Trade (``CIT'') sustained the remand redetermination issued by the 
Department of Commerce (the ``Department'') pursuant to the CIT's 
remand order in the final results of the administrative review of the 
antidumping duty order on brake rotors from the People's Republic of 
China (``PRC''). See Laizhou Auto Brake Equipment Co., et al. v. United 
States, Court No. 0600430, Slip Op. 08120 (CIT November 5, 2008) 
(``Laizhou II''). This case arises out of the Department's Final 
Results for the period of review (``POR'') April 1, 2005 through May

  <title><![CDATA[  Citric Acid and Certain Citrate Salts from Canada: Notice of  Preliminary Determination of Sales at Less Than Fair]]></title>

  <description><![CDATA[  The U.S. Department of Commerce (the Department) 
preliminarily determines that citric acid and certain citrate salts 
(citric acid) from Canada are being, or are likely to be, sold in the 
United States at less than fair value (LTFV), as provided in section 
733(b) of the Tariff Act of 1930, as amended (the Act). The estimated 
margins of sales at LTFV are listed in the ``Suspension of 
Liquidation'' section of this notice. Interested parties are invited to 
comment on this preliminary determination. Pursuant to a request from 
the respondent, we are postponing for 60 days the final determination 
and extending provisional measures from a fourmonth period to not more 
than six months. Accordingly, we will make our final determination not 
later than 135 days after publication of the preliminary determination.

  <title><![CDATA[  Certain Cut-to-Length Carbon Steel Plate from the People's  Republic of China: Preliminary Results of New Shipper]]></title>

  <description><![CDATA[ The Department of Commerce (``the Department'') is currently 
conducting a new shipper review of the antidumping duty order on cut
tolength carbon steel plate (``CTL Steel Plate'') from the People's 
Republic of China (``PRC'') covering the period November 1, 2006, 
through October 31, 2007. This new shipper review covers one producer/ exporter.</p><p>    We preliminarily determine that the new shipper has made sale(s) 
below normal value (``NV''), and the producer/exporter combination is 
entitled to a separate rate in this new shipper review. If these 
preliminary results are adopted in our final results of this new 
shipper review, we will instruct U.S. Customs and Border Protection 
(``CBP'') to assess antidumping duties on entries of subject 
merchandise during the period of review (``POR'') for which the 
importer specific assessment rates are above de minimis. Interested 
parties are invited to comment on the preliminary results. We intend to 
issue the final results no later than 90 days from the date of

  <description><![CDATA[ On November 6, 2006, the Department of Commerce (the 
Department) published a notice of preliminary results of the 
reconsideration of the sunset review of the antidumping duty order on 
large newspaper printing presses and components thereof, whether 
assembled or unassembled (LNPP), from Japan (71 FR 64927), following 
the requirements of section 751(c) of the Tariff Act of 1930, as 
amended (the Act). We provided interested parties an opportunity to 
comment on our preliminary results. We received case and rebuttal 
briefs from domestic and foreign interested parties, and we held a 
public hearing. As a result of this review, the Department finds that 
revocation of the order on LNPP from Japan after the original sunset 
review period of 19962001 would have likely led to the continuation or 
recurrence of dumping at the levels indicated in the ``Final Results of 
Review'' section of this notice.

Chemicals, B.V. (``Akzo Nobel'') and Aqualon Company (``Petitioner''), 
the Department of Commerce (``Department'') initiated an administrative 
review of the antidumping duty order on purified carboxymethylcellulose 
(``CMC'') from the Netherlands. See Initiation of Antidumping and 
Countervailing Duty Administrative Reviews, 73 FR 50308 (August 26, 
2008) (``Initiation Notice''). This administrative review covers the 
period July 1, 2007, through June 30, 2008. Due to the withdrawal of 
the requests for the administrative review by both parties, we are 
rescinding this review with respect to Akzo Nobel.

(Ternium), a producer of steel wire rod, and Hylsa S.A. de C.V.

contract basis, and pursuant to section 751(b) of the Tariff Act of 
1930, as amended (the Act), and 19 CFR 351.216 and 351.221(c)(3), the 
Department is initiating a changed circumstances review of the 
antidumping order on carbon and certain alloy steel wire rod from 
Mexico. This review will determine whether Ternium is the successorin
interest to Hylsa.

  <description><![CDATA[ Based on affirmative final determinations by the Department of 
Commerce (the Department) and the International Trade Commission (ITC), 
the Department is issuing antidumping duty orders on polyethylene 
terephthalate film, sheet, and strip (PET Film) from Brazil, the 
People's Republic of China (PRC), and the United Arab Emirates (UAE). 
On October 31, 2008, the ITC notified the Department of its 
determination that the U.S. industry is threatened with material 
injury. See PET Film from Brazil, the PRC, and the UAE (Investigation 
Nos. 731TA11311134 (Final), USITC Publication 4040, October 2008). 
In addition, the Department is amending the final dumping margins for 
the UAE.

