  <description><![CDATA[ History Colorado, formerly Colorado Historical Society, has 
completed an inventory of human remains, in consultation with the 
appropriate Indian tribes, and has determined that there is no cultural 
affiliation between the human remains and any presentday Indian 
tribes. Representatives of any Indian tribe that believes itself to be 
culturally affiliated with the human remains may contact History 
Colorado. Disposition of the human remains to the Indian tribes stated 
below may occur if no additional requestors come forward.

Indian tribe, has determined that the cultural item meets the 
definition of unassociated funerary object and repatriation to the Hopi 
Tribe of Arizona may occur if no additional claimants come forward. 
Representatives of any Indian tribe that believes itself to be 
culturally affiliated with the cultural items may contact The Colorado  College.<br/>

92463, 86 Stat. 770), the NPS is hereby giving notice that the Cape 
Krusenstern National Monument Subsistence Resource Commission (SRC) 
will hold meetings to develop and continue work on NPS subsistence 
program recommendations and other related subsistence management 
issues. The NPS SRC program is authorized under Title VIII, Section 808 
of the Alaska National Interest Lands Conservation Act, Public Law 96 487.</p><p>    Cape Krusenstern National Monument SRC Meeting Date and Location: 
The Cape Krusenstern National Park SRC will meet from 9:00 a.m. to 5:00 
p.m. on Tuesday, April 30 to Wednesday, May 1, 2013, at the National 
Park Service Northwest Arctic Heritage Center, (907) 4423890, in 
Kotzebue, AK. SRC meeting locations and dates may change based on

  <title><![CDATA[Environmental Impact Statements; Availability, etc.:]]></title>

  <description><![CDATA[ Pursuant to the National Environmental Policy Act (NEPA) of 
1969 (42 U.S.C. 4332(2)(C)) and consistent with the National Historic 
Preservation Act (NHPA) of 1966 (16 U.S.C. 470 et seq.), the National 
Park Service has prepared a Draft Environmental Impact Statement (EIS) 
for the proposed restoration of the Mariposa Grove of giant sequoias in 
Yosemite National Park. This Draft EIS presents three comprehensive 
design alternatives for restoring natural conditions in the Mariposa 
Grove as well as improving visitor experience and access within the 
Grove and at the nearby South Entrance to the park. The National Park 
Service is inviting public review of the document to solicit feedback 
on the proposed alternatives and to hear ideas and concerns for 
consideration in the Final EIS.

  <title><![CDATA[Demonstrations and Special Events:]]></title>

  <description><![CDATA[ We, the National Park Service, are amending the regulations on 
demonstrations and special events for the National Capital Region. This 
rule revises the definition of ``demonstration,'' lifts the prior 
regulatory ban on soliciting money or funds but requires a permit for 
the inperson solicitation of money or funds on Federal park land, and 
revises an introductory sentence prohibiting demonstrations or special 
events in designated memorial areas. This rule also changes the name of 
the permit office to the Division of Permits Management.

  <title><![CDATA[Special Regulations:]]></title>

  <description><![CDATA[ This rule designates certain multi-use pathways in 
Chattahoochee River National Recreation Area as routes for bicycle use. 
National Park Service general regulations require promulgation of a 
special regulation to designate new routes for bicycle use off park 
roads and outside developed areas. Several segments of multiuse 
pathways at Chattahoochee River National Recreation Area have been, or 
are planned to be, constructed to replace eroded social trails with a 
sustainable trail system. Allowing bicycling on the new trail system 
improves connectivity to regional trail networks, enhances 
opportunities for nonmotorized enjoyment of the park, and encourages 
the use of alternate transportation by park visitors and staff.

  <description><![CDATA[ The Washington State Parks and Recreation Commission has 
completed an inventory of human remains, in consultation with the 
appropriate Indian tribes, and has determined that there is a cultural 
affiliation between the human remains and presentday Indian tribes. 
Representatives of any Indian tribe that believes itself to be 
culturally affiliated with the human remains may contact the Washington 
State Parks and Recreation Commission. Repatriation of the human 
remains to the Indian tribes stated below may occur if no additional 
claimants come forward.

