills a Central Utah Project need to 
complete certain environmental mitigation obligations of the Federal 
government to the Ute Indian Tribe of the Uintah and Ouray Agency, Ft. 
Duchesne, Utah. These mitigation commitments derive from construction 
and operation of the Strawberry Aqueduct and Collection System (SACS)

purpose of the Commission is to assist federal, state and local 
authorities in the development and implementation of an integrated

Central Utah Project Completion Act ]]></title>

  <description><![CDATA[ Pursuant to Section 102(2)(c) of the National Environmental 
Policy Act of 1969, as amended, the Department of the Interior and the 
Central Utah Water Conservancy District, are evaluating the impacts of 
converting Central Utah Project (CUP) Bonneville Unit water, delivered 
to the Francis SubArea of Summit County, Utah, from irrigation to 
municipal and industrial (M&I) use. In addition, the area of delivery 
would be expanded. The water conversion will involve up to 3,000 acre
feet of irrigation water that has historically been delivered to 
agricultural tracts under Bureau of Reclamation (Reclamation) law and 
policy. The irrigation water would be converted incrementally to M&I 
use over a period of up to 25 years. The expanded Francis SubArea 
would be restricted to lands within the Central Utah Water Conservancy 
District boundary, in the upper Provo River drainage, upstream of  Jordanelle Reservoir.</p><p>    The Bonneville Unit of the CUP was authorized to develop a portion

  <title><![CDATA[
Natural Resource Damages for Hazardous Substances ]]></title>

  <description><![CDATA[ This final rule amends certain parts of the natural resource 
damage assessment regulations for hazardous substances. The regulations 
provide procedures that natural resource trustees may use to evaluate 
the need for and means of restoring, replacing, or acquiring the 
equivalent of public natural resources that are injured or destroyed as 
a result of releases of hazardous substances. The Department of the 
Interior has previously developed two types of natural resource damage 
assessment regulations: Standard procedures for simplified assessments 
requiring minimal field observation (the Type A Rule); and site
specific procedures for detailed assessments in individual cases (the  Type B Rule).</p><p>    This final rule revises the Type B Rule to emphasize resource 
restoration over economic damages. It also responds to two court 
decisions addressing the regulations: State of Ohio v. U.S. Department 
of the Interior, 880 F.2d 432 (DC Cir. 1989) (Ohio v. Interior); and

Central Utah Project Completion Act ]]></title>

Policy Act of 1969, as amended, the Central Utah Project Completion Act 
Office has evaluated the environmental impacts of a proposal to 
relocate, and restore natural stream sinuosity, and fisheries habitat, 
in Hobble Creek, a tributary to Utah Lake in Utah County, Utah, to 
assist recovery of the endangered June sucker fish (Chasmistes liorus). 
Following a review of issues, with public involvement, the Department 
has concluded that no significant impacts affecting the quality of the 
human environment are anticipated to result from this action. 
Therefore, no Environmental Impact Statement will be prepared.
</p><p>    Under the Proposed Action, approximately the last one mile of 
Hobble Creek, where it enters Utah Lake, will be relocated onto 
property owned by the State of Utah. The project will improve the 
hydrology of the stream, open the upper reaches of Hobble Creek to 
spawning June sucker, which currently exist in Utah Lake. As part of

Glen Canyon Dam Adaptive Management Work Group (AMWG) ]]></title>

  <description><![CDATA[ The Adaptive Management Program (AMP) was implemented as a 
result of the Record of Decision on the Operation of Glen Canyon Dam 
Final Environmental Impact Statement to comply with consultation 
requirements of the Grand Canyon Protection Act (Pub. L. 102575) of 
1992. The AMP includes a federal advisory committee (AMWG), a technical 
work group (TWG), a monitoring and research center, and independent 
review panels. The AMWG makes recommendations to the Secretary of the 
Interior concerning Glen Canyon Dam operations and other management 
actions to protect resources downstream of Glen Canyon Dam consistent 
with the Grand Canyon Protection Act. The TWG is a subcommittee of the 
AMWG and provides technical advice and recommendations to the AMWG.

United States Code, that a meeting of the John H. Chafee Blackstone 
River Valley National Heritage Corridor Commission will be held on  Thursday, September 18, 2008.</p><p>    The Commission was established pursuant to Pub. L. 99647. The 
purpose of the Commission is to assist federal, state and local 
authorities in the development and implementation of an integrated 
resource management plan for those lands and waters within the  Corridor.</p><p>    The meeting will convene on September 18, 2008 at 9 a.m. at

Central Utah Project Completion Act ]]></title>

  <description><![CDATA[ Pursuant to Section 102(2)(c) of the National Environmental 
Policy Act of 1969, as amended, the Central Utah Project Completion Act 
Office proposes to relocate, and restore natural stream sinuosity, and 
fisheries habitat, in Hobble Creek, a tributary to Utah Lake in Utah 
County, Utah, to assist recovery of the endangered June sucker fish 
(Chasmistes liorus). This project has been planned in cooperation with  the June Sucker Recovery Implementation Program (JSRIP).</p><p>    A Proposed Action and No Action Alternative are evaluated in the 
DEA. Under the Proposed Action, approximately the last one mile of 
Hobble Creek, where it enters Utah Lake, will be relocated onto 
property owned by the State of Utah. The project will improve the 
hydrology of the stream, open the upper reaches of Hobble Creek to 
spawning June sucker, which currently exist in Utah Lake. As part of 
the project, adjacent wetlands and connecting side channels will be 
constructed on the property to create backwater habitat for survival

Advisory Committee. The purpose of the Advisory Committee is to provide 
advice to the National Invasive Species Council, as authorized by

revenues, and reports to the Secretary through the Director of the 
Minerals Management Service. The Royalty Policy Committee also reviews 
and provides comments on recent management and other mineralrelated 
policies; and provides a forum to convey views representative of 
mineral leases, operators, revenue payors, revenue recipients, 
government agencies, and the interested public.

