  <title><![CDATA[
Indiana Michigan Power Company, Donald C. Cook Nuclear Plant;  Notice of Intent To Prepare an Environmental Impact]]></title>

</p><p>    Indiana Michigan Power Company (I&M) has submitted an application 
for renewal of Facility Operating Licenses, DPR58 and DPR74 for an 
additional 20 years of operation at the Donald C. Cook Nuclear Plant 
(Cook), Units 1 and 2 (CNP). CNP is located in Berrien County, 
Michigan, about 55 miles east of Chicago, Illinois. The operating 
licenses for Cook Nuclear Plant, Units 1 and 2, expire on October 25, 
2014, and December 23, 2017, respectively. The application for renewal 
was received on November 3, 2003, pursuant to 10 CFR part 54. A notice 
of receipt and availability of the application, which included the 
environmental report (ER), was published in the Federal Register on 
November 10, 2003 (68 FR 63824). A notice of acceptance for docketing 
of the application for renewal of the facility operating license was 
published in the Federal Register on December 10, 2003 (68 FR 68956). 
The purpose of this notice is to inform the public that the U.S. 
Nuclear Regulatory Commission (NRC) will be preparing<script type="text/javascript">

<h3>I. Receipt of Application and Availability of Documents</h3>
<p>    Notice is hereby given that the U.S. Nuclear Regulatory Commission 
(NRC or the Commission) received on December 15, 2003, an application, 
safety analysis report, and environmental report from Louisiana Energy 
Services, L.P. (LES), for a license to possess and use source, 
byproduct, and special nuclear material and to enrich natural uranium 
to a maximum of 5 percent U235 by the gas centrifuge process. The 
plant, to be known as the National Enrichment Facility (or NEF), would 
be constructed in Eunice, New Mexico. LES is a limited Partnership 
whose general Partners are Urenco Investments, Inc. (a subsidiary of 
Urenco, Ltd.) and Westinghouse Enrichment Company. In addition, there  are six limited Partners.</p><p>    Copies of LES's application, safety analysis report, and 
environmental report (except for portions thereof subject to
