  <title><![CDATA[  Notice of Rescission of Antidumping Duty Changed Circumstances  Review: Polychloroprene Rubber from Japan]]></title>

  <description><![CDATA[ On July 31, 2003, the Department of Commerce (the Department) 
published a notice of initiation of changed circumstances review of the 
antidumping duty finding on polychloroprene rubber (PR) from Japan to 
determine whether Showa Denko Elastomers, K.K. (SDEL) and Showa Denko 
K.K. (SDK) are the successorininterest companies to Showa DDE 
Manufacturing K.K. (SDEM) and DDE Japan Kabushiki Kaisha (DDE Japan).

(Notice of Initiation). On October 24, 2003, we published a notice of 
preliminary results, determining that the restructured manufacturing 
and marketing joint venture, SDEL and SDK, are the successorin
interest companies to SDEM and DDE Japan, for purposes of determining

  <title><![CDATA[  Initiation of Antidumping and Countervailing Duty Administrative  Reviews]]></title>

requests to conduct administrative reviews of various antidumping and 
countervailing duty orders and findings with November anniversary 
dates. In accordance with the Department's regulations, we are
