  <title><![CDATA[  Maritime Security Program ]]></title>

  <description><![CDATA[ On October 2, 2008, the Maritime Administration published a 
request in the Federal Register for applications for one eligible 
vessel to fill one MSP Operating Agreement in accordance with the 
provisions of Subtitle C, Title XXXV of the National Defense 
Authorization Act for Fiscal Year 2004, the Maritime Security Act of 
2003 (MSA 2003). The MSA 2003 authorizes the creation of a Maritime 
Security Program (MSP) that establishes a fleet of active, commercially 
viable, privately owned vessels to meet national defense and other 
security requirements and to maintain a United States presence in 
international commercial shipping. This request for applications 
provided, among other things, application criteria and a deadline for 
submitting applications for enrollment of one vessel in the MSP. The 
deadline established for the receipt of applications in that notice was 
established as close of business, easterntime, November 3, 2008. In

rule that appeared in the Federal Register of October 9, 2008 (73 FR 
59530). Due to the current financial environment and the receipt of 
informal comments indicating that one hundred and twenty (120) days is 
insufficient time to formulate an application, this document changes 
the summary section of the regulation to reflect that the Maritime 
Administration is seeking comment on the America's Marine Highway 
program and recommendations for Marine Highway Corridors and not 
soliciting applications for specific projects at this time.

  <title><![CDATA[  America's Marine Highway Program ]]></title>

recommendations for short sea transportation routes to be designated as 
Marine Highway Corridors and to solicit applications from interested 
parties to participate in a short sea transportation Project, as 
required by section 55605(c) of Public Law 110140, the Energy 
Independence and Security Act of 2007. Section 55601(d) specifically 
states, that ``[t]he Secretary may designate a project to be a short 
sea transportation project if the Secretary determines that the project  mayoffer a waterborne alternative to available landside <br/>
transportation services using documented vessels; and provide 
transportation services for passengers or freight (or both) that may 
reduce congestion on landside infrastructure using documented 
vessels.'' Further, section 55605 defines short sea transportation as 
meaning ``the carriage by vessel of cargo that is contained in 
intermodal cargo containers and loaded by crane on the vessel or loaded

  <title><![CDATA[  Final Text of the Voluntary Tanker Agreement ]]></title>

  <description><![CDATA[ The Maritime Administration announces the publication below of 
the final text of its Voluntary Tanker Agreement (VTA). The Agreement 
below replaces a prior version that was last published in Volume 48 of 
the Federal Register at page 38715 (August 25, 1983) and is issued in 
accordance with the provisions of 44 CFR 332. The proposed text of the 
VTA was initially published in Volume 72 of the Federal Register at 
page 41099 (July 26, 2007). Thereafter, a public hearing on the 
proposed text of the VTA was held on August 29, 2007, at the U.S. 
Department of Transportation, 1200 New Jersey Avenue, SE., Washington, 
DC 20590. No comments requesting changes to the proposed text were 
received. Consequently, the final text is unchanged from the text  considered at the public hearing.</p><p>    The Department of Justice has issued a finding that the VTA as 
published below satisfies the statutory criteria of the Defense 
Production Act [50 U.S.C. App. Section 2158(f)(1)(B)] required for its

the Marine Transportation System contribute to the nation, and discuss 
other issues of importance to the Marine Transportation System. A 
public comment period is scheduled for 11:15 a.m.11:45 p.m. on 
Wednesday, September 17, 2008. To provide time for as many people to 
speak as possible, speaking time for each individual will be limited to 
three minutes. Members of the public who would like to speak are asked

announce the availability of the Final Environmental Impact Statement 
(FEIS) for the Calypso LNG L.L.C., Liquefied Natural Gas Deepwater Port 
license application. The application describes a project that would be 
located in the Federal waters of the Outer Continental Shelf in the OCS 
NG 1706 (Bahamas) lease area, approximately 8 to 10 miles off the east 
coast of Florida to the northeast of Port Everglades, in a water depth 
of 800 to 950 feet. The Coast Guard and the Maritime Administration 
request public comments on the FEIS. Publication of this notice begins 
a 45 day comment period and provides information on how to participate  in the process.</p><p>    An announcement of the public hearing for matters relevant to the 
approval, denial, or approval with conditions of the license 
application will be published in the future and will include another 
opportunity to provide comments.

  <title><![CDATA[  Determination of Availability of Coastwise-Qualified Launch  Barges]]></title>

United States. We are publishing this interim final rule to establish 
regulations governing administrative determinations of availability of 
coastwisequalified launch barges to be used in the transportation and, 
if needed, launch or installation of offshore oil drilling or 
production platform jackets in specified projects only. Based upon any 
further comments received, we may publish an amended final rule. We 
view this as a special, technical legislative requirement that does not 
indicate a change in our full support for other requirements of the  coastwise laws.</p><p>    Specifically, this rulemaking implements provisions of the Coast 
Guard and Maritime Transportation Act of 2004, which, among other 
things, requires the Secretary of Transportation (acting through the

efforts; and an update and revision of the Council's Intermodal Report.

describes a project that would be located approximately 28 miles off 
the western coast of Florida, and approximately 42 miles from Port 
Manatee, Manatee County, Florida. Publication of this notice begins a