  <title><![CDATA[  Certain Steel Concrete Reinforcing Bars From Turkey; Final  Results of Antidumping Duty Administrative Review and]]></title>

  <description><![CDATA[ On May 5, 2008, the Department of Commerce (the Department) 
published the preliminary results of the administrative review of the 
antidumping duty order on certain steel concrete reinforcing bars 
(rebar) from Turkey. This review covers four producers/exporters of the 
subject merchandise to the United States. The period of review (POR) is  April 1, 2006, through March 31, 2007.</p><p>    Based on our analysis of the comments received and on our 
verification findings, we have made certain changes in the margin 
calculations. Therefore, the final results differ from the preliminary 
results. The final weightedaverage dumping margins for the reviewed 
firms are listed below in the section entitled ``Final Results of  Review.''</p><p>    Finally, we have determined to revoke the antidumping duty order  with<br/> [[Page 66219]]<br/>
respect to Turkish rebar produced and exported by Habas Sinai ve Tibbi 
Gazlar Istihsal Endustrisi A.S. (Habas).

published a notice of initiation and preliminary results of a changed 
circumstances review with intent to revoke, in part, the antidumping 
duty (AD) finding on polychloroprene rubber from Japan. See

(Initiation and Preliminary Results). We are now revoking this AD 
finding, in part, with regard to certain polychloroprene rubber 
products from Japan, as described in the ``Scope of Changed 
Circumstances Review'' section of this notice, based on the fact that 
domestic parties have expressed no further interest in the relief 
provided by the AD finding with respect to the imports of such 
products.

reviews (``NSRs'') covering the period January 1, 2007 through July 31,

New Shipper Reviews; 73 FR 32292 (June 6, 2008) (``Preliminary 
Results''). Based on our analysis of the comments received, we have 
made certain changes to our calculations. The final dumping margins for

  <description><![CDATA[ On October 8, 2008, the Department of Commerce 
(``Department'') published the preliminary determination of sales at 
less than fair value (``LTFV'') in the antidumping investigation of 
certain steel threaded rod from the People's Republic of China 
(``PRC''). See Certain Steel Threaded Rod from the People's Republic of 
China: Preliminary Determination of Sales at Less Than Fair Value, 73 
FR 58931 (October 8, 2008) (``Preliminary Determination''). We are 
amending our Preliminary Determination to correct certain ministerial 
errors with respect to the antidumping duty margin calculation for RMB 
Fasteners Ltd. and IFI and Morgan Ltd. (collectively, ``RMB & IFI 
Group''). The corrections to the RMB & IFI Group margin also affect the 
margin assigned to the companies receiving a separate rate.

our analysis of the comments received and an examination of our 
calculations, we have made certain changes for the final results. The

Vietnam ICT Commercial Dialogue with the Ministry of Information and 
Communications (MIC) in Vietnam to discuss various ICT issues that have 
an impact on trade between our two countries. The U.S. and Vietnamese 
companies that participated in the meeting made several recommendations 
for future areas of cooperation. To continue facilitating input from 
the private sector, ITA and MIC agreed to create a Business Advisory 
Group under the Dialogue and encourage wide participation from both

Department'') initiated a sunset review of the antidumping duty order 
on saccharin from the People's Republic of China (``PRC''). On the 
basis of a notice of intent to participate, and an adequate substantive 
response filed on behalf of domestic interested parties, as well as a 
lack of response from respondent interested parties, the Department 
conducted an expedited (120day) sunset review. As a result of the 
sunset review, the Department finds that revocation of the antidumping 
duty order would be likely to lead to continuation or recurrence of

  <title><![CDATA[  Certain Lined Paper Products from the People's Republic of China:  Notice of Preliminary Results of the Antidumping]]></title>

  <description><![CDATA[ The Department of Commerce (``the Department'') is conducting 
the first administrative review of the antidumping duty order on 
certain lined paper products (``CLPP'') from the People's Republic of 
China (``PRC'') with respect to four producers/exporters for the period 
April 17, 2006, through August 31, 2007. We have preliminarily 
determined that sales have been made below normal value (``NV'') by 
Shanghai Lian Li Paper Products Co., Ltd. (``Lian Li''). If these 
preliminary results are adopted in our final results of this review, we 
will instruct U.S. Customs and Border Protection (``CBP'') to assess 
antidumping duties on all appropriate entries of subject merchandise  during the period of review.</p><p>    Interested parties are invited to comment on these preliminary 
results. We intend to issue the final results no later than 120 days 
from the date of publication of this notice, pursuant to section 
751(a)(3)(A) of the Tariff Act of 1930, as amended (``the Act'').

  <description><![CDATA[ The Environmental Technologies Trade Advisory Committee 
(ETTAC) was established pursuant to provisions under Title IV of the 
Jobs Through Trade Expansion Act, 22. U.S.C. 2151, and under the 
Federal Advisory Committee Act, 5 U.S.C. App. 2. ETTAC was first 
chartered on May 31, 1994. ETTAC serves as an advisory body to the 
Environmental Trade Working Group of the Trade Promotion Coordinating 
Committee (TPCC), reporting directly to the Secretary of Commerce in 
his capacity as Chairman of the TPCC. ETTAC advises on the development 
and administration of policies and programs to expand United States 
exports of environmental technologies, goods, and services and products 
that comply with United States environmental, safety, and related  requirements.</p><p>    Membership in a committee operating under the Federal Advisory 
Committee Act must be balanced in terms of economic subsector, 
geographic location, and company size. Committee members serve in a
