  <title><![CDATA[NATIONAL AERONAUTICS AND SPACE ADMINISTRATION ]]></title>

  <description><![CDATA[ Under the provisions of the Paperwork Reduction Act of 1995 
(44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR) 
Secretariat has submitted to the Office of Management and Budget (OMB) 
a request to review and approve an extension of a currently approved 
information collection requirement concerning incentive contracts. A 
request for public comments was published at 67 FR 6235, February 11,  2002. No comments were received.</p><p>    Public comments are particularly invited on: Whether this 
collection of information is necessary for the proper performance of 
functions of the FAR, and whether it will have practical utility; 
whether our estimate of the public burden of this collection of 
information is accurate, and based on valid assumptions and 
methodology; ways to enhance the quality, utility, and clarity of the 
information to be collected; and ways in which we can minimize the 
burden of the collection of information on those who are to respond, 
through the use of appropriate technological <script type="text/javascript">

  <title><![CDATA[  Certifications and Exemptions Under the International Regulations  for Preventing Collisions at Sea, 1972; Amendment]]></title>

  <description><![CDATA[ The Department of the Navy is amending its certifications and 
exemptions under the International Regulations for Preventing 
Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy 
Assistant Judge Advocate General of the Navy (Admiralty and Maritime 
Law) has determined that USS COLE (DDG 67) is a vessel of the Navy 
which, due to its special construction and purpose, cannot fully comply 
with certain provisions of the 72 COLREGS without interfering with its 
special function as a naval ship. The intended effect of this rule is 
to warn mariners in waters where 72 COLREGS apply.

Navy has determined that USS DONALD COOK (DDG 75) is a vessel of the 
Navy which, due to its special construction and purpose, cannot fully
