  <description><![CDATA[ Notice is hereby given of the following determinations: 
Pursuant to the authority vested in me by the Act of October 19, 1965 
(79 Stat. 985, U.S.C. 2459), the Foreign Affairs Reform and 
Restructuring Act of 1998 (112 Stat. 2681 et seq.), Delegation of 
Authority No. 234 of October 1, 1999 (64 FR 56014), and Delegation of 
Authority No. 236 of October 19, 1999 (64 FR 57920), as amended by 
Delegation of Authority No. 2363 of August 28, 2000 (65 FR 53795), I 
hereby determine that the objects to be included in the exhibit, 
``Gerome & Goupil: Art and Enterprise,'' imported from abroad for the 
temporary exhibition without profit within the United States, are of 
cultural significance. These objects are imported pursuant to loan 
agreements with foreign lenders. I also determine that the temporary 
exhibition or display of the exhibit objects at the Dahesh Museum in 
New York, New York from on or about February 6, 2001, to on or about 
May 5, 2001, and at The Frick Art and Historical Center, Pittsburgh,

Exhibition),'' imported from abroad for the temporary exhibition

objects at the Frederick R. Weisman Museum of Art at Pepperdine

  <title><![CDATA[
Secretary of State's Arms Control and Nonproliferation Advisory  Board; Notice of Closed Meeting]]></title>

</p><p>    In accordance with Section 10(a)(2) of the Federal Advisory 
Committee Act, 5 U.S.C. app 2 10(a)(2) (1996), the Secretary of State 
announces a meeting of the Arms Control and Nonproliferation Advisory 
Board (ACNAB) to take place January 45, 2001, at the Department of  State, Washington, DC.</p><p>    Pursuant to section 10(d) of the Federal Advisory Committee Act, 5 
U.S.C. app 2 10(d) (1996), and in accordance with Executive Order 
12958, in the interest of national defense and foreign policy, it has 
been determined that this Board meeting will be closed to the public, 
since the ACNAB members will be reviewing and discussing classified  matters.</p><p>    The purpose of this Advisory Board is to advise the President and 
the Secretary of State on scientific, technical, and policy matters 
affecting arms control. The Board will review specific arms control and 
nonproliferation issues. Members will be briefed on current U.S. policy 
and issues regarding negotiations such as the Convention on

Shipping Coordinating Committee; Subcommittee on Standards of  Training and Watchkeeping; Notice of Meeting]]></title>

</p><p>    The Shipping Coordinating Committee (SHC) will conduct an open 
meeting at 9:30 AM on January 16, 2001, in Room 4618 of the United 
States Coast Guard Headquarters Building, 2100 Second Street SW, 
Washington, DC 205930001. The primary purpose of the meeting is to 
prepare for the thirtysecond session of the International Maritime 
Organization (IMO) SubCommittee on Standards of Training and 
Watchkeeping (STW) to be held at IMO from January 22 to 26, 2001. </p><p>    The primary matters to be considered include:</p><p>    1. Training and certification of maritime pilots;
</p><p>    2. Unlawful practices associated with certificates of competency  (i.e., forged certificates);</p><p>    3. Standard Marine Communication Phrases (SMCP);
</p><p>    4. Training in the use of Electronic Chart Display and Information  Systems (ECDIS);</p><p>    5. Guidance for training in ballast water management;
</p><p>    6. Guidance for ships operating in icecovered waters;

</p><p>    The Shipping Coordinating Committee will conduct an open meeting at

purpose of the meeting is to finalize preparations for the Sixth 
Session of the Subcommittee on Bulk Liquids and Gases of the  International<br/> [[Page 81556]]<br/>

Review of Annexes I and II of the International Convention for the 
Prevention of Pollution from Ships, 1973 as modified by the Protocol of  1978 (MARPOL 73/78).<br/>
Evaluation of safety and pollution hazards of chemicals and  preparation of consequential amendments.<br/>
Amendments to requirements on electrical installations in the IMO  Chemical Codes.<br/>

</p><p>    The Shipping Coordinating Committee will conduct an open meeting at 
9:<strong>00</strong> a.m. on Tuesday, February 13, 2001, in Room 2415, at U.S. Coast 
Guard Headquarters, 2100 2nd Street, SW, Washington, DC, 205930001. 
The purpose of this meeting will be to finalize preparations for the 
9th Session of the Flag State Implementation SubCommittee, and 
associated bodies of the International Maritime Organization (IMO), 
which is scheduled for February 1923, 2001, at IMO Headquarters in 
London. At this meeting, papers received and the draft U.S. positions  will be discussed.</p><p>    Among other things, the items of particular interest are:
Responsibilities of Governments and measures to encourage flag State  compliance;<br/> Selfassessment of flag State performance;<br/>
Implications arising when a vessel loses the right to fly the flag of  a State;<br/> Regional cooperation on port State control;<br/>
