  <title><![CDATA[  Certain Folding Gift Boxes From the People's Republic of China;  Final Results of Antidumping Duty Administrative]]></title>

  <description><![CDATA[ On October 10, 2003, the Department of Commerce published the 
preliminary results of the administrative review of the antidumping 
duty order on certain folding gift boxes from the People's Republic of 
China. The review covers two manufacturers/exporters and the period of 
review is August 6, 2001, through December 31, 2002. We gave interested 
parties an opportunity to comment on the preliminary results of review 
but received no comments. Therefore, these final results of review do 
not differ from the preliminary results of review.

  <title><![CDATA[  Gray Portland Cement and Clinker From Mexico; Notice of  Extraordinary Challenge Committee's Final Decision and]]></title>

  <description><![CDATA[ On October 30, 2003, the Extraordinary Challenge Committee 
issued its decision to deny the Department of Commerce's April 13, 
2000, extraordinary challenge petition with respect to a determination 
made by the Binational Panel in the final results of administrative 
review of the antidumping duty order on gray portland cement and 
clinker from Mexico covering the period August 1, 1994, through July 
31, 1995. As there is now a final and conclusive decision in this case, 
we are amending the amended final results of review and we will 
instruct U.S. Customs and Border Protection to liquidate entries 
subject to this review.

  <title><![CDATA[  Certain Hot-Rolled Carbon Steel Flat Products from India:  Preliminary Results and Rescission in Part of Antidumping]]></title>

  <description><![CDATA[  In response to requests from Indian producers/exporters of 
the subject merchandise, the Department of Commerce (the Department) is 
conducting an administrative review of the antidumping duty order on 
certain hotrolled carbon steel flat products (HRS) from India. The 
review covers one producer/exporter of subject merchandise during the 
period of review (POR), May 3, 2001, through November 30, 2002. The 
Department has preliminarily determined that no dumping margin exists 
for the manufacturer/exporter during the POR. If these preliminary 
results are adopted in our final results of administrative review, we 
will instruct U.S. Customs and Border Protection (CBP) to assess 
antidumping duties as appropriate. Interested parties are invited to 
comment on these preliminary results.

  <description><![CDATA[ On November 29, 2001, the Department of Commerce (the 
Department) published the antidumping duty order on certain hotrolled 
carbon steel flat products (hotrolled steel) from the Netherlands. See 
Antidumping Duty Order: Certain HotRolled Carbon Steel Flat Products 
From the Netherlands, 66 FR 59565 (November 29, 2001). As a result of 
the Court of International Trade's (the Court's) decisions in Corus 
Staal BV, et al. v. United States, 283 F. Supp. 2d 1357 (CIT 2003) 
(Corus Staal BV III) and Corus Staal BV, et al. v. United States, 279 
F. Supp. 2d 1363 (CIT 2003) (Corus Staal BV II), we are publishing this 
notice of amended antidumping duty order.

  <title><![CDATA[  Silicon Metal From Brazil: Rescission of Antidumping Duty  Administrative Review]]></title>

  <description><![CDATA[ On August 22, 2003, in response to a request made by the 
petitioners \1\, the Department of Commerce (the Department) published 
a notice of initiation of an antidumping duty administrative review of 
silicon metal from Brazil, for the period of review (POR) July 1, 2002, 
through June 30, 2003. Because the petitioners have withdrawn their 
request for review, and there were no other requests for review for 
this time period, the Department is rescinding this review in  accordance with 19 CFR 351.213 (d)(1).<br/>
    \1\ The petitioners are Elkem Metals Company and Globe 
Metallurgical Inc.
