(Pub. L. 92463), as amended, notice is hereby given that one meeting 
of the Arts Advisory Panel to the National Council on the Arts will be 
held by teleconference from the Nancy Hanks Center, 1100 Pennsylvania 
Avenue, NW., Washington, DC 20506 as follows (ending time is  approximate):</p><p>    AccessAbility (application review): December 16, 2008. This  meeting, from 2 p.m. to 3 p.m., will be closed.</p><p>    The closed portions of meetings are for the purpose of Panel 
review, discussion, evaluation, and recommendations on financial 
assistance under the National Foundation on the Arts and the Humanities 
Act of 1965, as amended, including information given in confidence to 
the agency. In accordance with the determination of the Chairman of 
February 28, 2008, these sessions will be closed to the public pursuant

Council on the Humanities will meet in Washington, DC on November 13 14, 2008.</p><p>    The purpose of the meeting is to advise the Chairman of the 
National Endowment for the Humanities with respect to policies, 
programs, and procedures for carrying out his functions, and to 
review applications for financial support from and gifts offered to 
the Endowment and to make recommendations thereon to the Chairman.

</p><p>    Pursuant to the provisions of the Federal Advisory Committee Act 
(Pub. L. 92463 as amended) notice is hereby given that a meeting of 
the Arts and Artifacts Domestic Indemnity Panel of the Federal Council 
on the Arts and the Humanities will be held at 1100 Pennsylvania 
Avenue, NW., Washington, DC 20506, in Room 817, from 9 a.m. to 5 p.m.,  on Friday, November 14, 2008.</p><p>    The purpose of the meeting is to review applications for

the President's Committee on the Arts and the Humanities (PCAH) will be 
held on November 16, 2008, from 12:30 p.m. to 4 p.m. The meeting will 
be held in the Members' Room, The Library of Congress, Thomas Jefferson 
Building, 1st Street, SE., between Independence Avenue and East Capitol  Street, Washington, DC 20540.</p><p>    The Committee meeting will begin with welcome, introductions, and 
announcements. Updates and discussion on recent programs and activities 
will follow, including a focus on PCAH's international projects. 
Reports from the federal cultural agencies are also slated. The meeting 
will include a review of PCAH ongoing programming for youth arts and 
humanities learning, preservation and conservation, and special events.

  <description><![CDATA[ The National Endowment for the Arts (NEA), as part of its 
continuing effort to reduce paperwork and respondent burden, conducts a  preclearance consultation program to<br/> [[Page 62560]]<br/>
provide the general public and federal agencies with an opportunity to 
comment on proposed and/or continuing collections of information in 
accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 
3506(c)(A)]. This program helps to ensure that requested data can be 
provided in the desired format, reporting burden (time and financial 
resources) is minimized, collection instruments are clearly understood, 
and the impact of collection requirements on respondents can be 
properly assessed. Currently, the NEA is soliciting comments concerning 
the proposed collection of information about outdoor arts festivals in 
the United States. A copy of the current information collection request 
can be obtained by contacting the office listed below in the address 
section of this notice.

Office of Management and Budget (OMB) guidance on nonprocurement 
suspension and debarment, issued on August 31, 2005 [70 FR 51863], by 
adopting the guidelines in a new part in title 2 of the CFR, the 
Governmentwide title recently established for OMB guidance on grants 
and agreements, and removing 45 CFR part 1185, the part containing the  IMLS implementation of the governmentwide common rule on <br/>
nonprocurement debarment and suspension. This regulatory action would 
make no substantive change in IMLS policy or procedures for 
nonprocurement debarment and suspension.

