</p><p>    The Department of Homeland Security, U.S. Citizenship and 
Immigration Services (USCIS) will be submitting the following 
information collection request for review and clearance in accordance 
with the Paperwork Reduction Act of 1995. The information collection is 
published to obtain comments from the public and affected agencies. 
Comments are encouraged and will be accepted for sixty days until  October 25, 2010.</p><p>    During this 60day period, USCIS will be evaluating whether to 
revise the Form I130. Should USCIS decide to revise Form I130, we 
will advise the public when we publish the 30day notice in the Federal 
Register in accordance with the Paperwork Reduction Act. The public 
will then have 30 days to comment on any revisions to the Form I130.

N644. On July 15, 2010, USCIS published a 30day notice in the Federal 
Register at 75 FR 41216 extending the use of Form N644. However, USCIS 
should have published a 30day notice announcing a revision to the Form

  <description><![CDATA[ The Department of Health and Human Services (HHS or ``the 
Department'') is issuing this notice of proposed rulemaking to modify 
the Standards for Privacy of Individually Identifiable Health 
Information (Privacy Rule), the Security Standards for the Protection 
of Electronic Protected Health Information (Security Rule), and the 
rules pertaining to Compliance and Investigations, Imposition of Civil 
Money Penalties, and Procedures for Hearings (Enforcement Rule) issued 
under the Health Insurance Portability and Accountability Act of 1996 
(HIPAA). The purpose of these modifications is to implement recent 
statutory amendments under the Health Information Technology for 
Economic and Clinical Health Act (``the HITECH Act'' or ``the Act''), 
to strengthen the privacy and security protection of health 
information, and to improve the workability and effectiveness of these 
HIPAA Rules.

  <title><![CDATA[National Primary Drinking Water Regulations: Revisions to the  Total Coliform Rule]]></title>

  <description><![CDATA[ The Environmental Protection Agency (EPA or the Agency) is 
proposing revisions to the 1989 Total Coliform Rule. The proposed 
Revised Total Coliform Rule offers a meaningful opportunity for greater 
public health protection beyond the current Total Coliform Rule. The 
proposed revisions require systems that have an indication of coliform 
contamination in the distribution system to assess the problem and take 
corrective action that may reduce cases of illnesses and deaths due to 
potential fecal contamination and waterborne pathogen exposure. This 
proposal also updates provisions in other rules that reference 
analytical methods and other requirements in the current TCR (e.g., 
Public Notification and Ground Water Rules). These proposed revisions 
are in accordance with the Safe Drinking Water Act as amended, which 
requires EPA to review and revise, as appropriate, each national 
primary drinking water regulation promulgated under the Safe Drinking

Political Contributions by Certain Investment Advisers ]]></title>

  <description><![CDATA[ The Securities and Exchange Commission is adopting a new rule 
under the Investment Advisers Act of 1940 that prohibits an investment 
adviser from providing advisory services for compensation to a 
government client for two years after the adviser or certain of its 
executives or employees make a contribution to certain elected 
officials or candidates. The new rule also prohibits an adviser from 
providing or agreeing to provide, directly or indirectly, payment to 
any third party for a solicitation of advisory business from any 
government entity on behalf of such adviser, unless such third parties 
are registered brokerdealers or registered investment advisers, in 
each case themselves subject to pay to play restrictions. Additionally, 
the new rule prevents an adviser from soliciting from others, or 
coordinating, contributions to certain elected officials or candidates 
or payments to political parties where the adviser is providing or

  <title><![CDATA[  Extension of the Initial Registration Period for Haitians Under  the Temporary Protected Status Program]]></title>

  <description><![CDATA[ On January 21, 2010, the Secretary of the Department of 
Homeland Security designated Haiti under the Temporary Protected Status 
(TPS) program for a period of 18 months. DHS established a 180day 
registration period (from January 21, 2010, through July 20, 2010). 
This notice extends the registration period through January 18, 2011. 
This extension is necessary to provide applicants more time to register 
for TPS.

  <title><![CDATA[  Extension of the Designation of El Salvador for Temporary  Protected Status and Automatic Extension of Employment]]></title>

has extended the designation of El Salvador for temporary protected

nationality who last habitually resided in El Salvador) with TPS to re
register and to apply for an extension of their employment

registered for TPS under the designation of El Salvador and whose

  <title><![CDATA[
Prevention of Significant Deterioration and Title V Greenhouse  Gas Tailoring Rule]]></title>

  <description><![CDATA[ EPA is tailoring the applicability criteria that determine 
which stationary sources and modification projects become subject to 
permitting requirements for greenhouse gas (GHG) emissions under the 
Prevention of Significant Deterioration (PSD) and title V programs of 
the Clean Air Act (CAA or Act). This rulemaking is necessary because 
without it PSD and title V requirements would apply, as of January 2, 
2011, at the 100 or 250 tons per year (tpy) levels provided under the 
CAA, greatly increasing the number of required permits, imposing undue 
costs on small sources, overwhelming the resources of permitting 
authorities, and severely impairing the functioning of the programs. 
EPA is relieving these resource burdens by phasing in the applicability 
of these programs to GHG sources, starting with the largest GHG 
emitters. This rule establishes two initial steps of the phasein. The 
rule also commits the agency to take certain actions on future steps 
addressing smaller sources, but excludes certain smal<script type="text/javascript">

