  <description><![CDATA[ U.S. Agency for International Development (USAID) is making 
efforts to reduce the paperwork burden. USAID invites the general 
public and other Federal agencies to take this opportunity to comment 
on the following proposed and/or continuing information collections, as 
required by the Paperwork Reduction Act for 1995. Comments are 
requested concerning: (a) Whether the proposed or continuing 
collections of information are necessary for the proper performance of 
the functions of the agency, including whether the information shall 
have practical utility; (b) the accuracy of the burden estimates; (c) 
ways to enhance the quality, utility, and clarity of the information 
collected; and (d) ways to minimize the burden of the collection of 
information on the respondents, including the use of automated 
collection techniques or other forms of information technology.

Board for International Food and Agricultural Development One  Hundred and Fifty-Fourth Meeting; Notice of Meeting]]></title>

</p><p>    Pursuant to the Federal Advisory Committee Act, notice is hereby 
given of the one hundred and fiftyfourth meeting of the Board for 
International Food and Agricultural Development (BIFAD). The meeting 
will be held from 8:45 a.m. to 4 p.m. on June 17, 2008 at the National 
Press Club located at 529 14th St., NW., Washington, DC. The venue will 
be the 1st Amendment Room which is located on the 13th floor of the 
National Press Club. ``Global Food Prices and Policy Actions'' is the  theme of BIFAD's June meeting.</p><p>    Dr. Robert Easter, Chairman of BIFAD, will preside over the 
proceedings. Dr. Easter is Dean of the College of Agriculture, Consumer  and Environment Sciences at the University of Illinois.</p><p>    The morning session will be include the Board's special study on 
``Defining a Title XII Activity'', and the results from BIFAD's recent 
Conference of Deans, which emphasized ``Higher Education on a New Stage 
in Global Agricultural Development.'' The conference was held on April

  <description><![CDATA[ The United States Agency for International Development (USAID) 
is issuing public notice of its intent to alter its system of records 
maintained in accordance with the Privacy Act of 1974, (5 U.S.C. 552a), 
as amended, entitled ``AID8 Personnel Security and Suitability 
Investigatory Records.'' USAID is updating this system to reflect the 
current administrative status and enhance the descriptions of other 
data elements in order to provide further transparency into USAID's 
recordkeeping practices.

Notification and Federal Employee Antidiscrimination and  Retaliation Act of 2002; Notice]]></title>

</p><p>    On May 15, 2002, Congress enacted the ``Notification and Federal 
Employee Antidiscrimination and Retaliation Act of 2002,'' which is now 
known as the No FEAR Act. One purpose of the Act is to ``require that 
Federal agencies be accountable for violations of antidiscrimination 
and whistleblower protection laws.'' Public Law 107174, Summary. In 
support of this purpose, Congress found that ``agencies cannot be run 
effectively if those agencies practice or tolerate discrimination.'' 
Public Law 107174, Title I, General Provisions, section 101(1).
</p><p>    The Act also requires this agency to provide this notice to Federal 
employees, former Federal employees and applicants for Federal 
employment to inform you of the rights and protections available to you 
under Federal antidiscrimination and whistleblower protection laws. Antidiscrimination Laws</p><p>    A Federal agency cannot discriminate against an employee or 
applicant with respect to the terms, conditions or privileges of 
employment on the basis of race,<script type="text/javascript">

given of a meeting of the Advisory Committee on Voluntary Foreign Aid  (ACVFA).</p><p>    Date: Thursday, February 28, 2008 (9 a.m. to 3 p.m.)
</p><p>    Location: National Press Club Ballroom, 529 14th Street, NW.,  Washington, DC 20045.</p><p>    Please note that this is the anticipated agenda and is subject to  change.</p><p>    Keynote: Henrietta H. Fore, USAID Administrator and Director of 
United States Foreign Assistance, will speak on the Global Development 
Commons, including its role as a driver of development and the link 
between economic growth and democratic governance. She will also 
provide an update on USAID's response to the ACVFA working groups'  recommendations.</p><p>    Democratic Governance and Economic Growth: An examination of what 
has worked successfully in democratic governance and economic growth 
programs will be discussed in two parts. Particular attention will be 
paid to those programs that have been or could be successfully

</p><p>    Pursuant to the Federal Advisory Committee Act, notice is hereby 
given of the one hundred and fiftythird meeting of the Board for 
International Food and Agricultural Development (BIFAD). The meeting 
will be held from 8 a.m. to 5 p.m. on February 27, 2008 at the National 
Press Club located at 529 14th St., NW., Washington, DC. The venue will 
be the 1st Amendment Room which is located on the 13th floor of the  National Press Club.</p><p>    Dr. Robert Easter, Chairman of BIFAD will open the meeting. Dr. 
Easter is the Dean, College of Agriculture, Consumer and Environment 
Sciences at the University of Illinois. Dean Easter's appointment as 
Chairman was confirmed by the White House on January 21, 2008. Dean 
Easter has been serving as interim Chairman since April 30, 2007 when 
Mr. Peter McPherson, former USAID Administrator, resigned from the 
Board. The Board also welcomes two new members: Mr. H. H. Barlow III 
(Kentucky) and Mr. Keith Eckel (Pennsylvania). They will be sworn in by
