  <title><![CDATA[  Fisheries of the Northeastern United States; Atlantic Mackerel,  Squid, and Butterfish Fisheries]]></title>

  <description><![CDATA[ NMFS proposes initial specifications for the 2004 fishing year 
for Atlantic mackerel, squid, and butterfish (MSB). Regulations 
governing these fisheries require NMFS to publish proposed 
specifications for the upcoming fishing year and to provide an  opportunity for public comment. The<br/> [[Page 64580]]<br/>
intent of this action is to fulfill this requirement and to promote the 
development and conservation of the MSB resources. This action also 
proposes an increase in the Illex squid catch limit for squid/
butterfish incidental catch permit holders from 5,000 lb (2.27 mt) to 
10,000 lb (4.54 mt). In addition, this action would correct the 
regulations implementing the MSB Fishery Management Plan (FMP) by 
reinserting regulatory text that was incorrectly removed in the final 
rule that implemented measures contained in the Atlantic Herring FMP, 
which was published on December 11, 2000.

  <title><![CDATA[  Availability of Seats for the Hawaiian Islands Humpback Whale  National Marine Sanctuary Advisory Council]]></title>

  <description><![CDATA[ The Hawaiian Islands Humpback Whale National Marine Sanctuary 
(HIHWNMS) is seeking applicants for the following vacant seats on its 
Sanctuary Advisory Council (Council): Maui County Alternate, Kaua'i 
County Alternate, Education Alternate, Fishing Alternate, Native 
Hawaiian Member, and Native Hawaiian Alternate. Applicants are chosen 
based upon their particular expertise and experience in relation to the 
seat for which they are applying; community and professional 
affiliations; philosophy regarding the protection and management of 
marine resources; and possibly the length of residence in Hawaii. 
Applicants who are chosen as members should expect to serve twoyear 
terms, pursuant to the Council's Charter.

  <title><![CDATA[  Taking of Marine Mammals Incidental to Specified Activities;  Construction of the East Span of the San]]></title>

  <description><![CDATA[ In accordance with provisions of the Marine Mammal Protection 
Act (MMPA) as amended, notification is hereby given that an Incidental 
Harassment Authorization (IHA) has been issued to the California 
Department of Transportation (CALTRANS) to take small numbers of 
California sea lions, Pacific harbor seals, and gray whales, by 
harassment, incidental to construction of a replacement bridge for the 
East Span of the San FranciscoOakland Bay Bridge (SFOBB) in 
California.

  <title><![CDATA[  Magnuson-Stevens Act Provisions; General Provisions for Domestic  Fisheries; Application for Exempted Fishing Permits]]></title>

  <description><![CDATA[ The Assistant Regional Administrator for Sustainable 
Fisheries, Northeast Region, NMFS (Assistant Regional Administrator) 
has made a preliminary determination that the subject EFP application 
contains all the required information and warrants further 
consideration. The Assistant Regional Administrator has also made a 
preliminary determination that the activitiesauthorized under the EFP 
would be consistent with the goals and objectives of the Summer 
Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP). 
However, further review and consultation may be necessary before a 
final determination is made to issue the EFP. Therefore, NMFS announces 
that the Assistant Regional Administrator proposes to recommend that an 
EFP be issued that would allow two vessels to conduct fishing 
operations that areotherwise restricted by the regulations governing 
the fisheries of the Northeastern United States. The EFP would allow 
for exemptions from the FMP as follows: Minimum mesh size in the
