</p><p>    The Department of Justice (DOJ) Office of Community Oriented  Policing<br/> [[Page 5379]]<br/>
Services (COPS) has submitted the following information collection 
request to the Office of Management and Budget (OMB) for review and 
approval in accordance with the Paperwork Reduction Act of 1995. The 
proposed information collection is published to obtain comments from 
the public and affected agencies. Comments are encouraged and will be 
accepted for sixty days until April 3, 2006. This process is conducted  in accordance with 5 CFR 1320.10.</p><p>    If you have comments especially on the estimated public burden or 
associated response time, suggestions, or need a copy of the proposed 
information collection instrument with instructions or additional

  <title><![CDATA[
Notice of Lodging of Consent Decree Under the Comprehensive  Environmental Response Compensation and Liability Act]]></title>

</p><p>    Pursuant to 28 CFR 507 notice is hereby given that on January 12, 
2006, a proposed Consent Decree in the case United States v. Adeline R. 
Bennett, MD Living Trust and Pitts Grandchildren's Trust, Civil Action 
No. LACV 060238 DDP (AJWx) was lodged with the United States District  Court for the Central District of California.</p><p>    In this action, under Sections 106 and 107 of CERCLA, 42 U.S.C. 
9606 and 9607, the United States sought injunctive relief and recovery 
of response costs to remedy conditions in connection with the release 
or threatened release of hazardous substances into the environment at 
the Waste Disposal, Inc. Superfund Site in Santa Fe Springs, California 
(hereinafter referred to as the ``Site'' or ``WDI Site.'').
</p><p>    The defendants in this action own a portion of the WDI Site, and 
the purpose of the settlement is to provide to the United States the 
access and institutional controls or environmental restriction 
covenants which are required to perform the remedial action at the

  <title><![CDATA[
Notice of Lodging of Consent Decree Pursuant to the Comprehensive  Environmental Response, Compensation, and Liability]]></title>

</p><p>    In accordance with Departmental policy in 28 CFR 50.7, notice is 
hereby given that on January 13, 2006, a proposed Consent Decree in 
United States v. Quaker City, Inc., Consolidated Civil Action Nos. 99
3715, 028964, 033231, 055938, was lodged with the United States  District Court for the Eastern District of Pennsylvania.</p><p>    In this action, the United States sought recovery of environmental 
response costs incurred by the United States in connection with the 
Malvern TCE Superfund Site, located in Chester County, PA. The Consent 
Decree requires the settling Defendant to pay the United States the sum  of $600,000.</p><p>    The Department of Justice will receive for a period of thirty (30) 
days from the date of this publication comments relating to the Consent 
Decree. Comments should be addressed to the Assistant Attorney General, 
Environment and Natural Resources Division, P.O. Box 7611, U.S.

  <title><![CDATA[
Notice of Lodging of Consent Decree under the Residential Lead- Based Paint Hazard Reduction Act]]></title>

</p><p>    Notice is hereby given on December 9, 2005, a proposed consent 
decree in United States v. V.T. Fallon dba VTF Properties, Civil Action 
No. 052830 RJL/AKB, was lodged with the United States District Court  for the District of Minnesota.</p><p>    The consent decree settles claims against the owner and management  company of approximately eleven<br/> [[Page 5380]]<br/>
residential properties containing approximately 124 units located in 
Minneapolis, Minnesota. The claims were brought on behalf of the 
Department of Housing and Urban Development (``HUD'') and the 
Environmental Protection Agency (``EPA'') under the Residential Lead
Based Paint Hazard Reduction Act, 42 U.S.C. 4851 et seq. (``Lead Hazard 
Reduction Act''). The United States alleged in the complaint that the 
defendant failed to make one or more of the disclosures or to complete 
one or more of the disclosure activities required by the Lead Hazard  Reduction Act.</p><p>    Under the consent decree, defendant will certify that he is