  <description><![CDATA[ Pursuant to Section 102(2)(C) the National Environmental 
Policy Act of 1969 and the Council on Environmental Quality 
regulations, the National Park Service (NPS) is preparing a Chronic 
Wasting Disease Management Plan and Environmental Impact Statement (CWD 
Management Plan/EIS) for Shenandoah National Park, Virginia. Action is 
needed at this time prevent the establishment of CWD in the white
tailed deer population of Shenandoah National Park and, should the 
disease become established, to slow the spread of the disease. To 
ensure that all significant issues are identified and considered, all 
interested parties are invited to comment on the proposed scope of the 
project, the purpose, need, and objectives of the plan, and draft 
alternatives.

  <description><![CDATA[ Pursuant to Section 102(a)(c) of the National Environmental 
Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service 
(NPS) announces the availability of the Draft Environmental Impact 
Statement (DEIS) for the General Management Plan (GMP) and East 
Everglades Wilderness Study (EEWS) for Everglades National Park (park). 
After it is finalized, the GMP/EEWS will guide the management of the  park over the next 20+ years.</p><p>    The last comprehensive planning effort for the Park was completed 
in 1979. Patterns and types of visitor use have changed, the 
Comprehensive Everglades Restoration Plan was approved, and in 1989 the 
East Everglades Addition of approximately 109,600 acres was added to 
the park to protect and restore the Northeast Shark River Slough. 
Recent studies have enhanced the understanding of resources, resource 
threats, and visitor use in the Park. The GMP will provide updated 
management direction for the entire park. The EEWS provides a forum for

  <description><![CDATA[ In accordance with Sec.  102(2)(C) of the National 
Environmental Policy Act of 1969 (Pub. L. 91190) Olympic National Park 
is initiating the conservation planning and environmental impact 
analysis process required to inform consideration of alternative 
strategies for the future management of the Olympic Wilderness. In 
November 1988, Congress designated about 95% (876,669 acres) of park 
lands as the Olympic Wilderness. Through this planning process a 
Wilderness Stewardship Plan (WSP) and Environmental Impact Statement 
(EIS) will be developed to provide guidance and direction to meet the 
requirements of the Wilderness Act of 1964 and 2006 NPS Management 
Policies, as well as to implement actions identified in the park's 2008 
General Management Plan (GMP). This process will include identifying 
and analyzing a range of alternatives for achieving wilderness 
stewardship objectives and conducting wilderness eligibility studies 
for areas identified in the GMP Record of Decision (2008). The WSP will

  <description><![CDATA[ This rule designates the Sleeping Bear Heritage Trail 
currently under construction within Sleeping Bear Dunes National 
Lakeshore as a route for bicycle use. The approximately 27milelong 
trail will generally parallel major state highways and offer visitors 
safe, nonmotorized access to the park. National Park Service general 
regulations require promulgation of a special regulation to designate 
new routes for bicycle use outside developed areas or off park roads.

  <description><![CDATA[ Pursuant to the National Environmental Policy Act (NEPA) of 
1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces 
the availability of the Final Environmental Impact Statement for Brooks 
River Visitor Access (Plan/FEIS), for Katmai National Park and 
Preserve, Alaska. The Plan/FEIS evaluates the environmental impacts of 
four action alternatives that include bridge and boardwalk systems to 
replace the existing Brooks River floating bridge and sites to relocate 
the existing Naknek Lake barge landing area at the mouth of the Brooks 
River. A noaction alternative is also evaluated. If implemented this 
EIS would amend the access provisions of the 1996 Brooks River Area 
Final Development Concept Plan and Environmental Impact Statement.