  <title><![CDATA[
Central Utah Project Completion Act ]]></title>

  <description><![CDATA[ Pursuant to the National Environmental Policy Act of 1969, the 
Department of the Interior, Central Utah Project Completion Act Office, 
and the Central Utah Water Conservancy District, as Joint Leads, will 
prepare an Environmental Assessment of the impacts associated with 
implementation of a Conjunctive Use Water Efficiency project in East  Juab County, Utah.</p><p>    This project anticipates the rehabilitation of several existing 
wells, as well as the potential development of additional groundwater 
wells, in order to more efficiently utilize existing groundwater 
supplies in conjunction with existing surface water supplies.
</p><p>    The project further anticipates implementation of additional 
centralized or distributed booster pump capability, extension of 
associated distribution system pipelines and overhead power lines, and 
development and implementation of a supervisory control and data  acquisition (SCADA) system.</p><p>    Also anticipated is the construction of a bypass pipeline along a

Natural Resource Damages for Hazardous Substances ]]></title>

  <description><![CDATA[ We are proposing to revise certain parts of the natural  resource damage assessment regulations for<br/> [[Page 11082]]<br/>
hazardous substances. The regulations provide procedures that natural 
resource trustees may use to evaluate the need for, and means of 
restoring, replacing, or acquiring the equivalent of public natural 
resources that are injured or destroyed as a result of releases of 
hazardous substances. This notice seeks comment on the proposed 
revisions to the regulations in response to the biennial statutory 
review requirement, two court decisions, and the recommendations of the 
Department of the Interior's Natural Resource Damage Assessment and 
Restoration Federal Advisory Committee.

  <title><![CDATA[  Human Capital, Performance and Partnerships; National Invasive  Species Council]]></title>

Species Council (NISC) is announcing a 30day extension of the public 
comment period for the draft of the 20082012 National Invasive Species 
Management Plan. The Order established NISC as an interagency council 
to prevent and control invasive species in order to minimize their 
economic, ecological and human health impacts. The Council, which is 
cochaired by the Secretaries of Agriculture, Commerce and the Interior 
also includes the departments of State, Defense, Transportation, 
Homeland Security, Treasury, Health and Human Services, as well as the 
Environmental Protection Agency, the U.S. Trade Representative, the 
U.S. Agency for International Development and the National Aeronautics 
and Atmospheric Administration. The Plan is intended to address 
invasive species in the areas of prevention, early detection and rapid

Truckee River Operating Agreement, California and Nevada ]]></title>

  <description><![CDATA[ Pursuant to the National Environmental Policy Act of 1969, as 
amended, (NEPA) and the California Environmental Quality Act (CEQA), 
the U.S. Department of the Interior (Interior) and California 
Department of Water Resources (DWR), as colead agencies, have jointly 
prepared a Final EIS/EIR for the Truckee River Operating Agreement 
(TROA) which would implement section 205(a) of the TruckeeCarson
Pyramid Lake Water Rights Settlement Act of 1990, Title II of Public 
Law 101618 (Settlement Act). The Final EIS/EIR has evaluated the 
proposed action (TROA Alternative), Local Water Supply Alternative, and 
No Action Alternative. Implementation of the proposed action would not 
result in any significant adverse environmental effects. A Notice of 
Availability of the Revised Draft EIS/EIR was published in the Federal 
Register on August 25, 2004 (69 FR 52303). The public review period on 
the Revised Draft EIS/EIR initially ended on October 29, 2004, but was 
extended to December 30, 2004.

authorities in the development and implementation of an integrated

through the FGDC Chair (the Secretary of the Interior or designee), 
related to management of Federal geospatial programs, the development 
of the National Spatial Data Infrastructure (NSDI), and the

and Executive Order 12906. The Committee will review and comment upon 
geospatial policy and management issues and will provide a forum to 
convey views representative of nonFederal partners in the geospatial

  <title><![CDATA[  Implementation of the National Environmental Policy Act (NEPA) of  1969]]></title>

  <description><![CDATA[ The Department of the Interior (Department) proposes to amend 
its regulations by adding a new part to codify its NEPA procedures 
currently in the Departmental Manual (DM). This proposed regulation 
contains Departmental policies and procedures for compliance with NEPA, 
Executive Order (E.O.) 11514, E.O. 13352 and the Council on 
Environmental Quality's (CEQ) regulations. By converting the 
Departmental NEPA procedures from the DM to new regulations that are 
consistent with NEPA and the CEQ regulations, the Department intends to 
promote greater transparency in the NEPA process for the public and 
enhance cooperative conservation.