</p><p>    Pursuant to the provisions of the Federal Advisory Committee Act 
(Pub. L. 92463 as amended) notice is hereby given that a meeting of 
the Arts and Artifacts Indemnity Panel of the Federal Council on the 
Arts and the Humanities will be held at 1100 Pennsylvania Avenue, NW., 
Washington, DC 20506, in Room 730, from 9 a.m. to 5 p.m., on Monday,  May 12, 2008.</p><p>    The purpose of the meeting is to review applications for 
Certificates of Indemnity submitted to the Federal Council on the Arts 
and the Humanities for exhibitions beginning after July 1, 2008.
</p><p>    Because the proposed meeting will consider financial and commercial 
data and because it is important to keep values of objects, methods of

the President's Committee on the Arts and the Humanities (PCAH) will be

</p><p>    The Committee meeting will begin with welcome, introductions, and 
announcements. Updates and discussion on recent programs and activities

  <description><![CDATA[ The National Endowment for the Arts, as part of its continuing 
effort to reduce paperwork and respondent burden, conducts a 
preclearance consultation program to provide the general public and 
Federal agencies with an opportunity to comment on proposed and/or 
continuing collections of information in accordance with the Paperwork 
Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(A)]. This program 
helps ensure that requested data can be provided in the desired format, 
reporting burden (time and financial resources) is minimized, 
collection instruments are clearly understood, and the impact of 
collection requirements on respondents can be properly assessed. 
Currently, the National Endowment for the Arts, on behalf of the 
Federal Council on the Arts and the Humanities, is soliciting comments 
concerning the Application for Indemnification for Domestic

</p><p>    Section 6(f) of the National Foundation on the Arts and the 
Humanities Act of 1965, as amended (20 U.S.C. 951 et. seq.) authorizes 
the National Council on the Arts to review applications for financial 
assistance to the National Endowment for the Arts and make  recommendations to the Chairperson.</p><p>    The Federal Advisory Committee Act (FACA), as amended (Pub. L. 92
463) governs the formation, use, conduct, management, and accessibility 
to the public of committees formed to advise the Federal Government. 
Section 10 of that Act directs meetings of advisory committees to be 
open to the public, except where the head of the agency to which the 
advisory committee reports determines in writing that a portion of a 
meeting may be closed to the public consistent with subsection (c) of 
section 552b of Title 5, United States Code (the Government in the  Sunshine Act.)</p><p>    It is the policy of the National Endowment for the Arts that 
meetings of the National Council on the Arts be conducted in open

Section 10 of the Act specifies that department and agency heads shall

</p><p>    Pursuant to Section 10(a)(2) of the Federal Advisory Committee Act 
(Pub. L. 92463), as amended, notice is hereby given that four meetings 
of the Arts Advisory Panel to the National Council on the Arts will be 
held at the Nancy Hanks Center, 1100 Pennsylvania Avenue, NW., 
Washington, DC, 20506 as follows (ending times are approximate):
</p><p>    Presenting/National Initiatives (application review): March 7, 
2008. This meeting will be by teleconference from 3 p.m. to 4:30 p.m.  and will be closed.</p><p>    Opera Honors (nominations review): March 11, 2008 in Room 527. This  meeting, from 9:30 a.m. to 11 a.m., will be closed.</p><p>    Opera Honors (nominations review): March 11, 2008 in Room 527. This  meeting, from 11 a.m. to 12:30 p.m., will be closed.</p><p>    Opera Honors (overview/policy discussion): March 11, 2008 in Room  527. This meeting, from 2 p.m. to 3 p.m., will be open.</p><p>    The closed portions of meetings are for the purpose of Panel 
review, discussion, evaluation, and recommendations on financial

Meeting of National Council on the Humanities ]]></title>

</p><p>    Pursuant to the provisions of the Federal Advisory Committee Act 
(Pub. L. 92463, as amended) notice is hereby given the National 
Council on the Humanities will meet in Washington, DC on February 21 22, 2008.</p><p>    The purpose of the meeting is to advise the Chairman of the 
National Endowment for the Humanities with respect to policies, 
programs, and procedures for carrying out his functions, and to review 
applications for financial support from and gifts offered to the 
Endowment and to make recommendations thereon to the Chairman.
</p><p>    The meeting will be held in the Old Post Office Building, 1100 
Pennsylvania Avenue, NW., Washington, DC. A portion of the morning and 
afternoon sessions on February 2122, 2008, will not be open to the 
public pursuant to subsections (c)(4), (c)(6) and (c)(9)(B) of section 
552b of Title 5, United States Code because the Council will consider 
information that may disclose: trade secrets and commercial or
