  <description><![CDATA[ The records formerly maintained in this Privacy Act System of 
Records, USDA/FS05 Certified Cost Collectors are no longer maintained, 
and the System of Records is obsolete. Therefore, this system is being 
abolished and removed from the inventory of USDA System of Records in 
accordance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended.

  <title><![CDATA[  Tuberculosis; Amend the Status of New Mexico From Accredited Free  to Modified Accredited Advanced]]></title>

  <description><![CDATA[ We are amending the regulations to remove a zone in New Mexico 
from the list of accreditedfree zones for bovine tuberculosis and 
reclassify the entire State as modified accredited advanced. Because 
two affected herds have been detected in New Mexico's accreditedfree 
zone since May 2007, the zone no longer meets our requirements for 
accreditedfree status. This action is necessary to reduce the 
likelihood of the spread of bovine tuberculosis within the United 
States.

  <title><![CDATA[  Potato Cyst Nematode; Update of Quarantined Areas ]]></title>

  <description><![CDATA[ We are advising the public that we have made changes to the 
area in the State of Idaho that is quarantined to prevent the spread of 
potato cyst nematode. The description of the quarantined area was 
updated on June 27, 2008, when nine fields were released from 
designation as quarantined areas and four fields were added as 
quarantined areas.

  <title><![CDATA[  Request for Proposals for Woody Biomass Utilization Grant--Forest  Restoration Activities on National Forest System]]></title>

  <description><![CDATA[ The USDA Forest Service, State and Private Forestry, 
Technology Marketing Unit, located at the Forest Products Laboratory, 
requests proposals for forest product projects that increase the use of 
woody biomass from National Forest System lands. The woody biomass 
utilization grant program is intended to help improve forest 
restoration activities by using and creating markets for smalldiameter 
material and lowvalued trees removed from forest restoration 
activities, such as reducing hazardous fuels, handling insect and 
diseased conditions, or treating forestlands impacted by catastrophic 
weather events. These funds are targeted to help communities, 
entrepreneurs, and others turn residues from forest restoration 
activities into marketable forest products and/or energy products.

  <title><![CDATA[  Minnkota Power Cooperative, Inc.: Notice of Extension of Public  Comment Period for Public Scoping in Preparation of]]></title>

  <description><![CDATA[ The Rural Utilities Service (RUS), an agency delivering the 
U.S. Department of Agriculture's Rural Development Utilities Programs, 
hereinafter referred to as Rural Development and/or the Agency, is 
extending the public comment period for the public scoping in 
preparation of an Environmental Impact Statement (EIS) for the proposed 
action by Minnkota Power Cooperative (Minnkota Power), Otter Tail Power 
Company, and Minnesota Power to construct a 230 kV electric  transmission line from Bemidji to Grand Rapids, Minnesota.</p><p>    Rural Development and the State of Minnesota Office of Energy 
Security (OES) are jointly preparing an EIS to evaluate the potential 
impacts of the proposed transmission line pursuant to the National 
Environmental Policy Act of 1969 (NEPA) (U.S.C. 4231 et seq.) in 
accordance with the Council on Environmental Quality (CEQ) regulations 
for implementing the procedural provisions of NEPA (40 CFR 15001508), 
36 CFR 800.2(a); section 106 of the National Historic Preservation Act
