  <title><![CDATA[  Oranges and Grapefruit Grown in Lower Rio Grande Valley in Texas;  Increased Assessment Rate]]></title>

  <description><![CDATA[ This rule increases the assessment rate established for the 
Texas Valley Citrus Committee (Committee) for the 200304 and 
subsequent fiscal periods from $0.11 to $0.14 per \7/10\bushel carton 
or equivalent of oranges and grapefruit handled. The Committee locally 
administers the marketing order which regulates the handling of oranges 
and grapefruit grown in the Lower Rio Grande Valley in Texas. 
Authorization to assess orange and grapefruit handlers enables the 
Committee to incur expenses that are reasonable and necessary to 
administer the program. The fiscal period began August 1 and ends July 
31. The assessment rate will remain in effect indefinitely unless 
modified, suspended, or terminated.

  <title><![CDATA[  Trade Adjustment Assistance for Farmers ]]></title>

</p><p>    The Administrator, Foreign Agricultural Service (FAS), certified a 
petition for trade adjustment assistance (TAA) that was filed on 
October 8, 2003, by the Catfish Farmers of America, Indianola, 
Mississippi; Rutledge & Rutledge, Newport, Arkansas; and the Western 
Regional Chapter of the Kentucky Aquaculture Association, Farmington, 
Kentucky, on behalf of catfish producers in the states of Alabama, 
Arkansas, Florida, Georgia, Idaho, Illinois, Kansas, Kentucky, 
Louisiana, Mississippi, Missouri, Nevada, North Carolina, Ohio, 
Oklahoma, South Carolina, Texas, and Utah. Producers are now eligible 
to apply for program benefits.

  <title><![CDATA[  Madera County Resource Advisory Committee ]]></title>

  <description><![CDATA[ Pursuant to the authorities in the Federal Advisory Committee 
Act of 1972 (Pub. L. 92463) and under the secure Rural Schools and 
Community SelfDetermination Act of 2000 (Pub. L. 106393) the Sierra 
National Forest's Resource Advisory Committee for Madera County will 
meet on Monday, December 15, 2003. The Madera Resource Advisory 
Committee will meet at the U.S.D.A. Forest Service Office in North 
Fork, CA. The purpose of the meeting is: Review new RAC proposals, 
review progress of FY 2002 accounting, monitoring and evaluation, 
voting procedures proposal update, conference update, arrowhead 
presentation, review of Sierra business council book, and review of 
newsletter.
