  <title><![CDATA[  Notice of Availability of Draft Director's Order Concerning  National Park Service (NPS) Policies and Procedures for]]></title>

  <description><![CDATA[ The National Park Service is proposing to adopt a Director's 
Order setting forth the policies and procedures under which the NPS 
will recover expenses for providing utilities to nonNPS entities. 
These expenses include, but are not limited to, annual operating costs, 
cyclical repair and rehabilitation costs, and capital investment cost. 
16 U.S.C. 1b(4) provides authority for the NPS to furnish ``on a 
reimbursement of appropriation basis, all types of utility services to 
concessioners, contractors, permittees, or other users of such 
services, within the National Park System.'' The Director's Order 
provides policies and procedures for consistent application of this 
guidance throughout the National Park Service.

contains 62.77 acres, is located in Tehama County, and is further 
identified by Tehama County Assessor's Parcel Number 01504013. Tract 
01172 contains 17.20 acres, is located in Plumas County, and is 
further identified by Plumas County Assessor's Parcel Number 011010 02.</p><p>    The tracts are depicted on Drawing No. 111/92000, Sheet 1 of 3, 
Segment Map 01, revised October 24, 2007. This map is on file and 
available for inspection at the following locations: National Park

  <title><![CDATA[  Special Regulations, Areas of the National Park System, Grand  Teton National Park]]></title>

  <description><![CDATA[ The National Park Service (NPS) proposes to designate certain 
multiuse pathways in Grand Teton National Park as routes for bicycle 
use; NPS regulations require issuance of a special regulation to 
designate routes for bicycle use when it will be off park roads and 
outside developed areas. Several segments of multiuse pathways have 
been constructed, or are planned for construction, and are located 
parallel to and generally within about 50 feet of existing park roads. 
Moving bicycle traffic off the lanes of motor vehicle travel will 
reduce real and perceived safety hazards, which will enhance 
opportunities for nonmotorized enjoyment of the park, and encourage 
the use of alternate transportation by park employees and visitors. In 
addition, the NPS is proposing revisions to its regulations regarding 
fishing and boating in certain park waters of Grand Teton National Park 
to reflect current operating practices and management objectives.

  <title><![CDATA[  Boundary Revision ]]></title>

  <description><![CDATA[ Notice is hereby given that the boundary of Virgin Islands 
National Park is modified to include one tract of land adjacent to the 
park. This revision is made to include privately owned property that 
the landowners wish to donate to the United States. The National Park 
Service has determined that inclusion of the tract within the park's 
boundary will make significant contributions to the purposes for which 
the park was established. After the United States acquires the tracts, 
the National Park Service will manage them in accordance with 
applicable law.

  <title><![CDATA[  Special Regulations; Areas of the National Park System ]]></title>

  <description><![CDATA[ The National Park Service is proposing this rule to update its 
regulations for managing use of the Colorado River and adjoining 
federally owned lands administered by the National Park Service within 
Grand Canyon National Park. Changes to the current rule are necessary 
to implement portions of the park's recently revised Colorado River 
Management Plan. Current regulations govern boat trips on the Colorado 
River within the park upstream from Diamond Creek (approximately River 
Mile 226). In accordance with the new Colorado River Management Plan, 
the proposed rule will apply to the entire Colorado River within the 
park, including the reach of the river downstream from Diamond Creek to 
the boundary between the park and Lake Mead National Recreation Area 
(approximately River Mile 277).

  <title><![CDATA[  Temporary Vehicle Restriction on U. S. Route 209 ]]></title>

  <description><![CDATA[ The National Park Service (NPS), Delaware Water Gap National  Recreation Area, in conjunction with the Federal Highway <br/>
Administration, is repairing and reconstructing the Bushkill Creek 
Bridge along U.S. Route 209. During the repair and reconstruction 
period, Bushkill Creek Bridge will be closed. A detour route is 
available, but can only accommodate vehicles with a gross vehicle 
weight rating (GVWR) less than 15 tons. For this reason, NPS is 
instituting a temporary restriction of vehicles with a GVWR in excess 
of 15 tons (30,000 lbs GVWR) along U.S. Route 209 in the park. This 
temporary restriction will be in effect starting July 9, 2009 at 1800 
hours and will remain in effect 24 hours a day until July 27, 2009 at 
1800 hours.

