  <description><![CDATA[ On August 22, 2006, the Advisory Committee on Job Corps (ACJC) 
was established in accordance with the provisions of the Workforce 
Investment Act and the Federal Advisory Committee Act. The Committee 
was established to advance Job Corps' new vision for student 
achievement aimed at 21st century highgrowth employment. This 
Committee will also evaluate Job Corps program characteristics, 
including its purpose, goals, and effectiveness, efficiency, and 
performance measures in order to address the critical issues facing the 
provision of job training and education to the youth population that it 
serves. The Committee may provide other advice and recommendations with 
regard to identifying and overcoming problems, planning program or 
center development or strengthening relations between Job Corps and 
agencies, institutions, or groups engaged in related activities.

Department of Labor in conducting a review of a submission on forced 
child labor in the production of bricks, coal, foundry products, 
chemicals, cotton, grape products, toys, and fireworks in China. This 
review is being conducted pursuant to Executive Order 13126 
(``Prohibition of Acquisition of Products Produced by Forced or 
Indentured Child Labor'') and the ``Procedural Guidelines for 
Maintenance of the List of Products Requiring Federal Contractor 
Certification as to Forced or Indentured Child Labor'' at 48 CFR  Subpart 22.15.</p><p>    The Department anticipates that written information regarding 
forced child labor in the above products in China will aid it in 
determining, in consultation with the Departments of State and Homeland 
Security, whether these products, and their originating country, should 
be added to the Executive Order list.

  <title><![CDATA[  Requirements for DOL Agencies' Assessment of Occupational Health  Risks]]></title>

  <description><![CDATA[ Pursuant to the Secretary of Labor's authority at 5 U.S.C. 
section 301, the Department of Labor (Department or DOL) is proposing 
to compile its existing best practices related to risk assessment into 
a single, easy to reference regulation, and to include two requirements 
to establish consistent procedures for conducting risk assessments that 
promote greater public input and awareness of the Department's health 
rulemakings. DOL proposes to issue an Advanced Notice of Proposed 
Rulemaking soliciting public information on relevant data when 
developing risk assessments for health standards regulating 
occupational exposure to toxic substances and hazardous chemicals, and 
to electronically post rulemaking documents and underlying studies used  in a risk assessment. The proposed regulation implements <br/>
recommendations of the 1997 Presidential/Congressional Commission on 
Risk Assessment and Risk Management Report,\1\ and is consistent with

  <description><![CDATA[ On August 22, 2006, the Advisory Committee on Job Corps (ACJC) 
was established in accordance with the provisions of the Workforce 
Investment Act and the Federal Advisory Committee Act. The Committee 
was established to advance Job Corps' new vision for student 
achievement aimed at 21st century highgrowth employment. This 
Committee will also evaluate Job Corps program characteristics, 
including its purpose, goals, and effectiveness, efficiency, and 
performance measures in order to address the critical issues facing the 
provision of job training and education to the youth population that it 
serves. The Committee may provide other advice and recommendations with 
regard to identifying and overcoming problems, planning program or 
center development or strengthening relations between Job Corps and 
agencies, institutions, or groups engaged in related activities.

  <title><![CDATA[  Research on Forced Labor in the Production of Goods in Selected  Countries]]></title>

Affairs (ILAB), will award up to USD 1.25 million over three years 
through a cooperative agreement to a qualified organization and/or 
Association to carry out research in eight (8) countries on forced 
labor in the production of goods, and to develop strategies to assist 
governments, industries, and/or third parties in taking action to  address these<br/> [[Page 39044]]<br/>
problems. Four (4) countries are required for research, and applicants 
must choose four (4) additional countries. The solicitation provides a 
list of eleven (11) countries from which these four (4) additional 
countries should be chosen, but applicants may propose four (4) 
alternate countries and provide justifications for these choices. 
Projects funded under SGA 0807 will involve gathering and analyzing 
data to answer the research questions outlined in the solicitation. The

  <description><![CDATA[ The Office of Trade and Labor Affairs (OTLA) gives notice that 
on June 12, 2008, Submission <greeki>200801 was accepted for review 
pursuant to Article 16.4.3 of Chapter Sixteen (the Labor Chapter) of 
the Central AmericaDominican RepublicUnited States Free Trade  Agreement (CAFTADR).</p><p>    The submission was filed with the OTLA on April 23, 2008 by the 
American Federation of Labor and Congress of Industrial Organizations 
(AFLCIO) and a group of six Guatemalan trade unions. The submission 
alleges the Government of Guatemala has violated Articles 16.1.1, 
16.2.1(a), and 16.3.1 of the Labor Chapter of the CAFTADR with respect 
to five separate cases. In these cases, the submission alleges that the 
Government of Guatemala failed to enforce its laws with regard to the 
right of association and the right to organize and bargain 
collectively. The submission alleges acts of violence against trade 
unionists, including two instances of murder. In addition, there are 
further allegations of failure to enforce law<script type="text/javascript">

  <title><![CDATA[  Combating Exploitive Child Labor Through Education in Guinea,  Jordan, Madagascar, Nicaragua, and Yemen]]></title>

  <description><![CDATA[ The U.S. Department of Labor, Bureau of International Labor 
Affairs (ILAB), will award up to USD 20.5 million through 5 or more 
cooperative agreements to one or more qualifying organizations and/or 
Associations to combat exploitive child labor in the following 5 
countries: Guinea (up to USD 3.5 million), Jordan (up to USD 4 
million), Madagascar (up to USD 4.5 million), Nicaragua (up to USD 5 
million), and Yemen (up to USD 3.5 million). Projects funded under SGA 
0801 will seek to ensure children's longterm withdrawal and  prevention<br/> [[Page 23500]]<br/>
from engaging in exploitive child labor through the provision of direct 
educational services. Projects will also seek to build capacity in 
target countries to eliminate exploitive child labor and promote 
educational alternatives for children. Projects will aim to complement 
and expand upon existing projects and programs aimed at eliminating 
exploitive child labor, particularly the worst forms of child labor,

  <title><![CDATA[  Notice of Public Hearing To Collect Information To Assist in the  Development of the List of Goods From Countries]]></title>

  <description><![CDATA[ The Department of Labor (``DOL'') will hold a public hearing 
for the purpose of gathering factual information regarding the use of 
child labor and forced labor worldwide in the production of goods at 
10:30 a.m. on Wednesday, May 28, 2008. The hearing will take place in 
the Auditorium of the Frances Perkins Building, U.S. Department of 
Labor, 200 Constitution Ave., NW., Washington DC 20210, and will be 
open to the public. This hearing is conducted pursuant to section 
105(b)(1) of the Trafficking Victims Protection Reauthorization Act of 
2005 (``TVPRA of 2005''), Public Law 109164 (2006), and as set forth 
in the Notice of Procedural Guidelines for the Development and 
Maintenance of the List of Goods From Countries Produced by Child Labor 
or Forced Labor (``Guidelines''), 72 FR 73374 (December 27, 2007). All 
members of the public attending the hearing must register by May 14 in 
order to facilitate building security. DOL is now accepting requests
