This final rule establishes regulations for seasons, harvest limits, methods, and means related to taking of fish for subsistence uses in Alaska during the 20132014 and 20142015 regulatory years. The Federal Subsistence Board (Board) completes the biennial process of revising subsistence hunting and trapping regulations in evennumbered years and subsistence fishing and shellfish regulations in oddnumbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable biennial cycle. This rulemaking replaces the fish taking regulations that expire on March 31, 2013.

The Food Safety and Inspection Service (FSIS) is announcing the availability of and requesting comments on a draft compliance guide for U.S. importers and brokers on the electronic filing of import inspection applications for certain meat, poultry, and egg products through the Automated Commercial Environment (ACE). ACE is the Web based portal for the collection and use of international trade data maintained by U.S. Customs and Border Protection (CBP). FSIS is also announcing a pilot program intended to test the transfer of data from the Participating Government Agency (PGA) Message Set in ACE to FSIS's Webbased data analytics system, the Public Health Information System (PHIS). The PGA Message Set is the data that CBP will collect electronically from U.S. importers and brokers from PGAs. This data will enable agencies to make decisions about which products can come into the U.S. without the multiple paper forms currently used. We are amending the regulations governing the importation of animals and animal products by recognizing 25 Member States of the European Union (EU) as the Animal and Plant Health Inspection Service (APHIS)defined EU poultry trade region and adding it to the list of regions we consider to be free of Newcastle disease. The Agricultural Marketing Service (AMS) is proposing to maintain user fees for cotton producers for 2013 crop cotton classification services under the Cotton Statistics and Estimates Act at the same level as in 2012. These fees are also authorized under the Cotton Standards Act of 1923. The 2012 crop user fee was $2.20 per bale, and AMS proposes to continue the fee for the 2013 cotton crop at that same level. This proposed fee and the existing reserve are sufficient to cover the costs of providing classification services for the 2013 crop, including costs for administration and supervision.

The Rio Grande National Forest is proposing to add a cabin for rent to the public for a $50 fee for the overnight rental. It was recently renovated and has public interest in utilizing the facility. Rentals of other cabins on the Rio Grande National Forest have shown that people appreciate and enjoy the availability of historic rental cabins. USDA published a proposed rule in the Federal Register on June 25, 2012, which would have mandated that weekly reporting for pork (fresh, chilled, or frozen muscle cuts/whether or not boxed) and distillers dried grain (DDG) be added to the Export Sales Reporting program (ESR). A final rule was issued to add pork to the ESR, but a decision on DDG was deferred. This document provides for an additional comment period regarding mandatory export sales reporting for DDG.

As a condition of entry, the bananas will have to be produced in accordance with a systems approach that will include requirements for importation of commercial consignments, monitoring of fruit flies to establish low prevalence places of production, harvesting only of hard green bananas, and inspection for quarantine pests by the national plant protection organization of the Philippines. The bananas will also have to be accompanied by a phytosanitary certificate with an additional declaration stating that they were grown, packed, and inspected and found to be free of quarantine pests in accordance with the proposed requirements. The Forest Service will prepare an Environmental Impact Statement (EIS) to document the analysis and disclose the environmental impacts of the Maverick Point Forest Health Project. This project is designed to achieve goals of increasing aspen and ponderosa pine forest stand resilience and resistance to insects, disease, drought, and wildfire by altering stand density, species composition, and age class structure via use of timber harvesting and prescribed fire. Project activities also seek to maintain or improve the productivity and diversity of wildlife habitat and improve watershed health through restoring or protecting selected springs or active head cuts, closing unauthorized roads, and reclaiming abandoned uranium mine adits and waste rock. The building was constructed in 1933 by the Civilian Conservation Corps and has been determined eligible for listing on the National Register of Historic Places. The proposed fee will be $125.00 per night, to accommodate up to four people. Other cabin rentals on National Forests in Arizona have shown that the public appreciates the enhanced recreational opportunity afforded by these rehabilitated historic structures. Revenues from the rentals will be used for the continued operation and maintenance of this facility and other properties in the Arizona ``Rooms with a View'' Cabin Rental Program.

We are adding the CervidTB Stat-Pak[supreg] and DPP[supreg] tests as official tuberculosis tests for the following species of captive cervids: Elk, red deer, whitetailed deer, fallow deer, and reindeer. We are taking this action because we have determined that the tests can reliably detect the presence or absence of antibodies to bovine tuberculosis in certain species of captive cervids. This action is necessary on an immediate basis in order to provide regulated entities with more options in order to meet the testing requirements for captive cervids within the regulations.

We are amending the regulations to establish minimum national official identification and documentation requirements for the traceability of livestock moving interstate. Under this rulemaking, unless specifically exempted, livestock belonging to species covered by the regulations that are moved interstate must be officially identified and accompanied by an interstate certificate of veterinary inspection or other documentation. These regulations specify approved forms of official identification for each species but allow the livestock covered under this rulemaking to be moved interstate with another form of identification, as agreed upon by animal health officials in the shipping and receiving States or Tribes. The purpose of this rulemaking is to improve our ability to trace livestock in the event that disease is found.

As set forth in 7 CFR 4279.107, the Agency has the authority to charge an initial guarantee fee and an annual renewal fee for loans made under the Business and Industry (B&I) Guaranteed Loan Program.