  <description><![CDATA[ Pursuant to Section 102(2)(c) of the National Environmental 
Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service 
(NPS) is preparing an Environmental Impact Statement (EIS) to analyze 
the impacts of Personal Watercraft (PWC) use at Gulf Islands National  Seashore (GUIS).</p><p>    Personal Watercraft use emerged at GUIS in the 1980s and was 
permitted in units of the national park system under the same 
regulations as other motorized watercraft. However, on March 21, 2000, 
the NPS published a regulation governing PWC use within all units of 
the national park system (65 FR 15077, codified at 36 CFR 3.24). This 
regulation prohibits PWC use in all national park units unless the NPS 
determines that this type of waterbased recreational activity is 
appropriate for the specific park unit based on the legislation 
establishing that park, the park's resources and values, other visitor  uses of the area, and overall management objectives.</p><p>    In 2004, the NPS prepared an Environmental Assessment (EA) f<script type="text/javascript">

Park Service has prepared a Draft Environmental Impact Statement (DEIS) 
for the proposed Tuolumne Wild and Scenic River Comprehensive 
Management Plan (TRPCMP). The TRPCMP/DEIS addresses requirements of the 
Wild and Scenic Rivers Act (Pub. L. 90542, as amended) (WSRA), and 
will provide longterm guidance for management of the 54 miles of the 
Tuolumne River that flows through Yosemite National Park. The DEIS 
evaluates potential environmental consequences of implementing a range 
of alternatives, including a noaction (continue with current 
management) alternative and five action alternatives. Both the agency
preferred and environmentally preferred alternatives are identified.

may contact the Burke Museum acting on behalf of the University of

Committee (Review Committee) was established by Section 8 of the Native 
American Graves Protection and Repatriation Act (NAGPRA; 25 U.S.C. 
3006), and is an advisory body governed by the Federal Advisory 
Committee Act (5 App. U.S.C. 116). At a November 1719, 2010 public 
meeting in Washington, DC, and acting pursuant to its statutory 
responsibility to convene the parties to a dispute relating to the 
return of cultural items, and to facilitate the resolution of such a 
dispute, the Review Committee heard a dispute between the Wrangell 
Cooperative Association, joined by Sealaska Corporation, and the Alaska 
State Museum. The issue before the Review Committee was whether, in 
response to a request for the repatriation of a cultural item in the 
possession of the Alaska State Museum, the Alaska State Museum 
presented evidence proving that the Museum has a ``right of 
possession'' to the cultural item, as this term is defined in the

  <description><![CDATA[ We (National Park Service, NPS) have sent an Information 
Collection Request (ICR) to OMB for review and approval. We summarize 
the ICR below and describe the nature of the collection and the 
estimated burden and cost. This information collection is scheduled to 
expire on February 28, 2013. We may not conduct or sponsor and a person 
is not required to respond to a collection of information unless it 
displays a currently valid OMB control number. However, under OMB 
regulations, we may continue to conduct or sponsor this information 
collection while it is pending at OMB.

  <title><![CDATA[Intent to Repatriate Cultural Items:]]></title>

  <description><![CDATA[ The Northwest Museum of Arts & Culture, also known as the 
Eastern Washington State Historical Society, in consultation with the 
appropriate Indian tribe, has determined that the cultural items meet 
the definition of unassociated funerary objects and repatriation to the 
Indian tribe stated below may occur if no additional claimants come 
forward. Representatives of any Indian tribe that believes itself to be 
culturally affiliated with the cultural items may contact the Northwest 
Museum of Arts & Culture.

  <title><![CDATA[Inventory Completions:]]></title>

  <description><![CDATA[ The Museum of Anthropology has completed an inventory of human 
remains and associated funerary objects, in consultation with the 
appropriate Indian tribe, and has determined that there is a cultural 
affiliation between the human remains and associated funerary objects 
and the Spokane Tribe of the Spokane Reservation. Representatives of 
any Indian tribe that believes itself to be culturally affiliated with 
the human remains and associated funerary objects may contact the 
Museum of Anthropology at Washington State University. Repatriation of 
the human remains associated funerary items to the Spokane Tribe of the 
Spokane Reservation may occur if no additional claimants come forward.

  <description><![CDATA[ As required by the Federal Advisory Committee Act, the 
National Park Service (NPS) is hereby giving notice for the 2013 
schedule of meetings for the Advisory Committee to the Paterson Great 
Falls National Historical Park General Management Plan. The Paterson 
Great Falls National Historical Park (NHP) Federal Advisory Commission 
was authorized by Congress and signed by the President on March 30, 
2009, (Pub. L. 11111, Title VII, Subtitle A, Section 7001, Subsection 
e) ``to advise the Secretary in the development and implementation of 
the management plan.'' Agendas for these meetings will be provided on
