</p><p>    The Department of Homeland Security, U.S. Citizenship and 
Immigration Services (USCIS) has submitted the following information 
collection request to the Office of Management and Budget (OMB) for 
review and clearance in accordance with the Paperwork Reduction Act of 
1995. USCIS previously published this information collection as an 
extension in the Federal Register on May 16, 2008, at 73 FR 28493, 
allowing for a 60day public comment period. During the 60day public 
comment period, USCIS decided to revise the Form N400 instructions. 
Therefore USCIS is publishing this 30Day information collection notice 
as a revision. USCIS did not receive any comments for this information  collection.</p><p>    The purpose of this notice is to allow an additional 30 days for

  <title><![CDATA[  Direct Mail Program for Submitting Form I-800A, Application for ]]></title>

  <description><![CDATA[ U.S. Citizenship and Immigration Services (USCIS) is expanding 
its Direct Mail Program to include Form I800, Petition to Classify 
Convention Adoptee as an Immediate Relative, and Form I800A, 
Application for Determination of Suitability to Adopt a Child from a 
Convention Country. Applicants must submit Forms I800, I800A, and all 
related supplements and forms to the USCIS Chicago Lockbox facility 
located in Illinois, for initial processing. Applicants were previously 
required to file at a USCIS field office with jurisdiction over their 
place of current residence. The Direct Mail Program allows USCIS to 
process applications more efficiently by eliminating duplicative work, 
maximizing staff productivity, and introducing better information 
management tools.

  <title><![CDATA[  Extension of the Designation of Sudan for Temporary Protected  Status; Automatic Extension of Employment Authorization]]></title>

  <description><![CDATA[ This Notice announces that the Secretary of Homeland Security 
has extended the designation of Sudan for temporary protected status 
(TPS) for 18 months, from its current expiration date of November 2, 
2008 through May 2, 2010. This Notice also sets forth procedures 
necessary for nationals of Sudan (or aliens having no nationality who 
last habitually resided in Sudan) with TPS to reregister with U.S. 
Citizenship and Immigration Services (USCIS) and to apply for an 
extension of their employment authorization documents (EADs) for the 
additional 18month period. Reregistration is limited to persons who 
have previously registered for TPS under the designation of Sudan and 
whose applications have been granted or remain pending. Certain 
nationals of Sudan (or aliens having no nationality who last habitually 
resided in Sudan) who have not previously applied for TPS may be 
eligible to apply under the late initial registration provisions.

</p><p>    The data collected on Forms G28 and G28I is used by the 
Department of Homeland Security (DHS) to determine eligibility of the 
individual to appear as a representative. Form G28 is used by 
attorneys admitted to practice in the United States and accredited 
representatives of charitable organizations recognized by the Board of 
Immigration Appeals. Form G28I will be used by attorneys admitted to 
the practice of law in countries other than the United States, and only 
with matters filed in DHS offices outside the geographical confines of  the United States.</p><p>    The Department of Homeland Security, U.S. Citizenship and

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service), propose to 
revise the currently designated critical habitat for Cirsium 
loncholepis (La Graciosa thistle) pursuant to the Endangered Species 
Act of 1973, as amended (Act). In total, approximately 38,447 acres 
(ac) (15,559 hectares (ha)) fall within the boundaries of this proposed 
revised critical habitat designation. The proposed revision is to 
critical habitat located in San Luis Obispo and Santa Barbara Counties, 
California.

Regulating Greenhouse Gas Emissions Under the Clean Air Act]]></title>

information relevant to, and solicits public comment on, how to respond 
to the U.S. Supreme Court's decision in Massachusetts v. EPA. In that 
case, the Supreme Court ruled that the Clean Air Act (CAA or Act) 
authorizes regulation of greenhouse gases (GHGs) because they meet the 
definition of air pollutant under the Act. In view of the potential 
ramifications of a decision to regulate GHGs under the Act, the notice 
reviews the various CAA provisions that may be applicable to regulate 
GHGs, examines the issues that regulating GHGs under those provisions 
may raise, provides information regarding potential regulatory 
approaches and technologies for reducing GHG emissions, and raises 
issues relevant to possible legislation and the potential for overlap

