  <title><![CDATA[New Conservation Measures for Antarctic Fishing Under the Auspices of CCAMLR]]></title>

  <description><![CDATA[ At its Twenty-Second Meeting in Hobart, Tasmania, from October
27 to November 7, 2003, the Commission for the Conservation of
Antarctic Marine Living Resources (CCAMLR), of which the United States
is a member, adopted conservation measures, pending countries'
approval, pertaining to fishing in the CCAMLR Convention Area. All the
measures were agreed upon in accordance with Article IX of the
Convention for the Conservation of Antarctic Marine Living Resources.
Measures adopted restrict overall catches of certain species of fish
and crabs, restrict fishing in certain areas, specify implementation
and inspection obligations supporting the Catch Documentation Scheme of
Contracting Parties, and promote compliance with CCAMLR measures by
nonContracting Party vessels. This notice includes the full text of
the conservation measures adopted at the TwentySecond meeting of

  <title><![CDATA[SUMMARY: The Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs announces an open]]></title>

</p><p>    Important Note: This Request for Grant Proposals contains

<h3>Program Information</h3>
<p>    This program provides grants to enable U.S. citizen undergraduate
students of limited financial means to pursue academic studies abroad.
Such foreign study is intended to expand understanding of other
countries and cultures among U.S. students, expose citizens of other
countries to Americans from diverse backgrounds, and better prepare
U.S. students to assume significant roles in an increasingly global economy.</p>
<h3>Overview</h3>
<p>    It is anticipated that, pending appropriation of funds, this grant
will provide an assistance award of approximately $1,600,000 for the
purpose of recruiting, selecting, and issuing grants of up to $5,000 to
individuals who meet the eligibility requirements listed below toward