  <title><![CDATA[  Conservation Stewardship Program ]]></title>

  <description><![CDATA[ Section 2301 of the Food, Conservation, and Energy Act of 2008 
(2008 Act) amended the Food Security Act of 1985 to establish the 
Conservation Stewardship Program (CSP). On July 29, 2009, the Natural 
Resources Conservation Service (NRCS) published an interim final rule 
for CSP with a 60day public comment period. On September 21, 2009, the 
public comment period was extended 30 days. NRCS is publishing a final 
rule that addresses the comments received on the interim final rule and 
makes other minor adjustments to improve clarity of the rule.

  <title><![CDATA[  Automatic Dependent Surveillance--Broadcast (ADS-B) Out  Performance Requirements To Support Air Traffic Control (ATC)]]></title>

  <description><![CDATA[ This final rule amends FAA regulations by adding equipage 
requirements and performance standards for Automatic Dependent 
SurveillanceBroadcast (ADSB) Out avionics on aircraft operating in 
Classes A, B, and C airspace, as well as certain other specified 
classes of airspace within the U.S. National Airspace System (NAS). 
ADSB Out broadcasts information about an aircraft through an onboard 
transmitter to a ground receiver. Use of ADSB Out will move air 
traffic control from a radarbased system to a satellitederived 
aircraft location system. This action facilitates the use of ADSB for 
aircraft surveillance by FAA and Department of Defense (DOD) air 
traffic controllers to safely and efficiently accommodate aircraft

majority of flexibilities and administrative procedures are expected to 
be adopted without changes. However, modifications are made when 
necessary to address ONR's specific organizational, workforce, and 
approval needs; technical modifications to conform to changes in the 
law and governing Office of Personnel Management (OPM) regulations, 
which are not being waived, that were effected after the publication of 
the NRL personnel demonstration project plan; and changes in response 
to comments received during the 30day comment period.

entitled, ``Medicaid Programs; Premiums and Cost Sharing (73 FR 
71828),'' to address public comments received during reopened comment 
periods, and to reflect relevant statutory changes made in section 
5006(a) of the American Recovery and Reinvestment Act of 2009 (the 
Recovery Act). This revised final rule implements and interprets 
section 1916A of the Social Security Act (the Act), which was added by 
sections 6041, 6042, and 6043 of the Deficit Reduction Act of 2005 
(DRA), amended by section 405(a)(1) of the Tax Relief and Health Care 
Act of 2006 (TRHCA) and further amended by section 5006(a) of the 
American Recovery and Reinvestment Act of 2009 (the Recovery Act). 
These provisions increase State flexibility to impose premiums and cost 
sharing for coverage of certain individuals whose family income exceeds

  <title><![CDATA[  Filing Procedures and Automatic Extension of Employment  Authorization and Related Documentation for Liberians]]></title>

  <description><![CDATA[ On March 18, 2010, President Obama issued a memorandum to the 
Secretary of Homeland Security (the Secretary), Janet Napolitano, 
directing the Secretary to extend for an additional 18 months the 
deferred enforced departure (DED) of certain Liberians and to provide 
for work authorization during that period. The extension runs from 
April 1, 2010, through September 30, 2011. This notice announces an 
automatic 6month extension of current employment authorization 
documents (EADs) held by Liberians whose DED has been extended under 
the presidential memorandum and informs eligible Liberians and their 
employers how to determine which EADs are automatically extended. This 
notice also provides instructions for eligible Liberians on how to 
apply for the full 18month extension of employment authorization. 
Finally, this notice provides instructions for DEDeligible Liberians 
on how to apply for permission to travel outside the United States 
during the 18month DED period.

  <title><![CDATA[  Designation of Haiti for Temporary Protected Status ]]></title>

  <description><![CDATA[ The Department of Homeland Security announces that the 
Secretary of Homeland Security (Secretary) has designated Haiti for 
temporary protected status (TPS) for a period of 18 months. Under 
section 244(b)(1) of the Immigration and Nationality Act, the Secretary 
is authorized to designate a foreign state for TPS or parts of such 
state upon finding that such state is experiencing ongoing armed 
conflict, an environmental disaster, or ``extraordinary and temporary 
conditions.'' The Secretary may grant TPS to individual nationals of 
the designated foreign state (or to eligible aliens having no 
nationality who last habitually resided in such state) who have been 
both continuously physically present in the United States since the 
effective date of the designation and continually residing in the 
United States since a date determined by the Secretary, and who meet 
other eligibility criteria. TPS is available only to persons who were 
continuously physically present in the United States as of the