Technology and Training, as authorized by Title IV, Section 404 of 
Public Law 102575, October 30, 1992. The specific duties of the Board 
are to (1) provide leadership, policy advice, and professional 
oversight to the Center; (2) advise the Secretary on priorities and the 
allocation of grants among the activities of the Center; and (3) submit 
an annual report to the President and the Congress.

  <title><![CDATA[  Notice of Termination of Preparation of an Environmental Impact  Statement for the Harriet Tubman Special Resource]]></title>

  <description><![CDATA[ This notice announces the termination of the process to 
develop an Environmental Impact Statement (EIS) for the Harriet Tubman 
Special Resource Study (SRS). The SRS was undertaken at the direction 
of Congress in Public Law 106516 to evaluate sites related to Harriet 
Tubman for potential inclusion in the national park system. The study 
area includes parts of Maryland and New York. A Notice of Intent to 
Prepare an EIS was published in the Federal Register on February 7,  2003.</p><p>    Initial formal public scoping took place through spring 2004, 
followed by continuous informal consultation with stakeholders, agency 
officials, and the interested public. From June through September 2008, 
NPS held stakeholder and public meetings and took comments on the  preliminary alternatives.</p><p>    Scoping revealed no issues or controversy, nor the potential for 
significant environmental impacts. Therefore, it was determined that an 
Environmental Assessment (EA) would suffice to address National

  <title><![CDATA[  General Management Plan; Hawaii Volcanoes National Park Hawaii;  Notice of Intent To Prepare an Environmental Impact]]></title>

  <description><![CDATA[ In accord with section 102(2)(C) of the National Environmental 
Policy Act of 1969 (42 U.S.C. 4321, et seq.), the National Park Service 
(NPS) is undertaking a conservation planning and environmental impact 
analysis process for updating the General Management Plan (GMP) for 
Hawaii Volcanoes National Park. The new GMP will include a wilderness 
eligibility assessment for the recently accessioned Kahuku District to 
evaluate if lands are potentially eligible for wilderness designation, 
as required by NPS Management Policies 2006 for newly acquired lands. 
The GMP will also outline a commercial services strategy to identify 
the appropriate role of commercial operators in helping the park 
provide opportunities for visitor use and enjoyment. An Environmental 
Impact Statement (EIS) will be prepared concurrently with the GMP. The 
GMP is intended to set forth the basic management philosophy for this 
unit of the National Park System and provide the strategies for

  <title><![CDATA[  Resource Protection Study, Record of Decision, Curecanti National  Recreation Area, Colorado]]></title>

  <description><![CDATA[ Pursuant to the National Environmental Policy Act of 1969, 42 
U.S.C. 4332(2)(C), the National Park Service (NPS) announces the 
availability of the Record of Decision for the Resource Protection 
Study, Curecanti National Recreation Area, Colorado. On December 4, 
2008, the Regional Director, Intermountain Region, approved the Record  of<br/> [[Page 16890]]<br/>
Decision for the project. A report, jointly prepared by the National 
Park Service and the Bureau of Reclamation (Reclamation, the 
cooperating agency on the EIS), will be forwarded to Congress through 
the Department of the Interior. That Report to Congress will present 
the Resource Protection Study's findings, and will recommend the 
implementation of the Preferred Alternative (Proposed Action) contained 
in the FEIS issued on October 3, 2008. Congress will then decide what 
action to take, if any. As soon as practicable following such 
congressional action, the National Park Service will begin to implement  those actions.<br/>

  <title><![CDATA[  Notice of Designation of Potential Wilderness as Wilderness,  Great Sand Dunes National Park and Preserve, CO]]></title>

