Carolina Power & Light Company; Notice of Consideration of  Issuance of Amendment to Facility Operating License and]]></title>

</p><p>    The U.S. Nuclear Regulatory Commission (NRC, or the Commission) is 
considering issuance of an amendment to Facility Operating License No. 
DPR23 issued to the Carolina Power & Light Company (the licensee), now 
doing business as Progress Energy Carolinas, Inc., for operation of the 
H.B. Robinson Steam Electric Plant, Unit No. 2, located in Darlington  County, South Carolina.</p><p>    The proposed amendment would change the Technical Specifications 
related to rod position indication. The requirements would be modified 
for the condition where one demand position indicator per bank for one 
or more banks is inoperable, and new requirements would be added for 
the condition where two demand position indicators per bank for one or  more banks are inoperable.</p><p>    Before issuance of the proposed license amendment, the Commission 
will have made findings required by the Atomic Energy Act of 1954, as  amended (the Act), and the Commission's regulations.</p><p>    The filing of requests for hearing and petitions for leav<script type="text/javascript">

  <title><![CDATA[
Florida Power and Light Company; Notice of Consideration of  Issuance of Amendment to Facility Operating Licenses,]]></title>

</p><p>    The U.S. Nuclear Regulatory Commission (NRC, the Commission) is 
considering issuance of an amendment to Facility Operating License No. 
DPR31, issued to Florida Power and Light Company (FPL, the licensee), 
for operation of the Turkey Point Nuclear Plant, Units 3 and 4, located  in MiamiDade County, Florida.</p><p>    The proposed amendment would revise Technical Specification (TS) 
3.1.3.2, on a permanent basis to allow the use of an alternate method 
of determining rod position for a control rod or shutdown rod with an 
inoperable rod position indicator (RPI). The proposed alternate method 
of monitoring the stationary gripper coil voltage has been previously 
submitted by FPL per References 1, 2 and 3, and approved by the NRC for 
use at Turkey Point Units 3 and 4. The NRC approved the alternate 
method for monitoring rod position on October 5, 2006, by issuance of 
License Amendment 230 for Turkey Point Unit 3 for control rod M6 in 
Control Rod Bank C during Cycle 22 operation. The licensee indicated
