Title XIV of the Act, referred to as the Services Acquisition Report 
Act of 2003 (SARA), amended section 8002(d) of the Federal Acquisition  Streamlining Act of<br/> [[Page 74668]]<br/>
1994 (FASA) to expressly authorize the use of timeandmaterials (T&M) 
and laborhour (LH) contracts for certain commercial services under 
specified conditions.

  <title><![CDATA[  Endangered and Threatened Wildlife and Plants; Designation of  Critical Habitat for the Laguna Mountains Skipper]]></title>

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service), are 
designating critical habitat for the Laguna Mountains skipper (Pyrgus 
ruralis lagunae) pursuant to the Endangered Species Act of 1973, as 
amended (Act). In total, approximately 6,242 acres (ac) (2,525 hectares 
(ha)) fall within the boundaries of the critical habitat designation. 
The critical habitat is located in San Diego County, California, on 
lands under Federal (3,516 ac (1,423 ha)), State (381 ac (154 ha)), and 
private (2,345 ac (948 ha)) ownership.

  <title><![CDATA[  Senior Farmers' Market Nutrition Program Regulations ]]></title>

  <description><![CDATA[ This final rule implements the provision of the Farm Security 
and Rural Investment Act of 2002 that gives the Secretary of 
Agriculture the authority to promulgate regulations for the operation 
and administration of the Senior Farmers' Market Nutrition Program 
(SFMNP), thereby making it a permanent program rather than a 
competitive grant. The purposes of the SFMNP are to provide resources 
in the form of fresh, nutritious, unprepared, locally grown fruits, 
vegetables, and herbs from farmers' markets, roadside stands, and 
community supported agriculture programs to lowincome seniors; to 
increase the domestic consumption of agricultural commodities by 
expanding or aiding in the expansion of domestic farmers' markets, 
roadside stands, and community supported agriculture programs; and to 
develop or aid in the development of new and additional farmers' 
markets, roadside stands, and community supported agriculture programs.

Use of Census Data in the IHBG Program ]]></title>

  <description><![CDATA[ Senate Report 109-109, which accompanied HUD's Fiscal Year 
(FY) 2006 appropriations act, provides for HUD to reassess through 
notice and comment rulemaking its use of multirace data in the 
computation of the Need component of the Indian Housing Block Grant 
(IHBG) program allocation formula. Through the IHBG program, HUD 
provides Federal housing assistance to Indian tribes in a manner that 
recognizes the right of Indian selfdetermination and tribal self
government. Consistent with the language of Senate Report 109109, this 
notice solicits public comment on HUD's use of multirace data in the 
computation of the IHBG program allocation formula. Following HUD's 
review and consideration of the comments received, HUD may proceed with 
additional rulemaking as necessary.

                Designation of Officers of the Department of                  Justice<br/>
                 Memorandum for the Attorney General<br/>

                By the authority vested in me as President by the 
                Constitution and the laws of the United States of 
                America, including the Federal Vacancies Reform Act of 
                1998, 5 U.S.C. 3345 et seq., I hereby order that:

Section 1. Order of Succession. During any period when the Attorney 
General, the Deputy Attorney General, the Associate Attorney General, and 
the officers designated by the Attorney General pursuant to 28 U.S.C. 508 
to act as Attorney General have died, resigned, or otherwise become unable 
to perform the functions and duties of the office of Attorney General, the 
following officers of the Department of Justice, in the order listed, shall 
perform the functions and duties of the office of Attorney General, if they 
are eligible to act as Attorney General under the Federal Vacancies Reform 
Act of 1998, until such time as at least one of the officers mentioned 
above is able to perform the functions and duties of the office of Attorney  General:<br/>

United States Attorney for the Southern District of New York;

United States Attorney for the Eastern District of Virginia; and
 United States Attorney for the Western District of Texas.<br/>

Sec. 2. Exceptions. (a) No individual who is serving in an office listed in 
section 1 in an acting capacity, by virtue of so serving, shall act as  Attorney General pursuant to this memorandum.<br/>

(b) Notwithstanding the provisions of this memorandum, the President 
retains discretion, to the extent permitted by the Federal Vacancies Reform 
Act of 1998, 5 U.S.C. 3345 et seq., to depart from this memorandum in  designating an acting Attorney General.<br/>

Sec. 3. The Memorandum for the Attorney General of March 19, 2002, entitled 
``Designation of Officers of the Department of Justice,'' is hereby  revoked.<br/>

Electronic Filing of Transfer Agent Forms ]]></title>

  <description><![CDATA[ The Securities and Exchange Commission (``Commission'') is 
adopting amendments to the rules and forms under Section 17A of the 
Securities Exchange Act of 1934 (``Act'') to require that the forms 
filed with respect to transfer agent registration, annual reporting, 
and withdrawal from registration be filed with the Commission 
electronically. The forms will be filed on the Commission's EDGAR 
database in XML format and will be accessible to Commission staff and 
the public for search and retrieval. The amendments will improve the 
Commission's ability to utilize the information reported on the forms 
in performing its oversight function of transfer agent operations and 
to publicly disseminate the information on the forms.
