</p><p>    Currently, the Corporation is soliciting comments concerning its 
proposed request for information and participation from AmeriCorps 
VISTA alumni. The outreach plan to obtain the contact information for 
VISTA alumni includes the mailing of two postcards to 177,000 alumni.

  <description><![CDATA[ The Corporation for National and Community Service (the 
Corporation) is correcting an interim final rule implementing time
sensitive changes required by the Serve America Act to take effect on 
October 1, 2009, that appeared in the Federal Register of September 10, 
2009. That document included amendments to two incorrectly listed 
paragraphs in two section, and inadvertently quoted incorrect language 
from another. This document corrects those errors.

  <title><![CDATA[  Serve America Act Amendments to the National and Community  Service Act of 1990 and the Domestic Volunteer Service Act]]></title>

  <description><![CDATA[ On April 21, 2009, President Obama signed into law the Edward 
M. Kennedy Serve America Act (Serve America Act). The Serve America Act 
reauthorizes and expands national service programs administered by the 
Corporation for National and Community Service (``the Corporation'') by 
amending the National and Community Service Act of 1990 (NCSA) and the 
Domestic Volunteer Service Act of 1973 (DVSA). The Corporation 
publishes this interim final rule to implement timesensitive changes 
that are required by the Serve America Act to take effect on October 1, 
2009. In addition to aligning statutory amendments with the NCSA and 
DVSA, the interim final rule reorders and renumbers certain parts of 
the existing regulations and expands the construction and use of 
defined terms.

Protocol for Categorical Exclusions Under the National  Environmental Policy Act for Programs Funded by the American]]></title>

  <description><![CDATA[ The Corporation for National and Community Service (the 
Corporation) has adopted an interim final protocol that categorically 
excludes national and community service programs funded under the 
American Recovery and Reinvestment Act of 2009 (Recovery Act) from the 
requirement of preparing environmental assessments or environmental 
impact statements under the National Environmental Policy Act, 42 
U.S.C. 432 et seq. (NEPA), because the programs do not individually or 
cumulatively have a significant effect on the human environment. Notice 
of the Corporation's protocol satisfies the requirements of the Council 
for Environmental Quality's (CEQ) NEPA regulations and facilitates 
reporting requirements under the Recovery Act. By adopting this 
protocol, the Corporation can better assure that urgently needed 
Recovery Act financial assistance is disbursed to eligible entities in 
a timely manner and that such funds are used and reported upon in

  <title><![CDATA[
Notice Inviting Preliminary Informal Public Input ]]></title>

  <description><![CDATA[ On April 21, 2009, President Obama signed the bi-partisan 
Edward M. Kennedy Serve America Act (the Act). The Act takes effect on 
October 1, 2009 and calls upon the Corporation for National and 
Community Service (``the Corporation'') and its partners to expand 
opportunities for all Americans to serve, to focus on important 
national outcomes, to be a catalyst for social innovation, and to 
support the nonprofit sector. In achieving these goals, the Corporation 
must look for new ways to build on the assets of federal and private  programs while reducing unnecessary burdens.</p><p>    The Serve America Act authorizes the Corporation not only to expand 
existing programs but to add several new programs and initiatives, 
ultimately expanding the core mission of the agency. Implementation of 
this historic legislation and strategic planning for the future will 
require the best ideas and thoughts from around the country.

  <description><![CDATA[ The Corporation for National and Community Service 
(hereinafter the ``Corporation''), as part of its continuing effort to 
reduce paperwork and respondent burden, conducts a preclearance 
consultation program to provide the general public and Federal agencies 
with an opportunity to comment on proposed and/or continuing 
collections of information in accordance with the Paperwork Reduction 
Act of 1995 (PRA95) (44 U.S.C. 3506(c)(2)(A)). This program helps to 
ensure that requested data can be provided in the desired format, 
reporting burden (time and financial resources) is minimized, 
collection instruments are clearly understood, and the impact of 
collection requirement on respondents can be properly assessed.
</p><p>    Currently, the Corporation is soliciting comments concerning the 
proposed renewal of its AmeriCorps*VISTA Recovery Act Progress Report