  <description><![CDATA[ The Great Sand Dunes Wilderness within Great Sand Dunes 
National Monument was designated by Public Law 94567, dated Oct 20th, 
1976. According to the act the wilderness was to comprise 33,450 acres 
with a potential wilderness addition of 670 acres. Public Law 95625, 
dated Nov 10th, 1978 added 1,109 acres to Great Sand Dunes National 
Monument and Public Law 9687, dated Oct 12th, 1979, amended this 
addition to 1,900 acres and further added that ``The Secretary shall 
designate the lands described by this paragraph for management in 
accordance with the adjacent lands within the monument * * *.'' This 
amendment, therefore, has the effect of authorizing inclusion of the 
1,900 acres in the wilderness area. At the time the Acts were approved 
the added lands had nonconforming uses prohibited by the Wilderness 
Act of 1964 and so were designated as potential wilderness until such  time as the nonconforming uses were eliminated.</p><p>    The National Park Service depicted the wilderness and potential

1501.7, the National Park Service is expanding the scope of the 
Environmental Impact Statement (EIS) which is being prepared for the 
General Management Plan (GMP) for Channel Islands National Park. As 
part of this conservation planning effort, the EIS will include a 
wilderness study to determine if any portions of the park should be 
recommended for inclusion in the National Wilderness Preservation 
System as defined in the Wilderness Act of 1964. This new element will 
be included as part of the EIS currently in preparation. Accordingly 
this notice supplements and updates the original Notice of Intent 
published with regard to initiation of the GMP project in the Federal

  <title><![CDATA[  Notice of Intent To Prepare an Environmental Impact Statement on  Proposed Brooks River Bridge and Boardwalk at Katmai]]></title>

  <description><![CDATA[ The National Park Service (NPS) is preparing an Environmental 
Impact Statement (EIS) on a proposed Brooks River bridge and boardwalk, 
and associated access changes, to the Brooks Camp Area within Katmai 
National Park and Preserve. The purpose of the EIS is to evaluate a 
reasonable range of alternatives for a bridge and boardwalk that would 
span the lower Brooks River. The existing floating bridge would be 
removed. A new bridge would provide for the existing floatplane access 
to the Brooks Camp Area to continue, with planes beaching on the shore 
of Naknek Lake on the north side of Brooks River. This proposal would 
tier off the 1996 Brooks River Area Development Concept Plan (DCP) and 
EIS. If the decision is to construct a new bridge, it would result in 
an amendment to the access decision, which called for construction of a 
new floatplane dock, breakwater, onemile access road on the south side  of Brooks River, and required a shuttle system.</p><p>    In addition to the No Action alternative, the EIS wil<script type="text/javascript">

Denali National Park and Preserve Aircraft Overflights Advisory 
Council. The purpose of this meeting is to discuss mitigation of 
impacts from aircraft overflights at Denali National Park and Preserve. 
This meeting is open to the public and will have time allocated for 
public testimony. The public is welcomed to present written or oral 
comments. The meeting will be recorded and a summary will be available 
upon request from the Superintendent for public inspection 
approximately six weeks after each meeting. The Aircraft Overflights 
Advisory Council is authorized to operate in accordance with the 
provisions of the Federal Advisory Committee Act.

  <title><![CDATA[  Native American Graves Protection and Repatriation Review  Committee Findings and Recommendations Regarding Cultural]]></title>

</p><p>    The Native American Graves Protection and Repatriation Review 
Committee (Review Committee) was established by Section 8 of the Native 
American Graves Protection and Repatriation Act (NAGPRA; 25 U.S.C. 
3006) and is an advisory body governed by the Federal Advisory 
Committee Act (5 App. U.S.C. 116). At its October 1112, 2008 public 
meeting in San Diego, CA, the Review Committee, acting pursuant to its 
responsibilities to convene the parties to a dispute, review the 
information provided by the parties, and make findings of fact and 
recommendations relating to the cultural affiliation of the human 
remains in an inventory, heard a dispute between the Onondaga Nation 
and the New York State Museum. The issue before the Review Committee 
was whether the relevant information presented by the Onondaga Nation 
shows that, more likely than not, a relationship of shared group 
identity reasonably can be traced between the Onondaga Nation and human

Phoenix, AZ that meet the definition of ``sacred objects'' under 25  U.S.C. 3001.</p><p>    This notice is published as part of the National Park Service's 
administrative responsibilities under NAGPRA, 25 U.S.C. 3003 (d)(3). 
The determinations in this notice are the sole responsibility of the 
museum, institution, or Federal agency that has control of the cultural 
items. The National Park Service is not responsible for the  determinations in this notice.</p><p>    In the early 1900s, cultural items were collected by the Fred 
Harvey Company and donated to the Heard Museum by the Fred Harvey

