  <title><![CDATA[  Endangered and Threatened Wildlife and Plants; 12-Month Finding  on a Petition To List the Yellow-Billed Loon as]]></title>

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service), announce a 
12month finding on a petition to list the yellowbilled loon (Gavia 
adamsii) as threatened or endangered, with critical habitat, under the 
Endangered Species Act of 1973, as amended (Act). The petitioners 
provided two listing options for consideration by the Service: (1) 
Listing the yellowbilled loon throughout its range, or (2) listing the 
United States population of the yellowbilled loon as a Distinct 
Population Segment (DPS). After a review of the best available 
scientific and commercial information, we have determined that listing 
the yellowbilled loon rangewide under the Act is warranted but 
precluded by other higher priority listing actions.

  <title><![CDATA[
Methods for Measurement of Filterable PM<INF>10</INF> and  PM<INF>2.5</INF> and Measurement of Condensable Particulate]]></title>

  <description><![CDATA[ This action proposes amendments to Methods 201A and 202. The 
proposed amendments to Method 201A would add a particlesizing device 
to allow for sampling of particulate matter (PM) with mean aerodynamic  diameters less than or equal to 2.5 micrometers ([mu]m) <br/>
(PM<INF>2.5</INF> or fine PM). The proposed amendments to Method 202 
would revise the sample collection and recovery procedures of the 
method to reduce the formation of reaction artifacts that could lead to 
inaccurate measurements of condensable particulate matter (CPM). 
Additionally, the proposed amendments to Method 202 would eliminate 
most of the hardware and analytical options in the existing method, 
thereby increasing the precision of the method and improving the 
consistency in the measurements obtained between source tests performed 
under different regulatory authorities. Finally, in this notice we are 
soliciting comments on whether to end the transition period for CPM in 
the New Source Review (NSR) program on a date earlier than the cu<script type="text/javascript">

Approval and Promulgation of Air Quality Implementation Plans;  Pennsylvania; Update to Materials Incorporated by]]></title>

  <description><![CDATA[ EPA is updating the materials submitted by Pennsylvania that 
are incorporated by reference (IBR) into the State implementation plan 
(SIP). The regulations affected by this update have been previously 
submitted by the Pennsylvania Department of Environmental Protection 
and approved by EPA. This update affects the SIP materials that are 
available for public inspection at the National Archives and Records 
Administration (NARA), the Air and Radiation Docket and Information 
Center located at EPA Headquarters in Washington, D.C., and the 
Regional Office.
