participate in a Consumer Opinion Forum posted on the CPSC Web site,

in response to this notice before requesting an extension of this 
collection of information from the Office of Management and Budget.

Proposed Extension of Approval of Information Collection; Comment  Request; Clothing Textiles, Vinyl Plastic Film]]></title>

  <description><![CDATA[ As required by the Paperwork Reduction Act of 1995 (44 U.S.C. 
Chapter 35), the Consumer Product Safety Commission (Commission) 
requests comments on a proposed request for extension of approval of a 
collection of information from manufacturers and importers of clothing, 
and textiles and related materials intended for use in clothing. This 
collection of information is required in regulations implementing the 
Standard for the Flammability of Clothing Textiles (16 CFR Part 1610) 
and the Standard for the Flammability of Vinyl Plastic Film (16 CFR 
Part 1611). These regulations establish requirements for testing and 
recordkeeping for manufacturers and importers who furnish guaranties 
for products subject to the flammability standards for clothing 
textiles and vinyl plastic film. The Commission will consider all 
comments received in response to this notice before requesting an 
extension of approval of this collection of information from the Office 
of Management and Budget (OMB).

considering whether there may be unreasonable risks of injury and death 
associated with Recreational OffHighway Vehicles (ROVs). This advance 
notice of proposed rulemaking (ANPR) begins a rulemaking proceeding  under the Consumer Product Safety Act (CPSA).\1\<br/>
    \1\ The Commission voted 40 to publish this ANPR in the Federal 
Register. Chairman Inez M. Tenenbaum and Commissioners Robert Adler, 
Thomas Moore, and Nancy Nord voted to publish the ANPR. Commissioner

  <title><![CDATA[
Revocation of Regulation Banning Certain Baby-Walkers, Walker- Jumpers, and Similar Products]]></title>

  <description><![CDATA[ The Consumer Product Safety Commission (``CPSC'' or 
``Commission'') is proposing to revoke certain regulations pertaining 
to babybouncers, walkerjumpers, babywalkers, and similar products. 
CPSC is taking this action because the regulations, which originally 
were issued in 1971, are outdated and do not provide the degree of 
safety that is provided by currently manufactured babywalkers that 
comply with a more effective voluntary standard. This action also will 
eliminate confusion about whether manufacturers should certify that 
their products comply with these regulations or with a new mandatory 
safety standard for babywalkers proposed elsewhere in this issue of 
the Federal Register.

  <description><![CDATA[ In the Federal Register of December 29, 2003 (68 FR 74878), 
the Consumer Product Safety Commission (``Commission'') published a 
notice of proposed rulemaking under the Federal Hazardous Substances 
Act (``FHSA'') to reduce the unreasonable risk of injury associated 
with bath seats. On August 14, 2008, the Consumer Product Safety 
Improvement Act of 2008 (``CPSIA'') was enacted. Section 104(b) of the 
CPSIA requires the Commission to promulgate consumer product safety 
standards for durable infant or toddler products, which are to be 
``substantially the same as'' applicable voluntary standards (or more 
stringent requirements if they would further reduce the risk of injury 
associated with the product). Elsewhere in this issue of the Federal 
Register, the Commission is proposing a safety standard for infant bath 
seats in response to section 104(b) of the CPSIA. The rulemaking 
initiated under the FHSA is superseded by section 104(b) of the CPSIA.

Act of 2008 (``CPSIA''), Public Law 110314, 122 Stat. 3016, supersedes 
the proposed rule by amending the CPSA, the Federal Hazardous 
Substances Act (``FHSA''), and the Flammable Fabrics Act (``FFA'') to 
require the Commission to consider additional factors and to issue a 
rule providing its interpretation of all statutory factors pertaining 
to civil penalties. Consequently, the Commission is withdrawing the 
July 12, 2006 proposed rule.

would fulfill this statutory direction.

Notice of Stay of Enforcement Pertaining to Youth Motorized  Recreational Vehicles]]></title>

Safety Commission (``CPSC'' or ``Commission'') to stay enforcement of 
section 101(a) of the Consumer Product Safety Improvement Act of 2008 
(``CPSIA''), Public Law 110314 with regard to certain parts and youth 
motorized vehicles that contain those parts. Specifically, the 
Commission is staying enforcement of the specified lead level as it 
pertains to certain parts of youth allterrain vehicles, youth offroad 
motorcycles and youth snowmobiles (``Youth Motorized Recreational 
Vehicles'' or ``Vehicles''), specifically battery terminals containing 
up to 100 percent lead, and components made with metal alloys, 
including steel containing up to 0.35 percent lead, aluminum with up to 
0.4 percent lead, and copper with up to 4.0 percent lead, and the  vehicles that contain them.</p><p>    This stay will remain in effect until May 1, 2011, unless prior to 
that time the Commission, based upon evidence submitted to it, decides

Notice of Roundtable on Cribs and Other Sleeping Environments for  Infants]]></title>

  <description><![CDATA[ On August 14, 2008, the Consumer Product Safety Improvement 
Act (CPSIA) of 2008 was signed into law. Section 104 of the CPSIA 
requires the Commission to study and develop safety standards for 
durable infant and toddler products. The Commission is charged with 
examining and assessing the effectiveness of any voluntary consumer 
product safety standards for these products in consultation with 
representatives of consumer groups, juvenile product manufacturers, and 
independent child product engineers and experts. As part of the 
consultation process, the Commission will hold a Roundtable on Cribs 
and Other Sleeping Environments for Infants.

Notice of Availability of Draft Guidance Regarding Which  Children's Products are Subject to the Requirements of CPSIA]]></title>

  <description><![CDATA[ The Consumer Product Safety Improvement Act of 2008 (CPSIA) 
section 108 permanently prohibits the sale of any ``children's toy or 
child care article'' containing more than 0.1 percent of three 
specified phthalates. Section 108 of the CPSIA also prohibits on an 
interim basis ``toys that can be placed in a child's mouth'' or ``child 
care articles'' containing more than 0.1 percent of three additional 
phthalates. These prohibitions became effective on February 10, 2009. 
The purpose of this notice is to seek public comment on the draft 
approach prepared by CPSC staff for determining which products 
constitute a ``children's toy or child care article'' and therefore are 
subject to the requirements of section 108 of the CPSIA.\1\
    \1\ The Commission voted unanimously (20) to publish the 
Federal Register Notice without change.

published elsewhere in today's Federal Register, the Commission is 
withdrawing the proposed rule on exemptions for certain electronic

Notice of Stay of Enforcement of Testing and Certification  Requirements]]></title>

  <description><![CDATA[ This notice announces the decision of the Consumer Product 
Safety Commission (``CPSC'' or ``Commission'') to stay enforcement of 
certain provisions of subsection 14(a) of the Consumer Product Safety 
Act (``CPSA'') as amended by section 102(a) of the Consumer Product 
Safety Improvement Act of 2008 (``CPSIA''), Public Law 110314. 
Specifically, the Commission is staying certain of the requirements of 
paragraphs 14(a)(1), (2), and (3) that otherwise require testing and 
issuance of certificates of compliance by manufacturers, including 
importers, of products subject to an applicable consumer product safety 
rule as defined in the CPSA or similar rule, ban, standard, or 
regulation under any other Act enforced by the Commission. This stay  covers all such requirements with the exception of:<br/>
    (1) Those where testing and certification was required by 
subsection 14(a) of the CPSA prior to enactment of the CPSIA; and
    (2) Those requirements, when they become effective, applicable to