  <title><![CDATA[  Submission of U.S. Nominations to the World Heritage List ]]></title>

  <description><![CDATA[ This notice constitutes the official publication of the 
decision to submit nominations to the World Heritage List for 
Papahanaumokuakea Marine National Monument, Hawaii, and Mount Vernon, 
Virginia, and serves as the Third Notice referred to in Sec. 73.7(j) of  the World Heritage Program regulations (36 CFR part 73).</p><p>    The nominations are being submitted through the Department of State 
for consideration by the World Heritage Committee, which will likely  occur at the Committee's 34th annual session in mid2010.</p><p>    These two properties have been selected from the U.S. World 
Heritage Tentative List. The Tentative List consists of properties that 
appear to qualify for World Heritage status and which may be considered 
for nomination by the United States to the World Heritage List. The 
current U.S. Tentative List was transmitted to the UNESCO World  Heritage Centre on January 24, 2008.</p><p>    The new U.S. Tentative List appeared in a Federal Register notice

  <title><![CDATA[  General Management Plan and Environmental Impact Statement,  Tumacacori National Historical Park, AZ]]></title>

  <description><![CDATA[ Pursuant to the National Environmental Policy Act of 1969, 42 
U.S.C. 4332(2)(C), the National Park Service (NPS) is preparing an 
environmental impact statement for a general management plan for 
Tumacacori National Historical Park, Arizona. The environmental impact 
statement will be approved by the Director, Intermountain Region.
</p><p>    The general management plan will prescribe the resource conditions 
and visitor experiences that are to be achieved and maintained in the  park over the next 15 to 20 years.</p><p>    The clarification of what must be achieved according to law and 
policy will be based on review of the park's purpose, significance, 
special mandates, and the body of laws and policies directing park 
management. Based on determinations of desired conditions, the general 
management plan will outline the kinds of resource management 
activities, visitor activities, and development that would be 
appropriate in the future. A range of reasonable management

  <title><![CDATA[  Notice of Termination of Preparation of an Environmental Impact  Statement for the Special Resource Study for the]]></title>

  <description><![CDATA[ This notice announces the termination of the process to 
develop an Environmental Impact Statement (EIS) for the Special 
Resource Study for the Delaware Coastal Area. The study area includes 
the coastal regions of the state of Delaware. A Notice of Intent to 
Prepare an Environmental Impact Statement was published in the Federal  Register on May 31, 2007.</p><p>    Subsequent scoping did not reveal the potential for significant 
adverse impacts or controversy; therefore, it was determined that an EA 
would suffice to address National Environmental Policy Act requirements  for this study.</p><p>    The Delaware National Coastal Special Resource Study and 
Environmental Assessment was made available for public review starting 
12/1/2008, and the comment period ended 12/31/2008. Based on the 
results of public comments, a Finding of No Significant Impact (FONSI) 
was prepared for review and approval by the NPS Northeast Regional  Director.</p><p>    The study report can be viewed at the NPS Planning, Environment and

that the Acadia National Park Advisory Commission will hold a meeting  on Monday, February 2, 2009.</p><p>    The Commission was established pursuant to Public Law 99420, Sec. 
103. The purpose of the commission is to consult with the Secretary of

and development of the park, including but not limited to the 
acquisition of lands and interests in lands (including conservation

<h3>human remains were removed from the Island of Kauai, HI.</h3>
<p>    This notice is published as part of the National Park Service's 
administrative responsibilities under NAGPRA, 25 U.S.C. 3003 (d)(3). 
The determinations in this notice are the sole responsibility of the 
museum, institution, or Federal agency that has control of the Native 
American human remains. The National Park Service is not responsible  for the determinations in this notice.</p><p>    This notice corrects a Notice of Inventory Completion published in 
the Federal Register on August 13, 2007, (FR Doc E715822, Page 45269), 
by amending the list of Native Hawaiian Organizations determined to be
