to determine whether an industry in the United States is materially 
injured or threatened with material injury, or the establishment of an 
industry in the United States is materially retarded, by reason of 
lessthanfairvalue imports from China of frontseating service valves 
and certain parts thereof (``frontseating service valves''), provided 
for under subheadings 8415.90.80, 8481.80.10, 8481.80.30, 8481.80.50, 
8481.90.10, 8481.90.30, or 8481.90.50 of the Harmonized Tariff Schedule  of the United States.\1\<br/>

Certain Lightweight Thermal Paper from China and Germany;  Determinations]]></title>

</p><p>    On the basis of the record \1\ developed in the subject 
investigations, the United States International Trade Commission 
(Commission) determines, pursuant to sections 705(b) and 735(b) of the 
Tariff Act of 1930 (19 U.S.C. 1671d(b) and 1673d(b)) (the Act), that an 
industry in the United States is threatened with material injury by 
reason of imports from China of certain lightweight thermal paper, 
which may be classified in subheadings 4811.90.80, 4811.90.90, 
3703.10.60, 4811.59.20, 4820.10.20, and 4823.40.00 of the Harmonized 
Tariff Schedule of the United States, that have been found by the 
Department of Commerce (Commerce) to be sold in the United States at 
less than fair value (LTFV) and to be subsidized by the Government of 
China. The Commission further determines, pursuant to section 735(b) of 
the Act, that an industry in the United States is threatened with 
material injury by reason of imports from Germany of certain

full reviews pursuant to section 751(c)(5) of the Tariff Act of 1930 
(19 U.S.C. 1675(c)(5)) to determine whether revocation of the 
antidumping duty order on cuttolength carbon steel plate from China 
and/or the termination of the suspended investigations on cuttolength 
carbon steel plate from Russia and Ukraine would be likely to lead to 
continuation or recurrence of material injury within a reasonably 
foreseeable time. A schedule for the reviews will be established and 
announced at a later date. For further information concerning the 
conduct of these reviews and rules of general application, consult the

  <description><![CDATA[ Notice is hereby given that a complaint was filed with the 
U.S. International Trade Commission on October 6, 2008, under section 
337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of 
Isola USA Corp. of Chandler, Arizona. A supplement to the complaint was 
filed on October 28, 2008. The complaint alleges violations of section 
337 based upon the importation into the United States, the sale for 
importation, and the sale within the United States after importation of 
certain prepregs, laminates, and finished circuit boards that infringe 
certain claims of U.S. Patent Nos. 6,187,852; 6,322,885 and 6,509,414. 
The complaint further alleges that an industry in the United States  exists as required by subsection (a)(2) of section 337.</p><p>    The complainant requests that the Commission institute an 
investigation and, after the investigation, issue an exclusion order 
and cease and desist orders.

  <description><![CDATA[ Determinations</p><p>    On the basis of the record \1\ developed in the subject 
investigations, the United States International Trade Commission 
(Commission) determines, pursuant to section 735(b) of the Tariff Act 
of 1930 (19 U.S.C. 1673d(b)) (the Act), that an industry in the United 
States is materially injured by reason of imports from Australia and 
China of electrolytic manganese dioxide (``EMD''), provided for in 
subheading 2820.10.00 of the Harmonized Tariff Schedule of the United 
States, that have been found by the Department of Commerce (Commerce) 
to be sold in the United States at less than fair value (LTFV).

  <description><![CDATA[ Determinations</p><p>    On the basis of the record \1\ developed in the subject 
investigations, the United States International Trade Commission 
(Commission) determines, pursuant to sections 703(a) and 733(a) of the 
Tariff Act of 1930 (19 U.S.C. 1671b(a) and 1673b(a)) (the Act), that 
there is a reasonable indication that an industry in the United States 
is materially injured by reason of imports from China of certain 
kitchen appliance shelving and racks, provided for in subheadings 
7321.90.50, 7321.90.60, 8418.99.80, and 8516.90.80 of the Harmonized 
Tariff Schedule of the United States, that are alleged to be subsidized 
by the Government of China and sold in the United States at less than  fair value (LTFV).\2\<br/>
    \1\ The record is defined in sec. 207.2(f) of the Commission's  Rules of Practice and Procedure (19 CFR 207.2(f)).<br/>
    \2\ Commissioner Deanna Tanner Okun recused herself to avoid any  conflict of interest or appearance of a conflict.</p>

(``Commission'') has issued an annual report on the status of its 
practice with respect to violations of its administrative protective 
orders (``APOs'') in investigations under Title VII of the Tariff Act 
of 1930 in response to a direction contained in the Conference Report 
to the Customs and Trade Act of 1990. Over time, the Commission has 
added to its report discussions of APO breaches in Commission 
proceedings other than under Title VII and violations of the 
Commission's rules including the rule on bracketing business 
proprietary information (``BPI'') (the ``24hour rule''), 19 CFR 
207.3(c). This notice provides a summary of investigations completed 
during calendar year 2007 of breaches in proceedings under Title VII

Background:  The Commissioners announced their individual votes in Inv. 
Nos. 701TA452 and 731TA11291130 (Final) (Raw Flexible Magnets from 
China and Taiwan) on August 12, 2008, during a public meeting convened 
under the Sunshine Act. During that meeting, two Commissioners 
inadvertently issued announcements not fully reflecting their actual 
votes. Accordingly, in the interests of transparency, the Commissioners 
have determined to reannounce and clarify their votes in these 
investigations at a public meeting scheduled for 11 a.m. on Friday, 
August 15, 2008. On August 12, 2008, the outstanding action jacket 
listed on the agenda for the meeting of August 15, 2008 (73 FR 46334)  (August 8, 2008) cleared the Commission.<br/>

Denim Fabric: Commercial Availability in AGOA Countries During  Fiscal Year 2009]]></title>

</p><p>    Determination: Based on the information developed in the subject 
investigation, the United States International Trade Commission, 
pursuant to section 112(c)(2)(B)(ii) of the African Growth and 
Opportunity Act (AGOA),\1\ determines that (1) denim fabric \2\ 
produced in beneficiary subSaharan African (SSA) countries will be 
available in commercial quantities during the period October 1, 2008 
through September 30, 2009 (fiscal year 2009) \3\ for use by lesser 
developed beneficiary (LDB) SSA countries in the production of apparel 
articles receiving U.S. preferential treatment, and (2) the quantity of 
such denim fabric that will be so available during fiscal year 2009 is  18,260,400 square meters equivalent.\4\<br/>     \1\ 19 U.S.C. 3721(c)(2)(B)(ii).<br/>
    \2\ Denim articles provided for in subheading 5209.42.00 of the 
Harmonized Tariff Schedule. See section 112(c)(2)(C) of AGOA, 19  U.S.C. 3721(c)(2)(C).<br/>