Truth in Lending ]]></title>

  <description><![CDATA[ The Board is publishing final rules amending Regulation Z, 
which implements the Truth in Lending Act and Home Ownership and Equity 
Protection Act. The goals of the amendments are to protect consumers in 
the mortgage market from unfair, abusive, or deceptive lending and 
servicing practices while preserving responsible lending and 
sustainable homeownership; ensure that advertisements for mortgage 
loans provide accurate and balanced information and do not contain 
misleading or deceptive representations; and provide consumers 
transactionspecific disclosures early enough to use while shopping for 
a mortgage. The final rule applies four protections to a newlydefined 
category of higherpriced mortgage loans secured by a consumer's 
principal dwelling, including a prohibition on lending based on the 
collateral without regard to consumers' ability to repay their 
obligations from income, or from other sources besides the collateral.

determinations in Order Nos. 890 and 890A, granting rehearing and 
clarification regarding certain revisions to its regulations and the 
pro forma openaccess transmission tariff, or OATT, adopted in Order 
Nos. 888 and 889 to ensure that transmission services are provided on a 
basis that is just, reasonable, and not unduly discriminatory. The 
reforms affirmed in this order are designed to: Strengthen the pro 
forma OATT to ensure that it achieves its original purpose of remedying 
undue discrimination; provide greater specificity to reduce 
opportunities for undue discrimination and facilitate the Commission's 
enforcement; and increase transparency in the rules applicable to 
planning and use of the transmission system.

  <description><![CDATA[ This proposed rule would make revisions to the Medicare 
Advantage (MA) program (Part C) and prescription drug benefit program 
(Part D). The regulation contains new regulatory provisions regarding 
special needs plans, medical savings accounts (MSA) plans, and cost
sharing for dual eligible enrollees in the MA program, the prescription 
drug payment and novation processes in the Part D program, and the 
enrollment, appeals, and marketing processes for both programs. We are 
proposing these changes based on lessons learned since 2006, the 
initial year of the prescription drug program and the revised MA 
program.

  <title><![CDATA[  Livestock Mandatory Reporting; Reestablishment and Revision of  the Reporting Regulation for Swine, Cattle, Lamb, and]]></title>

  <description><![CDATA[ On April 2, 2001, the Agricultural Marketing Service (AMS) 
implemented the Livestock Mandatory Reporting (LMR) program as required 
by the Livestock Mandatory Reporting Act of 1999 (1999 Act). The 
statutory authority for the program lapsed on September 30, 2005. In 
October 2006, legislation was enacted to reauthorize the 1999 Act until 
September 30, 2010, and to amend the swine reporting requirements of 
the 1999 Act (Pub. L. 109296) (Reauthorization Act). This final rule 
will reestablish the regulatory authority for the program's continued 
operation and incorporate the swine reporting changes contained within 
the Reauthorization Act as well as make other changes to enhance the 
program's overall effectiveness and efficiency based on AMS' experience 
in the administration of the program over the last 6 years.

  <title><![CDATA[  Agency Information Collection Activities: Form N-4, Extension of  a Currently Approved Information Collection; Comment]]></title>

</p><p>    The Department of Homeland Security, U.S. Citizenship and 
Immigration Services (USCIS) has submitted the following information 
collection request to the Office of Management and Budget (OMB) for 
review and clearance in accordance with the Paperwork Reduction Act of 
1995. The information collection was previously published in the 
Federal Register on March 3, 2008, at 73 FR 11430, allowing for a 60
day public comment period. USCIS did not receive any comments for this  information collection.</p><p>    The purpose of this notice is to allow an additional 30 days for 
public comments. Comments are encouraged and will be accepted until 
June 9, 2008. This process is conducted in accordance with 5 CFR  1320.10.</p><p>    Written comments and/or suggestions regarding the item(s) contained 
in this notice, especially regarding the estimated public burden and 
associated response time, should be directed to the Department of 
Homeland Security (DHS), and to the Office of Management and Budget 
(OMB) USCIS Desk Officer.<script type="text/javascript">
