  <title><![CDATA[  Pork Promotion, Research, and Consumer Information Order-- Decrease in Importer Assessments]]></title>

  <description><![CDATA[ Pursuant to the Pork Promotion, Research, and Consumer 
Information Act of 1985 (Act) and the Pork Promotion, Research, and 
Consumer Information Order (Order) issued thereunder, this proposed 
rule would decrease by fivehundredths to sevenhundredths of a cent 
per pound the amount of the assessment per pound due on imported pork 
and pork products to reflect a decrease in the 2002 average price for 
domestic barrows and gilts. This proposed action would bring the 
equivalent market value of the live animals from which such imported 
pork and pork products were derived in line with the market values of 
domestic porcine animals. In addition, this rule deletes two live 
porcine animal Harmonized Tariff Schedule (HTS) numbers0103.91.0000 
and 0103.92.0000and adds five new live porcine animal HTS numbers 
0103.91.0010, 0103.91.0020, 0103.91.0030, 0103.92.0010, and 
0103.92.0090to the table in Sec.  1230.110(a) in order to update the 
HTS numbers used for live porcine animals.

  <title><![CDATA[  Food Stamp Program: High Performance Bonuses ]]></title>

  <description><![CDATA[ This rulemaking proposes to amend Food Stamp Program (FSP) 
regulations to implement provisions of section 4120 of the Farm 
Security and Rural Investment Act of 2002 (FSRIA). This section 
authorizes the Food and Nutrition Service (FNS) to award bonuses to 
States that demonstrate high or improved performance in administering 
the FSP. This rule proposes performance measures for these bonuses for 
fiscal year (FY) 2005 and beyond. It also proposes the data that will 
be used to measure the identified performance. The performance bonuses 
are meant to act as an incentive for State agencies to improve or 
maintain high performance in administering the FSP.
