  <title><![CDATA[
Interim Procedures for Considering Requests Under the Commercial  Availability Provision of the United States - Peru]]></title>

  <description><![CDATA[ This notice sets forth the interim procedures the Committee 
for the Implementation of Textile Agreements (``CITA'') will follow in 
implementing certain provisions of the United States  Peru Trade 
Promotion Agreement Implementation Act (``USPERU TPA''), which 
implemented into U.S. law the United States  Peru Trade Promotion 
Agreement (``Agreement''). Section 203(o)(2) of the USPERU TPA 
provides that the President shall establish procedures to govern the 
submission of requests to modify the list of fabrics, yarns, or fibers  not available<br/> [[Page 41112]]<br/>
in commercial quantities in a timely manner in either the United States 
or Peru as set out in Annex 3B of the Agreement. The President has 
delegated to CITA the authority to determine whether fabrics, yarns, or 
fibers are not available in commercial quantities in a timely manner in 
either the United States or Peru and has directed CITA to establish 
procedures that govern the submission of a request and provide the

Request for Public Comment on Short Supply Petition under the  North American Free Trade Agreement (NAFTA)]]></title>

  <description><![CDATA[ On August 5, 2009, the Chairman of CITA received a request 
from Sorini Samet & Associates LLC, on behalf of Cintas Corporation 
(``Cintas''), alleging that certain yarndyed poplin fabric, as 
specified below, classified under subheading 5513.31 of the Harmonized 
Tariff Schedule of the United States (HTSUS), cannot be supplied by the 
domestic industry in commercial quantities in a timely manner and 
requesting that CITA consider whether the North American Free Trade 
Agreement (NAFTA) rule of origin for articles of apparel and clothing 
accessories, not knitted or crocheted, classified under HTSUS Chapter 
62, should be modified to allow the use of certain nonNorth American 
yarndyed poplin fabric, as specified below. The President may proclaim 
a modification to the NAFTA rules of origin only after reaching an 
agreement with the other NAFTA countries on the modification. CITA

  <description><![CDATA[ The Committee for the Implementation of Textile Agreements 
(CITA) has determined that certain textile and apparel goods from 
Burkina Faso shall be treated as ``handloomed and handmade articles'' 
and qualify for preferential treatment under the African Growth and 
Opportunity Act. Imports of eligible products from Burkina Faso with an 
appropriate visa will qualify for dutyfree treatment.

Request for Public Comment on a Commercial Availability Request  under the U.S.-Bahrain Free Trade Agreement]]></title>

  <description><![CDATA[ On April 1, 2009, the Government of the United States received 
a request from the Government of Bahrain for consultations under 
Article 3.2.3 of the USBFTA. Bahrain is seeking agreement to revise the 
rules of origin for certain bedding, curtains, bed covers, and pillow 
covers to address availability of supply of certain compacted ring spun 
cotton yarns in the territories of the Parties. On July 7, 2009, the 
United States received additional information from Bahrain to address 
certain issues with respect to the April 1 request, including 
identification that the subject request is for certain compacted, 
single, ring spun cotton yarns classified in subheadings 5205.27.0020 
and 5205.28.0020 of the Harmonized Tariff Schedule of the United States 
(HTSUS). The President may proclaim a modification to the USBFTA rules 
of origin for textile and apparel products after reaching an agreement 
with the Government of Bahrain on the modification. CITA hereby
